HomeMy WebLinkAbout20131897.tiffMinutes WELD COUNTY COUNCIL June 17, 2013 The Weld County Council met in -regular session in full -conformity with the Weld County Home Rule Charter, Monday, June 17, 2013, at the Weld County Administration Building, Greeley, COat6:32pm. ROLL CALL: The meeting was called to order by Councilman Don Mueller and on roll call the following members were present, constituting a quorum of members thereof: Councilman Don Mueller Councilwoman Marge Klein Councilman Brett Abernathy Councilman Bernard C. Kinnick Councilman Jeffrey Hare RECEIVED JUL 1 8 2013 COMMISSIONERS Also present: Elizabeth Relford, Weld County Transportation Planner and Janet Carter, Traffic Engineer for Weld County Public Works. Also present, Karleen Watson, Council Secretary. APPROVAL OF AGENDA: Councilwoman Klein made a motion to approve the June 17, 2013 Agenda. The motion was seconded by Councilman Kinnick and carried. APPROVAL OF MINUTES: Councilman Hare made a motion to approve the May 13, 2013 minutes. The motion was seconded by Councilman Abernathy and carried. REIVEW PROGRAM: Weld County Transportation Planner Elizabeth Relford and Traffic Engineer Janet Carter on behalf of Weld County Public Works addressed the Council. Ms. Carter provided an overview of divisions within public works which are: trucking, motor grader, pavement management, support services (permitting, inspection, weeds and maintenance support), administration, engineering (development review and design), road and bridge and transportation planning. Ms. Carter stated that Weld County has 3,000 miles of roads, 717 of which are paved, 2,262 unpaved roads, 519 bridges and thousands of culverts. Ms. Carter explained Public Works' progression or roadway improvements: 200 vehicles per day topical Mag-Chloride, 300 vehicles per day chemical rehab, 400 vehicles per day alternative pavement, 500 vehicles per day pavement, and less than 200 vehicles per day - gravel road rehab and increased maintenance. Ms. Relford stated that the Transportation Plan for Weld County is to provide a coordinated county -wide road system that moves people and goods in a safe, economical and efficient manner. The Weld County Functional Classification Map was provided and depicts CR 49, CR 22, CR 13, CR 7,CR 54, O Street, CR 74, CR 27, CR 77 as the main focus of funding due to heavy }Yv�SC1 vSI�ecoll 1zz ‘5 2013-1897 Weld County Council Minutes June 17, 2013 Page 2 of 2 traffic. She stated that connectivity and continuity are all reviewed when making these decisions. Arterial roads feed into collector roads; collector roads then feed into local roads. The Transportation Plan is on Public Works website. Ms. Carter explained how the Public Works Department develops the Capital improvement Program (CIP). The purpose is to help with land use development. Ms. Carter explained the HRP roads program which is reparation of roads that require an unrealistic maintenance schedule caused by the increase in traffic from the oil and gas industry. The list for the 2013 HRP program is given a priority, route, roads from and to, surface (paved/gravel), type of improvement, miles, estimate of cost and the district. Public Works uses a map of oil and gas permits which assists in tracking road activity. Ms. Carter described the Haul Road Program (HRP) which the County Commissioners have budgeted extra funding to public works for roadway projects including pave road projects, construction projects and gravel road projects. Citizens can report road damage to Public Works' main line 970-304-6496. They will enter a service call and it will be routed to the appropriate person. CDOT can also be contacted. The maintenance supervisor is Philip Anderly, phone number 970-381-4104. Public Works tries to obtain cooperation from other counties, cities, etc in repairing roads. Weld County Smart Energy Program is Public Works' conversion of the Weld County fleet to natural gas. So far 42 vehicles will be converted by the end of the year. Heavy duty trucks show the most cost -saving in this program (22-29%). The difference in cost is $50,000 to $90,000 for the same trucks. Significant savings in maintenance and repair also.
