Smith, Senior Municipal Planning Specialist, Anadarko Petroleum FROM: Colleen Guillotte, P.E., Dave Hattan, P.E.,PTOE, Felsburg Holt & Ullevig SUBJECT: Well Site Accessed from WCR 49 (KMG 16-24i) FHU Reference No. 113115-01 This memorandum summarizes the potential traffic impacts that would be created by the proposed Well Site Pad (KMG 16-24i) to be located on the southeast corner of the intersection of CR 49 and CR 18.5 in Weld County, north of 1-76 (See Figure 1). This analysis summarizes the existing traffic volumes on CR 49, provides traffic forecasts for construction and operation of the well site, and analyzes traffic operations at the proposed site accesses and the intersection of CR 18,5 / CR 49 during construction and operation of the site. Existing Traffic Volumes A 48 -hour traffic count was conducted on CR 49 south of CR 18.5 adjacent to the site. The count indicated that CR 49 currently carries approximately 8,400 vehicles per day (vpd) in the project vicinity with approximately 21 percent trucks. The existing speed limit on CR 49 is 65 mph, while the 85th percentile speed in 61 mph in both directions. The traffic count information is attached. Trip Generation Trip generation for the SWD injection well and associated facility was determined based on construction and operation information provided by the developer, Anadarko Petroleum. Construction would include three separate phases: grading and dirt work (which would take approximately 1 month to complete), followed by facility construction (which would take approximately 10 months to complete), and then drilling of the wells (which would take approximately 15 days). Thus, the total construction time would be approximately 12 months. During this time, a variety of traffic generating activities would occur, creating a site that would be far more active than during the operational phase, at which time the site would require fewer trips. Based on information provided by Anadarko Petroleum, Tables 1 and 2 summarize the trip generation for the three construction phases and the operational phase, by site activity. As the tables indicate, even during the busier construction phases the site would generate, on average, approximately 200 trips per day (by way of comparison, a typical single family home generates 10 trips per day). The Drilling of Well phase was chosen because it has the highest peak hour traffic of any of the phases and is analyzed in the short term future. The Long Term Facility Operation phase was analyzed for the long term future because this will be the expected trip generation during most of the well's operating years. Based on information provided by conversations with Anadarko Petroleum, it is assumed that 60 percent of the traffic will come to / from the north on CR 49, while the remaining 40 percent comes to / from the south. The trips generated by the site during the Drilling of Well phase were distributed onto the roadway network based on this trip distribution and added to existing traffic to calculate the short term total traffic volumes, as shown in Figure 2. Figure 3 shows the long term total traffic volumes calculated with the same methodology using the Long Term Facility Operation traffic volumes and 2033 background traffic volumes. The 2033 background traffic volumes were forecasted using the Colorado Department of Transportation's (CDOT) 20 -year growth rate for 1-76 and applying it to the existing traffic on CR 49. Smith Page 3 Auxiliary Lanes For the purposes of determining auxiliary lane needs, Weld County utilizes the Colorado State Highway Access Code, and CR 49 is assumed to function as an R -A regional highway. A northbound left -turn deceleration lane is required if the peak hour turn volumes exceed 10 vph, which they do in the short term scenario. A southbound right -turn deceleration lane is required if the turn volumes exceed 25 vph, which they also do in the short term scenario. The Access Code does not give specific requirements for a left -turn acceleration lane, but says they should be used when unique factors deem it necessary. The 65 mph speed limit of CR 49, combined with the high volumes of trucks that will be making the eastbound left -turn are two factors that make a left -turn acceleration lanes recommended at this location. Having both left -turn acceleration and deceleration lanes would also help limit any potential site distance concerns at the intersection. The required lengths of the auxiliary lanes are provided in Table 3. Table 3. Auxiliary Lane Lengths Lane Length (Feet) Northbound Left Deceleration 825 Eastbound Left Acceleration 1380 Southbound Right Deceleration 800 Traffic Operations Traffic operations at the site driveway were evaluated according to techniques documented in the Highway Capacity Manual. (Transportation Research Board, 2000) (HCM-2000). Level of service (LOS) is a qualitative measure of traffic operational conditions, based on roadway capacity and vehicle delay. Levels of service are described by a letter designation ranging from LOS A to LOS F, with LOS A representing the best possible conditions and LOS F representing congested conditions. For unsignalized intersections, levels of service are calculated for movements which must yield right-of-way to other traffic movements. Figures 2 and 3 provide the short term and long term levels of service at the site driveways and the intersection of CR 49 / CR 18.5. As shown, the yielding movements at the driveways are anticipated to operate at LOS A during both peak hours. The eastbound approach at the intersection of CR 49 and CR 18.5 is forecasted to operate at LOS B or better in the short term scenario and LOS C or better in the long term scenario. It is not uncommon, however, for low volume movements from a side street along a higher volume roadway to experience poor levels of service. The eastbound approach only has 6 vehicles per hour during the peak hours in the long term scenario, but CR 49 has sufficiently high volumes that these vehicles would experience slightly longer delays. Conclusions and Recommendations The construction of the site would include three phases. It is assumed that one of the early construction efforts would be to pave WCR 18.5 from WCR 49 to the western site access. During the construction phase with the highest levels of peak hour trip generation, the intersection of CR 49 with CR 18.5 will require an 800 foot southbound right -turn deceleration lane and an 825 foot northbound left -turn deceleration lane. A 1380 foot eastbound left -turn acceleration lane is also recommended for safety reasons due to the high speed limit on CR 49 and the high percentage of truck traffic making that turning movement. The eastbound approach at the intersection of CR 49 and CR 18.5 is expected to operate at LOS D or better during both scenarios.
