HOUSING AUTHORITY
WELD COUNTY, COLORADO
JULY 22, 2013
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing
Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting
in the Weld County Administration Building, Greeley, Colorado, July 22, 2013, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Sean P. Conway, Chair
Commissioner William F. Garcia, Pro-Tem
Commissioner Barbara Kirkmeyer
Commissioner David E. Long
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Susan Brown
Director of Finance and Administration, Monica Mika
• MINUTES: Commissioner Rademacher moved to approve the minutes of the Housing Authority
Board meeting of June 24, 2013, as printed. Commissioner Conway seconded the motion, and it
carried unanimously.
NEW BUSINESS:
• 1) CONSIDER MEMORANDUM OF UNDERSTANDING FOR LOAN OF FUNDS TO WELD
COUNTY HOUSING AUTHORITY FOR NEIGHBORHOOD STABILIZATION PROJECT
REHABILITATION CONTRACT AND AUTHORIZE CHAIR TO SIGN: Tom Teixiera, Director of Weld
County Housing Authority, explained this is a loan from the County to enable commencement of the
rehabilitation of houses under the neighborhood stabilization project with needed cash flow due to a
shortfall, and these funds will be paid back to the County upon sale of the houses. Bob Choate,
Assistant County Attorney, mentioned this item was presented in the regular Board meeting last
Monday, July 15th, and recommended approval. Commissioner Kirkmeyer said she would be voting
no, because she feels this is an audit exception and should be a contractual arrangement (rather than a
memorandum of understanding). Commissioner Conway moved to approve said memorandum of
understanding and authorize Chair to sign. The motion was seconded by Commissioner Rademacher.
Upon a call for a roll call vote, the item was approved 4/1, with Commissioner Kirkmeyer opposed.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
