Reasons for opposition to this Organization: My husband, Terry Grisham and I Patricia Grisham, attended the meeting on Sept. 3, 2013 and listened to the presentation of the proposal. There were questions that the presenters, of this proposal, could not answer. According to one of the three presenters, there were 1500 mailings of the Notice of Public Hearing. No one knew how many residences there are in the RE -7 school district. The impression I came away with is this is about Kersey, CO not the people outside of it. The people that would pick up the biggest share of the cost would be people that live outside of Kersey that are very happy without a Recreational facility, and if they chose to use the facility would have to travel further than those that live in Kersey and at present are complaining that they have to travel 9.5 miles from the center of Kersey to get to the, very nice, Greeley Recreational facility. If I were to use a Recreational facility it would be the Greeley one since there is more to do in Greeley before and after the Recreational facility. We find it very discriminating when under 40 acres will be taxed while those 40 acres or over won't be. We are not in favor of the unlimited Operations Levy or the unlimited Maximum mill levy for the debt in the event the debt- to - assessed value ratio is less than 50% The proposed preschool and wrestling/gymnastics room should be on the school districts plans not this service plan. If Kersey feels a need for a Recreational facility, they should pay for it themselves. There are several people in RE -7 school district that are living on fixed incomes and are taxed enough already. We do not support the organization of a Parks and Recreation District. After meeting tonight with community at the Fire Station it is very clear to me that the plan for the Recreation District is financially unsound and would put a burden on the community of Kersey. It is clear to me that some of the community would like to make some amenities available but they acknowledge that the programs could not financially support themselves. To me this clearly states that the community can not afford the current plan. I am in support of a recreation program and I am willing to make the financial decisions for my family to pay for any amenities we use. I do not believe that increasing the mill levy to there by under mind my financial responsibility to make decisions for my family is virtuous or equitable. If the current board could develop a recreation program that is financed and supported by the members that use the program. This past week, they presented their information to the Planning Commission. It is my understanding that the Planning Commission is recommending to you all that you NOT approve the request for this proposed District to be put on the ballot in November for various reasons. The committee is set to go in front of you on the morning of the 16th of this month. I would love to be there to speak on their behalf, but unfortunately I will be out of town on a training. In lieu of my presence that morning, I wanted to pass along to you my feelings on this concept. The proposed District is one of the BEST ideas that has come to our community in a long time. It is very much needed to provide for this community. The benefit to the community and the region far outweighs any issues that might be presented. Not only will this help by bringing more families to the region, but it will also retain the families that are already here. It will provide a facility and service from the newborns to the senior citizens. The economic timing for this project could not be any better with the oil and gas status in our area. Thus, this project being a lesser burden on the tax payers. The Planning Commission stated that we are too close to Greeley, that it wasn't needed, or didn't represent the overall public. I can refute all of their claims, but to save your time in reading this email, let me know if you would like me to explain. All I can ask is that you approve this concept to be put on the November ballot and allow those of us that live, work and raise our children in this community the opportunity to cast our vote to decide the fate of the District. I appreciate our relationship, as we work together to make Weld County the best that we can. As always, if you have any questions or would like to speak to me, please feel free to contact me. For reasons of health, it is unlikely that we will be able to attend the public hearing. However, we would like to register our support of the proposal to create a park and recreation district. We also request that consideration be given to the development of a park in Gill. At present the children in this village have no facilities for play and recreation, and a park — even of modest size and equipment — would, we're sure, be well used and greatly appreciated. The legal description of the property/mineral interest as listed with the leasing oil company is as follows: Section 26, the SW1/4 ; Section 35, the NE1/4 and the E1/2 of the NW Section 26 & 35, Township 5N, Range 64W Containing 400 acres, more or less. Not only am I against the proposed Recreation District in this location, I feel that the above mineral interest should be excluded because it is old and depleted. What little income is received from this mineral interest does not offset the damages and expenses that are occurred from these old wells. We have no control/say in what the oil company does.
