HEARING CERTIFICATION DOCKET NO. 2013-92 RE: 2014 FINAL BUDGET A public hearing was conducted on December 11, 2013, at 9:00 a.m., with the following present: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: Acting Clerk to the Board, Esther E. Gesick Assistant County Attorney, Brad Yatabe Director of Budget and Management Analysis, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated November 13, 2013, and duly published November 16, 2013, in the Greeley Tribune, a public hearing was conducted to consider the 2014 Final Budget for Weld County. Donald Warden, Director of Budget and Management Analysis, made this a matter of record and reviewed the summary of 2014 Budget Changes made since the Proposed Budget for the record. (Clerk's Note: The summary of changes is included as backup to the Resolution Summarizing Expenditures and Revenues and Adopting the 2014 Budget) Mr. Warden further stated the Mill Levy will remain at 16.804. - In response to Commissioner Kirkmeyer, Mr. Warden provided a summary of the fund balance. He further stated a healthy fund balance was instrumental in addressing emergencies such as the September, 2013, flood. He also noted the contingency fund is intended to compensate for the fluctuation in the oil and gas industry. Commissioner Kirkmeyer commented it is important to note the $96 million unrestricted fund balance despite the costs of the recent flood event. She reiterated the significance of Weld County being the only county in the State with no short or long term debt, no sales tax, and a Tabor refund each year of approximately 5.234 mills, equaling $36,714,000. Mr. Warden explained the circumstances supporting a temporary reduction of the mill levy and the Board members expressed their support of this opportunity. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve the Resolution to Summarize Expenditures and Revenues for Each Fund and to Adopt the 2014 Budget as submitted. The motion was seconded by Commissioner Rademacher, and it carried unanimously. Mr. Warden confirmed Emergency Ordinance #249, In the Matter of the Annual Appropriation for Weld County, Colorado, for Fiscal Year 2014, was previously read into the record by tape, and he reviewed the amounts reflected in Exhibit A. No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve Ordinance #249 on an emergency basis. The motion was seconded by Commissioner Conway, and it carried unanimously. de: eAly 6eh e ) a©it 2013-3415 FI0058 HEARING CERTIFICATION - 2014 FINAL BUDGET PAGE 2 ta Mr. Warden recommended approval of the Resolution setting the mill levy at 16.804 mills, which is estimated to raise $117,873,505.00. Commissioner Conway moved to approve the Resolution to Set Mill Levy. The motion was seconded by Commissioner Freeman, and it carried unanimously. '= The Commissioners commended Mr. Warden for his professionalism in managing the annual budget project and thanked him for his assistance during the recent flood crisis. There being no further discussion, the hearing was completed at 11:35 a.m. This Certification was approved on the 16th day of December, 2013.
