CRIMINAL JUSTICE ADVISORY COMMITTEE
MEETING MINUTES
Date: July 9, 2013
Present: Commissioner William Garcia, Judge James Hartmann, Judge Michele Meyer,
Kevin Strobel, Karen Salaz, Matt Elbe, Doug Erler, Kendall Alexander, Ryan
Broswell, Mary Nagler, Dionne Grinde, JD Pyatt, Shelly Cox, Jack McGrath,
Sally Gomez, Michael McCormick, Kamie Cooley
Chair, Judge Hartmann called the meeting to order at 12:14 p.m.
1. Meeting Minutes:
A. The April meeting minutes were accepted with no changes. Jack McGrath moved
to approve the minutes, Sally Gomez seconded; motion passed.
2. Subcommittee Reports:
A. Sheriffs Office Jail Reports — Sally Gomez reported on Weld County Jail
Admission Information, Offender Supervision Bureau Trend Charts, and YTD
Adult Custody Summary Reports. She reported that the number of individuals
released from the jail within 24 hours of being admitted has increased by 16.8%
from 2012, that failure to comply warrant arrests increased by 16.3% since 2012,
and that municipal court warrant arrests have also increased, by 21.9% since
2012. Additionally, she said that bookings overall due to new charges have
decreased by nearly 9% but that traffic related bookings have increased by 16%
since 2012. Judge Hartmann reported that as of July 1, 2013, Judicial Officers are
now advising all in custody individuals arrested for out of jurisdiction warrants, at
the jail on the weekends and via video Monday through Friday. Doug asked if
Judges had the authority to adjust these defendants bonds. Judge Hartmann said
that while Judges have the ability it will rarely occur because of the lack of
information Judges have on these defendants and to respect the decision of the
Judge who set the original bond amount. He also reported that the Courts are
working closely with the County to strengthen the use of video technology to
streamline defendant court appearances. This will reduce costs and create
efficiencies for all involved.
B. New Sheriff's Office Commander of the Work Release facility, Ryan Broswell
reported on current statistics for that office's Alternative Programs, stating that
since he took over the program last month, regressions have doubled. Judge
Hartmann commented that based on the report presented, it appeared

approximately 30% of electronic home monitoring and in home detention
offenders submit a positive urinalysis at their initial orientation. JD Pyatt added
that Parole often observes similar trends with their parolees.
C. Kamie Cooley reported on statistics for Pretrial Services for the period of January
thru June. She said that staff assessed at the jail on average 144 defendants per
month, completed 135 supervision intakes (by defendant) and 142 intakes (by
case) per month. She also reported that on average, Pretrial Services closed 170
cases per month and maintained a 93.3% supervision public safety rate (6.7%
defendants committed some kind of new criminal offense) and an 88.7% court
appearance rate (11.3% defendants failed to appear for a court hearing and in
which a warrant was issued).
3. Action Item: Selection of Vice Chair
A. Judge Hartmann called for nominations. Karen Salaz nominated Doug Erler for
Vice Chair. The motion was unanimously accepted and Doug agreed to accept it.
4. Subcommittee Presentation from MH/CJ Subcommittee:
A. The Mental Health/Criminal Justice Subcommittee is a subcommittee of the
CJAC. Kendall Alexander, Doug Erler and Matt Elbe from this subcommittee
provided an update to the CJAC.
Chair of this subcommittee, Kendall Alexander from North Range Behavioral
Health began the power point presentation by explaining to the CJAC the
subcommittee's purpose and intent. He explained that the main purpose of the
group is to improve coordination among criminal justice and community agencies
dealing with persons with mental illness and substance abuse. Doug Erler with
Weld County Justice Services then explained that the subcommittee has been
following what is known as the Sequential Intercept Model to help organize its
work. The Sequential Intercept Model has been used by other jurisdictions in
Colorado and nationally. The model provides a conceptual framework for
communities to use when considering the interface between the criminal justice
and mental health systems as they address concerns about criminalization of
people with mental illness. The model envisions a series of points of interception
at which an intervention can be made to prevent individuals from entering or
penetrating deeper into the criminal justice system. Doug explained that the
subcommittee has met for the last year and a half, once a month to discuss all
intercept points in our criminal justice system. Matt Elbe with the Sheriffs
Office then presented findings of the subcommittee for each intercept point to
include law enforcement (including dispatch and emergency medical services),
initial detention, initial court proceedings, and reentry/community supervision.
Matt explained the strengths and areas of improvement needed at each intercept.
Kendall commented on the accomplishments made along the way to include the
strengthening of North Range's BASIC program, their same day access program,
other programs like PRN ("as needed") services, the possibility of creating new
crisis response team at NRBH, their acute treatment unit, new jail -based services,
and the creation of the Weld County Interagency Treatment Group hosted by the
Greeley Police Department.
Five (5) Recommendations of the Subcommittee to the CJAC
Create and/or improve services in the following areas:
o On scene mental health assessments;
o Day Programming (e.g. Larimer AIIM, Boulder PACE , perhaps the former
Weld ICAPP program models —restructured);
o Transportation assistance;
o Medications assistance; and
o Housing assistance
All members of the CJAC were supportive of the subcommittee's work and Judge
Hartmann and Commissioner Garcia both suggested that the subcommittee
continue its work, begin to set specific goals, and determine if others should be
involved with the subcommittee. Kendall, Doug and Matt said they would report
to the subcommittee the CJAC's direction. At the October meeting, the
subcommittee will provide another update.
5. Roundtable
A. Sally Gomez from the Sheriff's Office asked Shelly Cox with Banner Health if she
knew of any grants available through the hospital to assist in the closing of
psychcare. Shelly said that perhaps requests could be made directly to Banner for
specific finding, as she was not aware of any grants in this area at this particular
time. Judge Michele Meyer asked if an attorney specializing in criminal defense and
is a legal resident of Weld County should be considered to fill the current vacancy
on the CJAC, as outlined in the Bylaws. Judge Hartmann asked Kevin Strobel from
the PD's Office if he could consider someone; he said he would.
With no further business, the meeting was adjourned at 1:25 PM.
The next meeting of the CJAC is Tuesday October 8, 2013 @ 12:00 PM.
