BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
FEBRUARY 6, 2013
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, February 6, 2013, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner William F. Garcia, Chair
Commissioner Douglas Rademacher, Pro -Tern
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer

MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County
Commissioners meeting of February 4, 2013, as printed. Commissioner Kirkmeyer seconded the
motion, and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the Agenda.
El PUBLIC INPUT: No public input was given.
IR CONSENT AGENDA: Commissioner Kirkmeyer made a motion to move Item #5 from under
Miscellaneous and to make it a regular item of business for Wednesday, February 13, 2013. The
motion was seconded by Commissioner Rademacher, and carried unanimously. Commissioner
Rademacher moved to approve the Consent Agenda as discussed. Commissioner Conway seconded
the motion, and it carried unanimously.
PRESENTATIONS: RECOGNITION OF SERVICES, SHERIFF'S OFFICE - RANDY WINSETT:
Chair Garcia read the certificate for the record. Sheriff John Cooke spoke about Randy Winsett's 34
years of service and personal friendship. Commissioner Conway thanked him for his service and the
projects that have come to fruition under his leadership. The other commissioners also thanked Mr.
Winsett for his service. Mr. Winsett said he's been enjoying his retirement, as well as driving a school
bus and interacting with kids. He said that he loved living in and working for Weld County and
expressed deep appreciation for his co-workers and his agency.
COMMISSIONER COORDINATOR REPORTS: Commissioner Conway presided over the Bull's
Eye Mayor's Meeting. The main topic of discussion was the Oil and Gas Conservation Commission's

proposed setbacks, the mayors passed along their thanks to the Commissioners for their active
participation in the hearings and economic good news for most of these communities, and
Commissioner Conway passed along the Board's request concerning the maintenance of county roads.
Commissioner Conway reported they had a good discussion with the Speaker of the (State) House,
Mark Ferrandino. El Commissioner Kirkmeyer said they communicated valuable information to him
about the cost of the setbacks and think he know has a better understanding of the economic impact on
fire districts and school systems, and reported that they also talked to him about the importance of
agriculture to Weld County, and to Colorado as 1/4 of the state's industry, and the effects of the 500
foot setback on agriculture. Commissioner Kirkmeyer also attended the State Highway 7 Planning and
Environmental Linkages Study (PEL) that CDOT is doing, regarding alterations to roadways - primarily
to the north. She related that the Adams County Commissioner would like to meet with Weld County to
discuss state highways 7 and 85, and any other pertinent issues. The Mayor of Erie also wants to meet
to discuss the annexation and maintenance of Weld County Road 5. She was also approached by the
City of Lafeyette in regard to the NorthWest Parkway Project. El Commissioner Freeman followed up
on the conversation with Ferrandino, saying that he felt they conveyed new information to him, that they
were listened to, and that the meeting was productive. El Commissioner Rademacher met with
Laurie Bell, Forest Service Superintendent of the Pawnee National Grasslands, and related that the
annual burn has been cancelled this year due to drought. ID Commissioner Conway noted that
Laurie would be congressionally recognized for her efforts. He and Commissioner Kirkmeyer attended
a groundbreaking for the Fort Lupton Fire Department expansion on Saturday. He and Commissioner
Kirkmeyer also made remarks for the new Platte Valley Fire District House in Kersey. The Fire Chief
pointed out that 92 percent of the cost of the fire house was paid for by oil and gas assessment.
El Chair Garcia reported meeting with Barbara Connolly, Bob Choate and Jenelle Anderson, from
Fort Lupton, as well as Tom Texiera, to discuss the Neighborhood Stabilization Program 3 (NSP3) and
said they have good news regarding Request for Proposal's on four of the six property repairs and will
be meeting on a more regular basis.
El NEW BUSINESS:
1) CONSIDER APPOINTMENT AND REAPPOINTMENT TO NORTH COLORADO MEDICAL
CENTER BOARD OF TRUSTEES: Commissioner Rademacher motioned to approve the appointments.
Seconded by Commissioner Conway, the motion carried unanimously. Commissioner Kirkmeyer
stated that all nine candidates were outstanding and these two really stood out. Commissioner Conway
seconded her remarks and said it was a difficult decision because of the quality of the applicants and
stated he hopes that they reapply.
El 2) CONSIDER CANCELLATION OF TAX LIEN SALE CERTIFICATE (TS CERT 2001-0257) FOR
PARCEL #070713200011: Stephanie Arries, Assistant County Attorney, introduced the item and
offered to answer any questions. She noted that the property has been falling apart for years and she
is happy to have someone take over improvements. Commissioner Conway thanked her and the
Treasurer's Office for their hard work. Commissioner Conway moved to approve said certificate and
authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried unanimously.
E5 3) CONSIDER RELEASE OF LIENS FOR CERTAIN DESCRIBED PROPERTIES LOCATED IN
WELD COUNTYCHAMBERS TRACTS SUBDIVISION WATER AND SEWER LOCAL IMPROVEMENT
DISTRICT NO. 2003-1: Mr. Barker brought up the matter, stating that the information regarding this
matter seemed incomplete as no request letter for an action was included. Commissioner Conway
moved to continue the matter to February 11, 2013. The motion was seconded by Rademacher and
carried unanimously.

RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
