RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF COUNTY ROAD 84 BETWEEN COUNTY ROADS 39 AND 43 FOR
SEVENTEEN (17) WORKING DAYS, FOR NEW WATER MAIN INSTALLATION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-106(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
to through traffic and to regulate, warn and guide vehicular traffic on said County roads by posting
signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on
County roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic
thereon for the safety of the general public and that said traffic control devices shall conform to the
Federal Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 84, between County Roads 39 and 43, be
temporarily closed, with said closure being effective June 3, 2013, for approximately seventeen
(17) working days to install a new water main, and further, that standard official traffic control
devices shall be erected at said closure giving notice of the restrictions.

Please submit the enclosed item for Monday's agenda:
Road Closure for Water main installation
North Weld County Water District is requesting to close CR 84 between CR 39 and CR 43 for 17
days, beginning June 3rd, in order to install a new water main. The closures will be days only from
7:30 am to 5:00pm and then open at night.
Notification letters have been sent out to residences by the water district. Attached is the traffic
detour diagram and notification letter.
Gravel roads within the detour will be managed for dust control.

North Weld County Water District is planning on constructing a 6" diameter waterline in the CR 84 Right
Of Way beginning at CR 39 and heading East approximately 7,500 -feet. The waterline is needed to
ensure adequate pressures to the 13 residential and commercial/agricultural water services. This
installation is scheduled to begin on May 28, 2013 and be completed by June 19, 2013 for the main
installation. During construction, the District will have to close the road to install the new waterline.
The road will be closed during the working hours of 7:30 a.m. to 5:00 p.m. and re -open during non-
working hours. The following table shows your detoured access during construction and the
approximate dates for such detour.

North Weld County Water District will notify you 24 hours prior to a change of traffic access and of any
water outage. A water outage is anticipated to occur once at the beginning of the project and twice
towards the end of the project as the District connects to the existing waterline(s) and connects your
existing service to the new waterline. The District will begin connecting the water services after June
19'", but will not close the road for such connections.
