HomeMy WebLinkAbout20131708.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JULY 3, 2013 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 3, 2013, at the hour of 9:00 a.m. a ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Brad Yatabe Acting Clerk to the Board, Susan Brown Director of Finance and Administration, Monica Mika El MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of July 1, 2013, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. a CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. la PUBLIC INPUT: No public input was given. El COMMISSIONER COORDINATOR REPORTS: Commissioner Conway attended the rodeo at the Greeley Stampede and noted that the Stampede is still going on until Sunday July 7, 2013. He also reminded people that the Greeley Fourth of July Parade is tomorrow, and it is Firestone Day as well. Minutes, July 3, 2013 2013-1708 Page 1 BC0016 Ca BIDS: 1) APPROVE REPLACEMENT BID #B1300016, 4X4 FOUR DOOR (CNG) - SHERIFF'S OFFICE (COMMANDERS): Trevor Jiricek, Director of General Services, explained these two vehicles were presented on June 3, 2013, and Elizabeth Relford, Department of Public Works, negotiated to purchase two 2013 vehicles from John Elway Chevrolet and they were approved. Unfortunately they could not deliver those vehicles because someone else bought them first, so Ms. Relford worked with John Elway Chevrolet and found two others, which are 2012 SUVs, in the amount of $91,736.00. In response to Commissioner Conway, Ms. Relford explained that the window for having 2013 manufactured pull vehicles is closed, so now they have to come off the lots, and the higher cost is due to their transport from a lot in North Carolina. They are the same vehicles as the 2013s and new, just a year older. Ms. Relford also noted they can do undercarriage mounting, which is better for the Sheriff's Office. Commissioner Rademacher moved to approve said replacement bid. The motion was seconded by Commissioner Conway, and it carried unanimously. Commissioner Kirkmeyer confirmed these are being purchased with Congestion Mitigation and Air Quality (CMAC) funds, a cost savings for Weld County taxpayers, with Weld County matching at 17.3 percent. 0 2) APPROVE BID #B1300070, CENTENNIAL HIGHWAY SIGNS - DEPARTMENT OF PUBLIC WORKS: Mr. Jiricek said staff recommends the low bid from Concept Signs and Graphics, in the amount of $16,950.00. Commissioner Kirkmeyer noted this is also being funded by Federal Transportation Enhancement Funds, with the County matching at 20 percent. Commissioner Kirkmeyer moved to approve said bid as recommended by staff. Seconded by Commissioner Freeman, the motion carried unanimously. OLD BUSINESS: 1) CONSIDER LETTER OF AGREEMENT CONCERNING USE OF COMMUNITY CORRECTIONS FACILITY AS 'COMMUNITY RETURN TO CUSTODY' FACILITY AND AUTHORIZE CHAIR TO SIGN - INTERVENTION COMMUNITY CORRECTIONS SERVICES (ICCS) (CON'T FROM 6/26/2013): Doug Erler, Department of Justice Services, explained this matter was reviewed June 26, 2013, last week, and continued. ICCS has since formally withdrawn their request, so there is no need for the Board to consider this matter further. Commissioner Rademacher moved to dismiss the matter due to the withdrawal request. The motion, which was seconded by Commissioner Conway, carried unanimously. El 2) CONSIDER LEASE AGREEMENT AND AGREEMENT FOR PROVISION OF COMMUNITY CORRECTIONS SERVICES AND AUTHORIZE CHAIR TO SIGN - INTERVENTION, INC. (CON'T FROM 6/26/2013): Mr. Erler explained that this matter is also continued from the hearing on June 26, 2013, and all the language pertaining to the additional use above has been removed from the agreements. There are no other substantial changes to these agreements from previous years. Mr. Erler noted that multiple staff reviewed these documents. Commissioner Conway moved to approve said agreements and authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
