USR13-0030, FOR MINERAL RESOURCE DEVELOPMENT FACILITIES, INCLUDING
AN OIL AND GAS SUPPORT AND SERVICE FACILITY (WATER DEPOT) IN THE
A (AGRICULTURAL) ZONE DISTRICT - 70 RANCH, LLC, C/O UNITED WATER AND
SANITATION DISTRICT
A public hearing was conducted on September 4, 2013, at 10:00 a.m., with the following
present:
Commissioner William F. Garcia, Chair
Commissioner Douglas Rademacher, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:
Acting Clerk to the Board, Susan Brown
Assistant County Attorney, Brad Yatabe
Planning Department representative, Chris Gathman
Public Works representative, Don Carroll
Health Department representative, Heidi Hansen
The following business was transacted:
El I hereby certify that pursuant to a notice dated August 2, 2013, and duly published
August 7, 2013, in the Greeley Tribune, a public hearing was conducted to consider the request
of 70 Ranch, LLC, do United Water and Sanitation District, for a Site Specific Development
Plan and Use by Special Review Permit, USR13-0030, for Mineral Resource Development
Facilities, including an Oil and Gas Support and Service Facility (water depot) in the
A (Agricultural) Zone District. Brad Yatabe, Assistant County Attorney, made this a matter of
record.
Chris Gathman, Department of Planning Services, stated the applicant requested, and
was granted, a two-week continuance by the Planning Commission to September 3, 2013, to
allow additional time to meet the 30 day mineral notice requirement. , Chair Garcia opened
the floor to Public Comment, and thanked Richard Lutz, County resident, for coming. The
Board apologized that the matter would not be heard today.

Commissioner Conway made a motion to continue the matter to Sept. 18, 2013 at 10:00. The
motion was seconded by Commissioner Rademacher, and it carried unanimously.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of September, A.D., 2013.
