October 31, 2013 Mr. David Bauer Director IIll H Street PO Box 758 Greeley, CO 80632 51361 Weld County Road 17, Wellington, Colorado 80549 Tel: (970) 897-2444, Fax: (970) 897-2446, emailjnelson@enganalytics.com Subject: Very unsafe condition on Weld County Rd 17 Dear Mr. Bauer: As a Registered Professional Engineer it is my duty to inform you of a very unsafe condition that exists on Weld County Rd 17 between County Roads 100 and 102. RECEIVED WELD COUNTY COMMISSIONERS A few years ago, the County attempted to stabilize CR 17 in the location noted above, I assume this was done to reduce dust from trucks while they were drilling an oil well at CR 104 and CR 19. As a result of this action, the road is almost impassable during wet weather. I complained about this verbally when it was first done, but to no avail. Now it has reached a point where I believe it to be a very real hazard. Furthermore, it is no longer needed, since the oil well has been completed. Yesterday, after less than 2 inches of snow had fallen, the road was so slick that I had to put my SUV in 4WD and I could only drive about 15mph. Even at that, it was difficult to drive. The top surface of the road gets so wet that the soil is above the liquid limit (a geotechnical engineering term). This means that the surface of the road is covered with a viscous liquid. This is tantamount to creating a condition conducive to hydro -planing. As I was proceeding southbound down CR 17 in the fog, a 2 ton truck approached me going northward. He attempted to move over, but began to hydro -plane and was coming directly towards me, so as to create a potential head-on collision. At an uncomfortably close distance, he regained control and steered away from me. This is not the first time that I have witnessed vehicles with poor control on that road and it happens every time it rains or snows. It is common, during those conditions, to see tracks of vehicles leading into the ditch Weld County created this hazardous situation, and has a responsibility to its citizens to eliminate it before someone gets injured or killed. I encourage you to go out and drive on this road the next time that it rains or snows. In the meantime some immediate action is called for.
