On August 01,, 2013, the Board of County Commissioners of Weld County Colorado
convened and acting as the Board of Equalization, pursuant to C.R.S. Section 39-8-101 et seq.,
considered your request to approve and adopt a valuation of your property arrived at by a
Stipulation between you and the Weld County Assessor, for the year 2013.
The Board of Equalization found that the evidence presented at the hearing supported the
stipulated value placed upon the above -described property as set forth below. Such evidence
indicated the value was reasonable, equitable, and derived according to the methodologies,
percentages, figures and formulas dictated by law.

The Assessor has carefully studied all available information, giving particular attention to the
specifics included on your protest. The Assessor's determination of value after review is based on
the following:
CM03 - After review of your property, we have made adjustments. 2 of the 3 comparables you
provided were unfinshed units, just like yours. The avg of those 2 was $74 / sf, your property is set at
$65 / sf.
If you disagree with the Assessor's decision, you have the right to appeal to the County
Board of Equalization for further consideration, § 39-8-106(1)(a), C.R.S.
The deadline for filing real property appeals is July 15.
The Assessor establishes property values. The local taxing authorities (county, school district, city,
fire protection, and other special districts) set mill levies. The mill levy requested by each taxing
authority is based on a projected budget and the property tax revenue required to adequately fund
the services it provides to its taxpayers. The local taxing authorities hold budget hearings in the fall.
If you are concerned about mill levies, we recommend that you attend these budget hearings.
Please refer to last year's tax bill or ask your Assessor for a listing of the local taxing authorities.

July 1 through August 5 at 1400 N 17 AVE.
To appeal the Assessor's decision, complete the Petition to the County Board of Equalization shown
below, and mail or deliver a copy of both sides of this form to:

To preserve your appeal rights, your Petition to the County Board of Equalization must be
postmarked or delivered on or before July 15 for real property — after such date, your right to
appeal is lost. You may be required to prove that you filed a timely appeal; therefore, we
recommend that all correspondence be mailed with proof of mailing.
You will be notified of the date and time scheduled for your hearing. The County Board of
Equalization must mail a written decision to you within five business days following the date of the
decision. The County Board of Equalization must conclude hearings and render decisions by August
5, § 39-8-107(2), C.R.S. If you do not receive a decision from the County Board of Equalization and
you wish to continue your appeal, you must file an appeal with the Board of Assessment Appeals by
September 12, § 39-2-125(1)(e), C.R.S.
If you are dissatisfied with the County Board of Equalization's decision and you wish to continue your
appeal, you must appeal within 30 days of the date of the County Board's written decision to ONE of
the following:

Subj: Appeal of Notice of Determination on parcel R5251308
I respectfully appeal the Notice of Determination on the above parcel. The owner,
4QTKIDZ, LLC is a family LLC for my family. The name spells "four cute kids" and
represents grandchildren, not some unusual entity that is often humorously suggested.
I have attached the original protest for reference and will not repeat the facts in that
paper.
The Assessor's office has replied that two of my comparables were just like mine in their
state of completion in arriving at their adjusted valuation of $65/foot. While it is correct
that these two comparables the assessor mentions were not complete, their stage of
completion was radically different from my property. I am not sure the source of the
assessors information, and have obtained information from other sources.
The first property- R3744386- was shown by my agent in Greeley immediately prior to
the relevant sale. The top floor was carpeted, drywalled, and plumbed. The lower floor
was unfinished, but did have a concrete floor. My property has an unlevel dirt floor,
studs for walls, and no plumbing. This comparable has extra land. The comparable is
also now 100 percent complete. (It is perhaps informative that the proposed valuation by
the assessor on this comparable at 100 percent complete is LESS than his adjusted
valuation on my property which I view as 36% complete)
The second comparable -R4391606- was discussed with the listing agent, Jerry Chilfon in
Fort Collins, on the relevant sale. This property was "tenant ready" (ready for occupancy
after tenant specific improvements). It had a concrete floor and plumbing, but no cross
interior drywall_ Again my property is far from "tenant ready" and I have been told it
will cost $50 per foot to be "tenant ready".
I recently acquired this property in a non qualifying transaction (treasurer's deed). The
property has been abandoned since the exterior of the building was constructed. The
lender on the property chose to abandon his lien. The entire building is vacant. There is
no water service in the building for fear of pipe breakage.
I have listed the property with Mary Jo Brockshus for $69,900 and for two months have
had no inquiries. She has pictures of the interior of the property if you need them.
I continue to assert the property is worth no more than 70,000. Based on the statutory
method AND the maximum I am asking for the property, one can come to no other
conclusion.

ORIGINAL DOCUMENTATION ON PROTEST JUNE 1, 2013
I respectfully appeal the valuation on parcel 85251308. This office condo is owned by
my family LLC.
I have reviewed your website to see the 10 office condo sales and the 13 office building
sales during the allowable period. There are only three of comparable size and vintage
(year built) to my property and are in the following table:

If you apply that valuation to my footage you arrive at a COMPLETED value of
$184,000.
I also appeal the determination that the property is 60% complete. There is no concrete
floor (only dirt), no plumbing, no electrical, no wallboard (only studs) and lots of
construction debris from prior owners. I have an estimate of $50.00 per foot to arrive at a
condition to begin tenant buildout. I have a few pictures of the interior if you need them.
If the COMPLETE valuation is $78.35 a foot, and the cost to complete is $50.00 a foot,
the percentage complete is approximately 36%
Therefore the valuation is approximately $67,000.
Additional information:
The property is listed for sale with REXMAX in Greeley (Mary Jo Brockshus) for
$69,900
The building is entirely vacant- the only owner who will respond to me is Doug Lidiak,
who owns a small end unit. The entire upstairs unit is owned by a partnership controlled
by Richard Novaria, who is in prison.
