To whom it may concern:
I am writing regarding case USR13-0045 (Brown property community owned solar
garden). I live at 7132 Lakota Lakes Rd. The proposed project is located up the hill to
the northeast of my house. It would be my new 5 acre solar panel view when I look
directly out my front door.
I moved out here last year with the dream of living in a beautiful rural area with views of
mountains, farmland and wildlife. This is an area zoned residential and agricultural
therefore this project would not be in harmony with the neighborhood. There is a place
for a facility of this magnitude and in the midst of a residential agricultural community is
not it
A community solar garden should be a project adopted by the community. In this case
when more than 70% of the residents adjoining the proposed project are opposed to it,
this makes it an "anti -community solar garden".
This project will have a negative impact on everyone's property values in the area. I am
concerned that no planning was provided for the visual impact on homes in the area.
The proposed location is on a hill and the glare that this could cause from a huge
surface area of reflective solar panels could be problematic.
In addition, I have concerns of environmental implications and possible land erosion
issues. After doing some research I have also found that solar panels can be a health
hazard to people who have electromagnetic hypersensitivity (EHS), may have long-term
negative health effects on healthy people as well, and may cause hyperactivity (ADHD)
in school children. I have children in my home and many other children live in homes
directly surrounding this facility.
With a county as large as Weld County and as many rural open space areas that would
not be impacted as a neighborhood such as ours would, there is no reason to force this
facility on a group of people who are strongly opposed to living next to it. Nobody is
saying "no" to solar power, this is just not an appropriate location for this facility.

To the Weld County Planning Dept and the Solar Energy Co.
I am writing to express concerns regarding the proposed solar energy field to be
installed on the adjacent property to ours. Our home sits to the west (below) the
planned 5 acre location. Since the solar panels will be set to attract the most sun, we
will have a glare during the daylight hours directed towards our and our neighbors'
homes.
As I do not want to prevent the Browns from any land improvement or project they
would want to do, I do not support this commitment to a huge and permanent obstacle
on the hillside above us.
I do not believe the benefits outweigh the environmental and monetary price that
neighboring families will incur. I believe property values for private homes would go
down. We are being taxed as residential.
This is a commercial utility that will bring some negative environmental side effects with
it. A few being:
1. The humming of the power generator systems.
2. An accumulated glare of the sun off 5 acres of panels — in our front yards.
3. Emissions that would have negative effects on people; comparative to large
electric cables running through neighborhoods.
****This would especially effect Bob & Phyllis and their immediate neighbors.
While I am interested in the development and advancement of solar energy I do not
want the solar field next door. It would be great if each home had a few panels to
benefit directly. We were told that homeowners could purchase panels within the solar
field but they would not realize a profitable benefit for many years. This would only be
possible if they buy the panels before large and local corporations/businesses buy them
up. This tells me that it is not in the best interest of the individual homeowners.
Please honor the request of the families that have invested their lives and settled their
families here: "Relocate this Proposed Solar Field."

We are owners of property in Heritage Crossing Ranch, PUD which neighbors the property on
which the proposed "Community Solar Garden" is to be located.
We strongly object to the placement of this project.
The project is not in keeping with the agricultural zone district. It is also not in keeping with the
estate lot neighborhoods in the area. We believe construction of the project will negatively
impact property values in the area.
We strongly urge the Planning Department to reject this application.

In regard to the "Solar Garden" project being established in our neighborhood, we were not informed,
much less included in the decision making process in this situation. In turn, this project will decrease our
quality of living as well as the value of our real estate. We were misled to believe that this was a small
garden and contacted by no one from the planning committee short of a post card. We have lived in our
home located at 25888 County Road 15 %2, Johnstown, CO 80534 for 9 years and we live in an
agricultural area for a reason. We would like to keep our land, scenic views and quiet living just the way
they are. We DO NOT want this project to proceed and will fight this project in any legal way possible.
