ROLL CALL: The following members were present: Nancy Clark, President John Martin, Councilman Bob E. White, Vice President Floyd Oliver, Councilman Robert Martin, Councilman Also Present: Citizen Wayne Brown; Observer for the League of Women Voters, Bev Brown; Mr. Ed Lesh; Mr. Ed Dunbar; Mr. Tom Dority; Mr. Lewis Barrett; 6 members of the press; and the secretary, Bev. Thomas. MINUTES: . Bob White made a motion that the September 2, 1977 minutes be adopted. Floyd Oliver seconded the motion and it was unanimously approved. CORRESPONDENCE: Nancy Clark presented the following correspon- dence; 1) A resolution from the County Commissioners accepting the partial-suspension resolution of the Council regarding Victor Jacobucci. 2) A letter regarding the budget meetings from June Steinmark. 3) Nancy listed the outgoing correspondence. VICTOR JACOBUCCI CASE: Nancy relayed information she had gathered regarding this case. She stated she had learned from the District Attorney that he expects the matter to be settled within the next month or so. The special prosecutor is expected to file court actions next week. Concern was expressed regarding the amount of time that the County Attorney may be spending in the defense of Victor Jacobucci even though the County Commissioners have not appointed him to defend Mr. Jacobucci. Floyd Oliver suggested that the Council ask the special prosecutor if the Court could disqualify the County Attorney from representing Mr. Jacobucci. The Chairperson was to inform the Council when the special prosecutor world be meeting with the Council. Bob White made •a motion that Nancy Clark ask Mr. David for an accounting of the time he had spent on Victor Jacobucci 's case since August 17, 1977. Floyd Oliver mentioned that it would seem that the actions of the Canty Commissioners since Mr. Jacobucci 's suspension are illegal, since Mr. Jacobucci has continued to participate as a voting member. Nancy Clark said she had spoken with the Council 's attorney regarding this matter and it also seemed to him that it could create legal problems. 1978 BUDGET AND NEW CLASSIFICATION AND PAY PLAN: Mr. Tom Dority stated that he wanted to make the Council aware of the new employee classification and pay plan including what it will do and what costs will be included in the 1978 Budget. Mr. Barrett gave an overhead-projector presentation describing different aspects of the employee-classification system. This included what the plan would do for management as well as the employees. He gave explanations of the twelve major job areas, career ladders, and promotion examples. He referred to a June, 1977 job survey which indicated there was a wide variance in pay for people doing the same job within the County as well as discrepancies between Weld County employees and employees of surrounding cities and counties. He stated that even if Weld County raised its pay scale to compare with surrounding areas, the County would again be behind at the first of the year when employees of other cities and counties were given a cost-of-living pay increase. Mr. Barrett emphasized the importance of a pay plan that would eliminate expensive, employee turnover. He outlined four options: 1) Initiate pay raises to bring Weld employees' pay in line with surrounding cities and counties. 2) Initiate option one plus a cost-of-living pay increase. 3) Pay only a 5% cost-of-living increase. 4) Do nothing. Option two was recommended. A percentage cost-of-living pay increase versus a flat dollar amount cost-of-living pay increase was discussed. After a five-minute recess there was a discussion about the use of Revenue-Sharing monies. Bob White stated that he did not think it wise to start new programs when present employees are apparently underpaid. He further stated that he felt as if the Council was being told that if they did not approve a higher County budget, it was employees' salaries that would suffer. Mr. Dority said that there were hundreds of alternatives for cuts in the budget besides eliminating any new salary schedule. He also pointed out some alterations had been made in the budget hearings schedule and so Councilmembers would be • receiving an updated schedule. n County Council Minutes Page 3 September 20, 1977 REPORTS: ENGINEERING: Floyd Oliver announced that 83rd Avenue had been beautifully paved, but was receiving little use. MISCELLANEOUS: Nancy Clark brought up recent problems relating to the Council's tape recording system. She stated that the tape recorder was originally purchased primarily for the secretary's use. However, recently persons have request- ed to hear taperecordings of Council meetings and the recordings have not been satisfactory. Councilmembers did not see the need for seeking funding for a more elaborate taping system. It was suggested that Nancy present the problem to the County Commissioners at the Council 's Budget hearing. Bob Martin felt that the Council should pursue hiring an investigator to look into the May 20th Auction, the cost of road building, and other matters to be determined by the Council. He suggested funds to pay the investigator could come from the unused audit fee money. There being no further businesss, the meeting was adjourned.
