The Weld County Council met in special session in full conformity with the Weld County Home Rule Charter ; t 915 10th Street, Greeley, Colorado, on Friday, October 29, 1976 at the hour of 10:00 o'clock in the morning. ROLL CALL: The meeting began with an invocation by Mr. John T. Martin, President. On roll call the following were present: President, John T. Martin Vice President, Nancy Clark Councilman Floyd Oliver Councilman Bob E. White Councilman Robert Martin BUDGET SESSION: A special County Council session was called to order on October 29 for the purpose of acting on the 1977 county budget. The budget exceeded the five per cent increase allowed in two areas, those of the Social Services Department and the General Fund. Councilmembers decided that three alternatives were available - either turn the budget down, accept it or reject it with recommenda- tions. SOCIAL SERVICES: The Social Services fund shoved a 17.4 per cent increase. Councilmembers discussed this increase with Barton Buss. Mr. Buss explained that the reason for the large increase this year was largely due to deficits incurred last year. Councilmembers, after much discussion, reluctantly voted to approve the increase by motion of Nancy Clark and second by Bob White. They felt the Council had no real control over the Social Services because of its structure of funding. (The county pays 20 per cent and the state and federal fund the balance.) An addition was made to the motion that the following statement be presented to the Commissioners - "Due to the state and federal control of the structure of funding for Social Services it seems apparent that the only avenue available to the County Council is to move that we accept the Social Services budget as tentatively accepted by the County Commissioners for the year 1977. " Bob White suggested considering a study of the Social Services Department in the future. GENERAL FUND: The General Fund showed a 15.3 per cent increase. Bob White made a motion seconded by Nancy Clark not to approve the increase. Motion carried. Another motion was made by Bob White to review the General Fund budget summary line by line and voice concerns to the Commissioners. Bob Martin seconded the motion and motion carried. 760691 County Council Minute." Page 2 October 29, 1976. Councilmembers discussed the excess of secretarial staff in the Commissioners' offices. Barton Buss explained that two secretaries hired under Manpower will be transferred to other departments and there will remain orly two secretaries in the Commissioners' offices. Nancy Clark suggested she would like to see this continued throughout the whole year and suggested the commissioners provide an example for the other offices in keeping their secretarial staff at a minimum. The Council discussed the County Attorney budget, especially in regard to hiring a fifth attorney for 1977. They suggested keeping the special litigation at an absolute minimum. A curtailment of staff was suggested for the accounting department. Councilmembers were concerned with the great increase in Computer Services. Barton Buss explained the reason for an increase and the purpose of the need for a new computer. Councilmembers expressed concern in the Davis Farm budget. Mr. Oliver suggested paying off the debt with the contingency fund. The doubling of the Buildings and Grounds budget was a concern. They discussed the possibility of securing the buildings with staff from the Sheriff's Department. Bob White stressed that things still need to be done in certain areas like job classifications, job schedules, and the implementation of the Home Rule Charter. Che item by item deliberation was stopped due to the time element. Only items #01801 through #01816 were discussed. ,ob White made a motion that the following statement be sent to the Commissioners. Bob Martin seconded the motion and motion carried. 'As members of the County Council it is our belief that the General Fund budget is too large and that the citizens of Weld County cannot afford the proposed 15.3 per cent increase at this time. We sincerely hope the administration will find ways to reduce the budget. The Council will be happy to reconsider the budget if the Commissioners are able to make reductions. Please accept this decision in the spirit it was intended. " Barton Buss told the Council he will make recommendations to the Commissioners as to where cuts could be made. The meeting was adjourned.
