SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL
REVIEW (USR) QUESTIONNAIRE
The following questions are to be answered and submitted as part of the USR application. If a question
does not pertain to your use, please respond with "not applicable", with an explanation as to why the
question is not applicable.
1. Explain, in detail, the proposed use of the property.
This proposal it to utilize the buildings of an existing facility as a fabrication and finishing shop for
various agricultural and oil and gas service equipment, as well as painting completed items.
Fabrication and painting operations will be in the designated area with proper safety and
ventilation. The remainder of the facility will be used to store equipment, raw materials and
finished product utilized in business operations. This site will not be used as a retail site for
public access or purchasing.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22
(Comprehensive Plan).
This USR application has been prepared utilizing the process outlined in the Weld County Code
and Procedural Guides. The Guiding Principles of the Comprehensive Plan found in Section 22-1-
120 states, "Land use changes must afford flexibility based on the specific location and the
particular circumstances encountered within the locality. It is also important to weigh the
cumulative impacts that specific land use changes will have." This proposal is respectful of
surrounding uses.
The application is consistent with Section 22-2-20 G. A.Goal 7. "County land use regulations
should protect the individual property owner's right to request a land use change. 2. A.Policy 7.2.
Conversion of agricultural land to nonurban residential, commercial and industrial uses should be
accommodated when the subject site is in an area that can support such development, and
should attempt to be compatible with the region." The products to be fabricated on site are used
extensively by the agricultural and oil and gas support base in Weld County and throughout
Colorado.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.
The proposal is for the manufacturing, fabrication and finishing of agricultural and oil and gas
equipment in the Agricultural Zone. This proposal is allowed in the Ag Zone as a Use by Special
Review as called in Chapter 23, 23-3-40.
23-3-40 A. Mineral resource development facilities including:

Adequate provision has been made to protect the health, safety and welfare of the inhabitants of
the neighborhood and the County. Operation Standards as found in Section 23-2-260 of the Weld
County Code were consulted in preparing this application.
4. What types of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
The surrounding area has multiple use including production agriculture, dairying, commercial
composting, oil and gas production.
5. Describe, in detail, the following:
a. How many people will use this site?
It is proposed that a maximum of 19 full time employees will be at this site.
b. How many employees are proposed to be employed at this site?
It is proposed that 19 full time employees will be employed at this site for fabrication.
c. What are the hours of operation?
The facility is projected to be operational Monday -Saturday, thirteen hours per day. 6
a.m. to 7 p.m.
d. What type and how many structures will be erected (built) on this site?
No additional structures are planned to be erected at this time; however, there will be a
change of use for the pole barns.
e. What type and how many animals, if any, will be on this site?
None.
f. What kind (type, size, weight) of vehicles will access this site and how often?
Typical vehicles accessing this site include employee and owner vehicles, vender and
service trucks. The following numbers are anticipated upon full build -out of the site.
Semi -trucks — 3 per day
Pickup truck / gooseneck trailer — 2 per day
Employee vehicles — 7 per day

h. What is the water source on the property? (Both domestic and irrigation)
Well permit number 280492 is this property's water source. The well has been converted
to a commercial use well.
What is the sewage disposal system on the property? (Existing and proposed).
Proposed septic.
If storage or warehousing is proposed, what type of items will be stored?
Storage and warehousing in not proposed to be a main activity of this request; however,
iron, hardware, welding supplies, installation equipment, service and miscellaneous
business supplies will be stored on site to accommodate daily business requirements,
and will be stored inside. Finished product will be stored outside temporarily while waiting
for pick up.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal.
The site is graded flat and surfaced with gravel and road base, no additional landscaping is
planned.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
Reclamation procedures include compliance with applicable regulations and operated as a dry
shop. Should the facility be permanently discontinued, it would be marketed under applicable
county planning and zoning regulations to its greatest and return to best use.
8. Explain how the storm water drainage will be handled on the site.
The request is for the use of existing structures. Site will be bermed to contain runoff. Soils show
site will perk within 72 hours to meet Colorado Water rights law and Weld County Code.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
No additional construction is proposed at this time.
10. Explain where storage and/or stockpile of wastes will occur on this site.
There will be no storage of wastes on this site. All materials will be in the production stream,
recycled or collected in dumpsters and sent to the landfill. All materials not collected in dumpsters
will be stored inside. Any wastes produced from employees will be contained in a dumpster and
hauled off regularly by a sanitation service such as B&C Refuse Company.

EASEMENT OR RIGHT-OF-WAY FOR ACCESS TO PROPERTY
FOR AN IN CONSIDERATION of the mutual covenants and agreements herein contained,
and for other good and valuable consideration, the receipt and sufficiency of which are hereby
acknowledged, RF Holdings, LLC (John Moser) ("Grantor") hereby grants and conveys to
Big Boy Manufacturing, LLC (Brady Miller), ("Grantee"), its successors and assigns, a
perpetual, non-exclusive right of way and easement ("Easement") in, under, upon, about, over
and through the property described on the attached Exhibit "A", hereto and incorporated herein
by reference ("Property").
1. Grant. The easement granted hereby shall be for ingress and egress to, from, upon
and over the Property described to provide access to other property owned by Grantee.
2. Streets. The Grantee may construct a permanent street or road on the Property.
3. Failure to Improve. If the Grantee or its successors or assigns should fail to construct
a permanent street or road allowing access to Grantee's property within N/A months from the date
hereof, all right, title and interest in and to the Easement described herein shall immediately
revert to the Grantor, its successors or assigns.
4. No Interference. Grantor shall not interfere with the Grantee's construction of such
permanent street or road within the Easement.
5. Termination. This Easement shall be terminated at any time by an instrument
executed for such purpose and signed by the parties.
6. Amendment. This Easement shall be amended only by a written and recorded
instrument signed by the parties or the then current owner of the Property and the Easement.
7. This Easement shall be binding upon and inure to the benefit of the parties
successors and assigns, heirs, beneficiaries and personal representatives.
8. Governing. This Easement shall be governed by and construed and enforced in

Narrative
On -Site Dust Abatement Plan:
An internal gravel road will be used to access the site. Due to the close proximity of the
infrastructure and short travel roads, minimal vehicle speeds will be maintained to
minimize excessive dust conditions. Should nuisance dust conditions arise; a water tanker
truck or portable sprinkling systems form an offsite water supply such as a Central Weld
County Water District fire hydrant, or magnesium chloride may be used for moisture
control on roadways to minimize nuisance dust conditions.
Waste management Plan:
There will be no storage of wastes on this site. All materials will be in the production stream,
recycled or collected in dumpsters and sent to the landfill. All materials not collected in
dumpsters will be stored inside. Chemicals stored on site include standard household cleaning
items and the volumes very minimal. While oil changes are not anticipated to be done on site,
if necessary, used oil and anti -freeze is hauled off site to an appropriate facility. All shop floor
drains will drain to a vault and hauled off site to an appropriate facility. Any wastes
produced from employees will be contained in a dumpster and hauled off regularly by a
sanitation service such as B&C Refuse, Platteville, CO 80651, (970) 785-2908.
Traffic Narrative:
Typical vehicles accessing this site include employee and owner vehicles. Traffic will
enter the property from Weld County Road 30 utilizing the existing access road. The
following numbers are anticipated upon full build -out of the site:

Amendment to the Waste Management Plan
Waste Management Plan:
There will be no storage of wastes on this site. All materials will be in the production stream,
recycled or collected in dumpsters and sent to the landfill. All materials not collected in
dumpsters will be stored inside.
Chemicals stored on site include standard household cleaning items and the volumes are very
minimal. All paint is stored on shelves in their original containers. Empty paint containers are
recycled or disposed of by the sanitation service described below. While oil changes are not
anticipated to be done on site, if necessary. used oil and anti -freeze will be hauled off site to
an appropriate facility.
At this time there are no floor drains in either shop. Any wastes produced from employees
will be contained in a dumpster and hauled off regularly by a sanitation service such as
Heimbuck Disposal, Ft. Collins, CO 80525, or Waste Management, Greeley, CO, 80631.

Drainage and Water Quality Features
Based on the letter from Travis I-lertneky dated January 23, 2009, which was submitted
with the USR Application on July 18, 2012, the storm water leaving the site will be
minimal. In said letter Mr. l-lertneky stated "The Ksat minimum correlates to a standard
percolation rate of approximately 10 min/in which would be expected in [his type of soil.
If the Ksat minimum is used, the detained water will infiltrate in approximately 170 min.
Some of the minor ponding located in the driveways will not infiltrate at the same rate
due to compaction and foreign soil being imported on ties. Even with the driveway areas
there is substantial vegetative soil that will infiltrate any precipitation in a short period of
time. Small ponding in the driveway areas is unavoidable and would still exist with
substantial earthwork and re -grading. -
Historically this site drains to the southeast. A preliminary design for a Water Quality
Control Feature was prepared as requested by Weld County Public Works and shown on
the Water Quality Depression Calculations. The Water Quality Control Feature will
require 0.068 acre feet of storage or 2,987 cubic feet. The Water Quality Control Feature
as shown on the plat is 100 feet by 20 feet by one foot (100' x 20' x I') and will
adequately control runoff as required. The Water Quality Control Feature is labeled with
a -NO BUILD OR STORAGE AREA" within the Water Quality Feature on the plat. See
attached Water Quality Depression Calculations.

Due to the extremely sandy nature of this site and flat terrain the likelihood of stormwater
leaving the site is minimal. The sandy nature of the site will allow most rainfall to be
immediately infiltrated into the ground. Stormwater from the impervious and hard
packed areas will flow to the low depressions and be contained by elevated roads around
the property. A conservative estimate indicates that if 100% of the precipitation event
was detained in '/4 of the site it would give a maximum depth of water of approximately
17". The representative saturated hydraulic conductivity for a valent sand is
approximately 98.45 micrometers per second. The soil has a minimum reported
hydraulic conductivity of 42.00 micrometers per second. The Ksat minimum correlates
to a standard percolation rate of approximately 10 min/in which would be expected in this
type of soil. If the Ksat minimum is used, the detained water will infiltrate in
approximately 170 min. Some of the minor ponding located in the driveways will not
infiltrate at the same rate due to compaction and foreign soil being imported on tires.
Even with the driveway areas there is substantial vegetative soil that will infiltrate any
