No. 3.814afti_..� / State of Colorado, Weld County Clerk & Recorder RESOLUTION RE : ADOPTION OF THE FEE SCHEDULES FROM THE UNIFORM BUILDING CODE, 1979 EDITION AND THE UNIFORM MECHANICAL CODE, 1979 EDITION AS PART OF THE WELD COUNTY BUILDING CODE. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the o affairs of Weld County, Colorado, and WHEREAS , on December 26, 1979, the Board of County Commis- sioners of Weld County, Colorado held a public hearing in its L) Chambers on the first floor of the Weld County Centennial Center for the purpose of considering the adoption of the fee schedules from the Uniform Building Code, 1979 edition and the Uniform Mechanical Code, 1979 edition, as part of the Weld County Build- ing Code to replace the current fee schedules , and WHEREAS , the Board heard the testimony of the Weld County Department of Planning Services , the Director of Finance and Administration, and the recommendations of the Weld County Planning Commission and the Weld County Building Trades Advisory Council in this matter, and WHEREAS , the Board of County Commissioners of Weld County, Colorado , is specifically authorized to set fee schedules for the issuance of building permits , pursuant to Section 30-28-205 , CRS 1973 , and WHEREAS , the International Conference of Building Officials has set forth in the 1979 editions of the Uniform Building Code and Uniform Mechanical Code fee schedules which are higher in value than those currently contained in the 1976 editions of those codes ; said fee schedules presently being incorporated by reference into the Weld County Building Code, and WHEREAS , the Board finds that the current fee schedule for building inspections does not provide sufficient revenue to meet the overhead costs for the operation of the Building Inspection Division of the Weld County Department of Planning Services, and / ', 790016 Pt Oao syc o 892 18143663 7-2 WHEREAS, the Board further finds that the current fee schedule does not provide any revenues toward meeting the costs of services provided by the Weld County Department of Planning Services which are reasonably related to the regulation of the Building Code, but outside the direct authority of the Building Inspection Division of the Department, and WHEREAS, the Board further finds that it is in the best interest of Weld County to adopt the 1979 editions of the Uniform Building Code and the Uniform Mechanical Code fee schedules in order that a greater portion of the costs of administering the Weld County Department of Planning Services, including the Building Inspection Division, be borne by those persons receiving services from said department, and WHEREAS , the Board further finds that the value of the fees assessed pursuant to the 1979 editions of the Uniform Building Code and Uniform Mechanical Code are reasonably related to the costs of regulation pursuant to the Weld County Building Code. NOW, THEREFORE , BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado, that Section III .H. of the Weld County Building Code, relating to fee schedules for building permits , shall be amended as set forth in attachment "A" of this Resolution. MORRISON PLANNING DEPARTMENT REPRESENTATIVE, GARY FORTNER BUILDING INSPECTION DEPARTMENT REPRESENTATIVE; BOB HUFFMAN DIRECTOR OF FINANCE & ADMINISTRATIVE SERVICES, DONALD WARDEN The following business was transacted: • I hereby certify that pursuant to a notice dated November 26, 1979 and duly published November 26, December 6, 13 and 20, 1979 in the Platteville Herald a public hearing was held for the purpose of adopting the Uniform Building Code, 1979 edition, Uniform Mechanical Code, 1979 , edition, and Uniform Code for the Abatement of Dangerous Buildings, 1979 edition, and considering amendments to the following Sections of the Weld County Building Code: Section 11.A. relating to the incorporation of Standard Codes Section 111.A. relating to required building permits Section 111.B. relating to exemptions Section 111.C. relating to moved buildings Section 111.H. relating to a fee schedule for building and mechanica', permits Section 111. 1. relating to the conduct of inspections Mr. Fortner requested that the items be considered in the following order; Sec. 11.A. , Sec 111. 1. , Sec 111.C. , Sec 111.A. & Sec 111.B. This should expediate matters as some changes are of a technical nature only, regarding references and others are less controversial. Mr. Fortne: • proceeded to review each proposed amendment to the above listed sections These amendments have been recommended favorabley to the Board by the Planning Commission. There was no one present in opposition to the amendments. Commissioner Steinmark make a motion to approve the recommended amendments to Sec 11.A. , Sec 111. 1. , Sec 111.C. , Sec 111.A. and Sec 111.B. of the Weld County Building Code. Commissioner Dunbar seconded the motion and it carried unanimously. Section 111.H.. relating to a fee schedule for building permits . Mr. Fortner stated that portions of this section had been recommended favorably by. the .Planning Commission. However, the portions relating to the fee increases were not recommended for adoption by the Planning Commission. Each' subsectin of 111.H. was reviewed by Mr. Fortner. The Chairman invited comments from the audiance. Several persons expressed their views against increasing the fees. CHANGE TAPE 79-157 Don Warden explained the cost recovery program as it presently is and how the increased revenues would help. Following discussion Commissioner Kirby made a motion to adopt the amendments to Sec 111.H. (favorably recommended by the Planning Commission) ; to adopt the fee schedules printed in the 1979 edition of the Uniform Building Code (unfavorably recommended by the Planning Commission) ; to become effective January 1, 1980 . The motion was seconded by Commissioner Dunbar and carried unanimously. Commissioner Steinmark made a motion that all the amendments approved today are to become effective on January 1, 1980 . Expiration of plan review - Applications for which no permit is issued within 180 days follow- ing the date of application shall expire by limitation and plans and other data submitted for review may thereafter be returned to the applicant or destroyed by the Director of Building Inspec- tion. The Director of Building Inspection may extend the time for action by the applicant for a period not exceeding 180 days upon request by the applicant showing that circumstances beyond the control of the a-Dplicant have prevented action from being tacen. No application shall be extended more than once. In order to renew action on an application after expiration, the applicant shall re-submit plans and pay a new plan review fee. e. Unless otherwise provided in this Building Code, no section of any standard code incorporated by reference into this Building Code which deals with the administration or enforcement of said standard code shall be considered to be incorporated into this Building Code. 1 . Uniform Building Code. The publications of the International Conference of Building Officials known as the Uniform Building Code, INCLUDING THE UNIFORM BUILDING CODE APPENDIX, (1976) 1979 Edi- tion AND THE UNIFORM BUILDING CODE STANDARDS , 1979 EDITION, ARE incorporated by this reference as a part of this Building Code for the purpose of establishing standards for the construction and inspection of dwellings , buildings and structures and the issuance of building permits in Weld County, Colorado , WITH THE FOLLOWING AMENDMENTS TO THE UNIFORM BUILDING CODE • a. The last sentence of Section (1404) 1204 of said Code concerning exit facilities is amended to read: "Where windows are provided as a means of egress of rescue, they shall have a finished sill height not more than 48 inches above the floor. " b. Section 2517(c) 6 concerning foundation ventila- tion is amended to read as follows : "Underfloor areas shall be ventilated by an approved mechanical means or by openings in exterior foundation walls . If the ground is covered with a membrane, the ventilation area can be one-fifteen hundredths of the area. If the around is not covered with a membrane, such opening shall have a net area of not less than one and a half square feet for each twenty-five linear feet of exterior wall . Opening shall be located as close to corners as practicable and shall be covered with corrosion resis- tant wire mesh not less than one-quarter inch nor more than one-half inch in any dimension. Either open or closeable type vents may be used. If a closeable type vent is used and there is a furnace in the crawl space, a posi- tive supply must be installed for combustion air requirements . " 2. Uniform Mechanical Code. The publication , INCLUDING APPENDICES A, B, AND C, of the International Associa- tion of Plumbing and Mechanical Officials and the International Conference of Building Officials known as the Uniform Mechanical Code, (1976) 1979 Edition, is incorporated by this reference as a mart of this Building Code for the purpose of providing for the inspection of heating, ventilating , cooling , and refrigeration equipment and the issuance of mechani- cal permits in Weld County, Colorado with the fol- lowing amendments : a. Section (2215) 2207 , concerning liquified petro- leum gas facilities and pining , sub-sections 5 and 6 are amended to read : "5. Liquified petroleum gas facilities shall not be located in any pit-or-basement , under show windows or interior stairways in engine, boiler , heater or electric meter rooms . When not prohibited by any other regulations , approved liquified petroleum gas metering devices may be located in the open under exterior stair- ways . " "6. Liquified petroleum gas piping shall not serve any gas water heater located in a pit or-basement where heavier than air gas might collect to form a flammable mixture. " b. Section (2215) 2207 is further amended by the addition of a sub-section 10 to read: -2- "Liquified petroleum Ras facilities may be used in crawl spaces upon approval by the Director of Building Inspection if appropriate sensors are installed or if the topography surrounding the structure allows for a natural drainage of the gas away from the structure. " c . The first paragraph of Section 1005 of the Uni- form Mechanical Code, (1976) 1979 EDITION, is amended to read as follows : "Every supply and return air duct and plenum of a heating or cooling system shall be insulated with not less than the amount of insulation set forth in Table No . 10-D except for ducts and plenums used exclusively for evaporative cooling systems and except for heating system ducts and crawl spaces with a furnace installed in the same crawl space. Heating system ducts in a crawl space without a furnace shall be insu- lated with the equivalent of R-4 insulation. 3 . National Electrical Code. The publication of the National Fire Protection Association known as the National Electrical Code, 1978 Edition , NFPA NO. 70-1978 , is incorporated by this reference as a part of this Building Code for the purpose of establishing standards for the inspection of elec- trical installations and issuance of electrical permits in Weld County, Colorado . 4. Plumbing Code. The publication of the International Association of Plumbing and Mechanical Officials , known as the Uniform Plumbing Code, 1976 Edition, AND THE PUBLICATION OF THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS KNOWN AS THE IAPMO TNSTALLATION STANDARDS , ADOPTED 1977 (is) ARE incorporated by this reference as a part of this Building Code for the purpose of providing standards for the inspection of plumbing systems and the issuance of plumbing permits in Weld County, Colorado with the following amendments : a. Section 409(a) of said code concerning drain- age below curb and main sewer level is amended to read: "Drainage piping serving fixtures , the flood level rims of which are located below the elevation of the curb or property line, at the -3- point where the building sewer crosses under the curb or property line, and above the crown level of the main sewer , shall drain by gravity into the main sewer, and may be protected from back flow of sewage by installing an approved type back water valve, and each back water valve shall be installed only in that branch or sec- tion of the drainage system which receives the discharge from fixtures located below the ele- vation of the curb or property line. " b. Section 904(b) of said Code relating to connec- tions is deleted. c. Section 1215 of said Code concerning Liquified Petroleum Gas Facilities in Piping sub-sections (e) and (f) are amended to read as follows : " (e) Liquified Petroleum Gas Facilities shall not be located in any pit er-basement , under show windows or interior stairways in engine, boiler , heater, or electric meter rooms . When not prohibited by another regulation, approved liquified petroleum gas metering devices may be located in the open, under exterior stairways . III . H. of the Weld County Building Code relating to a fee schedule for building permits shall be amended to read as follows : H. Fees 1 . Building Permits a. Fee schedule - a fee for each building permit shall be paid to the Director of Building In- spection as set forth in Table No . 3-A located on Page 32 of the Uniform Building Code 1976 Edition, which table is hereby incorporated into and made a part hereof by this reference. PRIOR APPROVAL OF SAID STANDARDIZED PLANS SHALL NOT BE DEEMED TO GRANT AUTHORIZATION FOR. ANY WORK TO BE DONE IN ANY MANNER IN VIOLATION OF CURRENT OR FUTURE PROVISIONS OF THIS BUILDING CODE . d. EXPIRATION OF PLAN REVIEW - APPLICATIONS FOR WHICH NO PERMIT IS ISSUED WITHIN 180 DAYS FOLLOW- ING THE DATE OF APPLICATION SHALL EXPIRE BY LIMITATION AND PLANS AND OTHER DATA SUBMITTED FOR REVIEW MAY THEREAFTER BE RETURNED TO THE APPLICANT OR DESTROYED BY THE DIRECTOR OF BUILDING INSPEC- TION. THE DIRECTOR OF BUILDING INSPECTION MAY EXTEND THE TIME FOR ACTION BY THE APPLICANT FOR A PERIOD NOT EXCEEDING 180 DAYS UPON REQUEST BY THE APPLICANT SHOWING THAT CIRCUMSTANCES BEYOND THE CONTROL OF THE APPLICANT HAVE PREVENTED ACTION FROM BEING TAKEN. Double Fee - Where work for which a permit is required by this Building Code is started or pro- ceeded with prior to obtaining said permit, the fees specified in sub-section l. a above, shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this Building Code in the execution of the work, nor from any other penalties prescribed herein. f. Re-Inspection Fee - The Director of Building In- spection may assess a re-inspection fee of $10. 00 for each inspection nr re-inspection when such portion of work for which inspection is called is not complete or when corrections called for are not ready. g. FEE REFUNDS - 1 . THE DIRECTOR OF BUILDING IN- SPECTION MAY AUTHORIZE THE REFUNDING OF ANY FEE PAID HEREUNDER WHICH WAS ERRONEOUSLY PAID OR COLLECTED. -6- 2 . Heating system ducts in a crawl space without a furnace shall be insu- lated with the equivalent of R-4 insulation. 3 . National Electrical Code. Certificate of Occupancy - (1) Change in Use - Changes in the character or use of a building shall not be made except as specified in Section 502 of the Uniform Building Code (1976) 1979 edition. Section III . C . l . i. concering moved buildings shall be amended to read as follows : C. Existing Buildings , Installations and Equipment. 1 . Application to Existing Buildings - i. Moved Buildings - BUILDING PERMITS , ISSUED PUR- SUANT TO THIS SECTION III . , ARE REQUIRED PRIOR TO ANY BUILDINGS OR STRUCTURES BEING MOVED INTO OR WITHIN WELD COUNTY. A PRE-MOVE INSPECTION SHALL BE MADE PRIOR TO THE ISSUANCE OF THE BUILD- ING PERMIT TO DETERMINE ANY UNSAFE OR SUBSTANDARD CONDITIONS . FENCES NOT OVER 6 FEET HIGH. e. OIL DERRICKS . f . CASES , COUNTERS AND PARTITIONS NOT OVER 5 FEET HIGH. g. RETAINING WALLS WHICH ARE NOT OVER 4 FEET IN HEIGHT , MEASURED FROM THE BOTTOM OF THE FOOTING TO THE TOP OF THE WALL, UNLESSSUPPORTING A SURCHARGE OR IMPOUNDING FLAMMABLE LIQUIDS . -10- h. PRE-FABRICATED SWIMMING POOLS ACCESSORY TO A GROUP-R, DIVISION 3 OCCUPANCY IN WHICH THE POOL WALLS ARE ENTIRELY ABOVE THE ADJACENT GRADE AND IF THE CAPACITY DOES NOT EXCEED 5 , 000 GALLONS . UNLESS OTHERWISE EXEMPTED BY THIS BUILDING CODE , SEPARATE PLUMBING, ELECTRICAL AND MECHANICAL PERMITS WILL BE RE- QUIRED FOR THE ABOVE-EXEMPTED ITEMS . Standards A. Standard Codes . The standards in this Building Code shall be those listed in the standard code named below, which are hereby incorporated into and made a part of this Building Code, along with the amendments noted. Unless otherwise provided in this Building Code, no section of any standard code incorporated by reference into this Building Code which deals with the administration or enforcement of said standard code shall be considered to be incorporated into this Building Code. 1 . Uniform Building Code. The publications of the International Conference of Building Officials known as the Uniform Building Code, INCLUDING THE UNIFORM BUILDING CODE APPENDIX, (1976) 1979 Edi- tion AND THE UNIFORM BUILDING CODE STANDARDS , 1979 EDITION, ARE incorporated by this reference as a part of this Building Code for the purpose of establishing standards for the construction and inspection of dwellings, buildings and structures and the issuance of building permits in Weld County , Colorado , WITH THE FOLLOWING AMENDMENTS TO THE UNIFORM BUILDING CODE : a. The last sentence of Section (1404) 1204 of said Code concerning exit facilities is amended to read : "Where windows are provided as a means of egress of rescue, they shall have a finished sill height not more than 48 inches above the floor . " b. Section 2517 (c) 6 concerning foundation ventila- tion is amended to read as follows : "Underfloor areas shall be ventilated by an approved mechanical means or by openings in exterior foundation walls . If the ground is covered with a membrane, the ventilation area can be one-fifteen hundredths of the area. If the ground is not covered with a membrane , such opening shall have a net area of not less than one and a half square feet for each twenty-five linear feet of exterior wall . Opening shall be located as close to corners as practicable and shall be covered with corrosion resis- tant wire mesh not less than one-quarter inch nor more than one-half inch in any dimension. Either open or closeable type vents may be used. If a closeable type vent is used and there is a furnace in the crawl space, a posi- tive supply must be installed for combustion air requirements . " 2 . Uniform Mechanical Code. The publication, INCLUDING APPENDICES A, B , AND C , of the International Associa- tion of Plumbing and Mechanical Officials and the International Conference of Building Officials known as the Uniform Mechanical Code, (1976) 1979 Edition, is incorporated by this reference as a part of this Building Code for the purpose of providing for the inspection of heating, ventilating , cooling, and refrigeration equipment and the issuance of mechani- cal permits in Weld County, Colorado with the fol- lowing amendments : a. Section (2215) 2207 , concerning liquified petro- leum gas facilities and piping , sub-sections 5 and 6 are amended to read : "5. Liquified petroleum gas facilities shall not be located in any pit-er-baseieet, under show windows or interior stairways in engine, boiler, heater or electric meter rooms . When not prohibited by any other regulations , approved liquified petroleum gas metering devices may be located in the open under exterior stair- ways . " "6. Liquified petroleum gas piping shall not serve any gas water heater located in a pit er-baseR eEt where heavier than air gas might collect to form a flammable mixture. " b. Section (2215) 2207 is further amended by the addition of a sub-section 10 to read : -2- "Liquified petroleum gas facilities may be used in crawl spaces upon approval by the Director of Building Inspection if appropriate sensors are installed or if the topography surrounding the structure allows for a natural drainage of the gas away from the structure. " c. The first paragraph of Section 1005 of the Uni- form Mechanical Code , (1976) 1979 EDITION, is amended to read as follows : "Every supply and return air duct and plenum of a heating or cooling system shall be insulated with not less than the amount of insulation set forth in Table No . 10-D except for ducts and plenums used exclusively for evaporative cooling systems and except for heating system ducts and crawl spaces with a furnace installed in the same crawl space. Heating system ducts in a crawl space without a furnace shall be insu- lated with the equivalent of R-4 insulation. 3 . National Electrical Code. The publication of the National Fire Protection Association known as the National Electrical Code, 1978 Edition, NFPA NO . 70-1978 , is incorporated by this reference as a part of this Building Code for the purpose of establishing standards for the inspection of elec- trical installations and issuance of electrical permits in Weld County, Colorado. 4. Plumbing Code. The publication of the International Association of Plumbing and Mechanical Officials , known as the Uniform Plumbing Code, 1976 Edition, AND THE PUBLICATION OF THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS KNOWN AS THE IAPMO INSTALLATION STANDARDS , ADOPTED 1977 (is) ARE incorporated by this reference as a part of this Building Code for the purpose of providing standards for the inspection of plumbing systems and the issuance of plumbing permits in Weld County, Colorado with the following amendments : a. Section 409(a) of said code concerning drain- age below curb and main sewer level is amended to read : "Drainage piping serving fixtures , the flood level rims of which are located below the elevation of the curb or property line, at the -3- point where the building sewer crosses under the curb or property line, and above the crown level of the main sewer , shall drain by gravity into the main sewer, and may be protected from back flow of sewage by installing an approved type back water valve, and each back water valve shall be installed only in that branch or sec- tion of the drainage system which receives the discharge from fixtures located below the ele- vation of the curb or property line. " b. Section 904(b) of said Code relating to connec- tions is deleted. c . Section 1215 of said Code concerning Liquified Petroleum Gas Facilities in Piping sub-sections (e) and (f) are amended to read as follows : " (e) Liquified Petroleum Gas Facilities shall not be located in any pit er-basenIent , under show windows or interior stairways in engine, boiler , heater , or electric meter rooms . Uniform Swimming Pool Code. The publication of the International Association of Plumbing and Mechanical Officials known as the Uniform Swimming Pool Code, 1976 edition, is incorporated by this reference as a part of this Building Code for the purpose of pro- viding standards for the inspection of swimming pool plumbing systems and the issuance of plumbing and mechanical permits in Weld County, Colorado . III . H. of the Weld County Building Code relating to a fee schedule for building permits shall be amended to read as follows : H. Fees 1 . Building Permits a. Fee schedule - a fee for each building permit shall be paid to the Director of Building In- spection as set forth in Table No . 3-A located on Pages (32) 36-37 of the Uniform Building Code (1976) 1979 Edition, which table is hereby incorporated into and made a part hereof by this reference. (The Director of Building Inspection shall waive the bidding (sic) permit fee for buildings or structures to be located on the A-Agricultural Zone District which are located on a lot meeting minimum lot size re- quirements , which are to be used for the sole purpose of providing shelter for agricultural implements , farm products , livestock or poultry. ) b. Valuation - The determination of value or valua- tion under any of the provisions of this Building Code shall be made by the Director of Building Inspection. The valuation to be used in com- puting the BUILDING permit AND BUILDING PLAN construction work for which the permit is issued as well as all finish work, painting , roofing, electrical , plumbing, heating, air conditioning, elevators , fire extinguishing systems and any other permanent work or permanent equipment. -5- c . PLAN REVIEW FEES - WHEN A PLAN OR OTHER DATA IS REQUIRED TO BE SUBMITTED BY SECTION III F. 1 .b. OF THIS BUILDING CODE , A PLAN REVIEW FEE SHALL BE PAID AT THE TIME OF SUBMITTING PLANS AND SPECI- FICATIONS FOR REVIEW. SAID PLAN REVIEW FEE SHALL BE 65% OF THE BUILDING PERMIT FEE AS SET FORTH IN TABLE NO. 3-A LOCATED ON PAGES 36-37 OF THE UNI- FORM BUILDING CODE, 1979 EDITION, WHICH TABLE IS HEREBY INCORPORATED INTO AND MADE A PART HERE- OF BY THIS REFERENCE. WHERE PLANS ARE INCOMPLETE OR CHANGED SO AS TO REQUIRE ADDITIONAL PLAN REVIEW, AN ADDITIONAL PLAN REVIEW FEE SHALL BE CHARGED AT THE RATE SHOWN IN SAID TABLE NO. 3-A. WHERE SEVERAL STRUCTURES ARE TO BE BUILT BY A SINGLE CONTRACTOR ON THE BASIS OF A STANDARIZED PLAN, THE PLAN REVIEW SHALL BE ACCOMPLISHED WHEN THE FIRST BUILDING PERMIT IS REQUESTED FOR SUCH A STRUCTURE AND THE FEE CHARGED IN ACCORD- ANCE WITH SAID TABLE NO . 3-A. ON SUBSEQUENT PERMITS , WHEN THE STRUCTURE IS TO BE BUILT IN ACCORDANCE WITH THE PREVIOUSLY REVIEWED STANDARD- IZED PLANS , ADDITIONAL FEES FOR PLAN REVIEW SHALL NOT BE CHARGED. EXPIRATION OF PLAN REVIEW - APPLICATIONS FOR WHICH NO PERMIT IS ISSUED WITHIN 180 DAYS FOLLOW- ING THE DATE OF APPLICATION SHALL EXPIRE BY LIMITATION AND PLANS AND OTHER DATA SUBMITTED FOR REVIEW MAY THEREAFTER BE RETURNED TO THE APPLICANT OR DESTROYED BY THE DIRECTOR OF BUILDING INSPEC- TION. THE DIRECTOR OF BUILDING INSPECTION MAY EXTEND THE TIME FOR ACTION BY THE APPLICANT FOR A PERIOD NOT EXCEEDING 180 DAYS UPON REQUEST BY THE APPLICANT SHOWING THAT CIRCUMSTANCES BEYOND THE CONTROL OF THE APPLICANT HAVE PREVENTED ACTION FROM BEING TAKEN . NO APPLICATION SHALL BE EXTENDED MORE THAN ONCE. IN ORDER TO RENEW ACTION ON AN APPLICATION AFTER EXPIRATION, THE APPLICANT SHALL RE-SUBMIT PLANS AND PAY A NEW PLAN REVIEW FEE. -6- e. Double Fee - Where work for which a permit is required by this Building Code is started or pro- ceeded with prior to obtaining said permit , the fees specified in sub-section l . a above, shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this Building Code in the execution of the work, nor from any other penalties prescribed herein. f. Re-Inspection Fee - The Director of Building In- spection may assess a re-inspection fee of $10. 00 for each inspection or re-inspection when such portion of work for which inspection is called is not complete or when corrections called for are not ready. g . FEE REFUNDS - 1 . THE DIRECTOR OF BUILDING IN- SPECTION MAY AUTHORIZE THE REFUNDING OF ANY FEE PAID HEREUNDER WHICH WAS ERRONEOUSLY PAID OR COLLECTED. 2 . THE DIRECTOR OF BUILDING INSPECTION MAY AUTHORIZE THE REFUNDING OF NOT MORE THAN 80 PERCENT OF THE PERMIT FEE PAID WHEN NO WORK HAS BEEN DONE UNDER A PERMIT ISSUED IN ACCORD- ANCE WITH THIS CODE. 3 . THE DIRECTOR OF BUILDING INSPECTION MAY AUTHORIZE THE REFUNDING OF NOT MORE THAN 80 PERCENT OF THE PLAN REVIEW FEE PAID WHEN AN APPLICATION FOR A PERMIT FOR WHICH A PLAN RE- VIEW FEE HAS BEEN PAID IS WITHDRAWN OR CAN- CELLED BEFORE ANY PLAN REVIEWING IS DONE . THE DIRECTOR OF BUILDING INSPECTION SHALL NOT AUTHORIZE THE REFUNDING OF ANY FEE PAID EXCEPT UPON WRITTEN APPLICATION FILED BY THE ORIGINAL PERMITTEE NOT LATER THAN 180 DAYS AFTER THE DATE OF FEE PAYMENT. III . H. 2. a. of the Weld County Building Code relating to fees for mechanical permits shall be amended to read as follows : H. Fees 2. Mechanical Permits a. Certificate of Occupancy - (1) Change in Use - Changes in the character or use of a building shall not be made except as specified in Section 502 of the Uniform Building Code (1976) 1979 edition. Section III . C . l . i. concering moved buildings shall be amended to read as follows : C. Existing Buildings , Installations and Equipment . 1. Application to Existing Buildings - i. Moved Buildings - BUILDING PERMITS , ISSUED PUR- SUANT TO THIS SECTION III . , ARE REQUIRED PRIOR TO ANY BUILDINGS OR STRUCTURES BEING MOVED INTO OR WITHIN WELD COUNTY. A PRE-MOVE INSPECTION SHALL BE MADE PRIOR TO THE ISSUANCE OF THE BUILD- ING PERMIT TO DETERMINE ANY UNSAFE OR SUBSTANDARD CONDITIONS . Buildings or structures to be moved into or within Weld County shall not be required to conform to all of the requirements of this Building Code for new buildings or structures provided that, upon SAID inspection, the Director of Building Inspection determines that : -9- (1) Any unsafe conditions as described in Sec- tion IV .
