Norman Brown Donald E. Altergott Department studied: 1. Planning 8 Zoning 2. Utilities Committee 3. Inspection (Building, Electrical, Plumbing) 4. County Engineer 5. County Surveyor I. Planning and Zoning Commission and Utilities Commission A. The Board of County Commissioners shall appoint nine (9) persons to the Planning and Zoning Commission, with full voting power. B. Method and rules for appointment of Commission. 1. The Board of County Commissioners shall set six (6) geographic areas and appoint one (1) member from each of the geographic areas. Each appointed member must live within his or her own geographic area. 2. Three (3) members shall be appointed from the County at-large. 3. The geographic boundaries set for the appointment of Commission members may be adjusted in accordance and on the same years the Commissioner Districts are reevaluated. 4. The Board of County Commissioners will appoint one (1) of their members to meet with the Planning and Zoning Commission at its executive meeting prior to the regularly scheduled hearings. 5. The Planning and Zoning Commission will elect from its members the Chairman and Vice-Chairman of the Commission. C. Term of Office 1. All appointments to the Planning and Zoning Commission will be for a four (4) year term to coincide with Section 3-4 setting forth the terms of office for the Board of County Commissioners; with two (2) geographic area members and one (1) unassigned member being appointed 75- 0999 • • -2- every calendar year. Method of rotation to be worked out later. (To correspond with the Board of County Commissioners elections.) 2. Any member of the Planning and Zoning Commission must disqualify him or herself from acting on any application of which he or she may have a monetary or conflicting interest. 3. The Planning and Zoning Commission will hold two regular meetings a month; same schedule to be followed as now in force. D. The Board of County Commissioners shall appoint the Planning and Zoning Administrator and set the salary in accordance with the qualifications and conditions set forth by the personnel department of the County of • Weld. 1. The Planning Administrator shall be responsible for the coordination of the following departments: Planning and Zoning and the Inspection Department (As the statutes now provide for or in the future shall provide for) ; and furnish necessary coordinating information to the Board of Adjustments. 2. Department heads will be appointed by the Planning and Zoning administrator with the advisement of both the Board of County Commissioners and the Planning and Zoning Commission. 3. The Planning and Zoning Commission will be empowered to act on any permits or applications, as a matter of course with full right of review by the Board of County Commissioners. Any major applications for rezoning will be referred to the Board of County Commissioners as being followed in the present regulations. 4. The County Commissioners shall provide the citizens serving on the Planning and Zoning Commission necessary liability and accident insurance while serving in their official capacity. II. The County of Weld Engineer 1. The Board of County Commissioners shall appoint, set the salary in accordance with qualifications set forth by the County of Weld Personnel Department. 2. The County Engineer will be directly responsible to the Board of County Commissioners. 41, -3- III. Surveyor for the County of Weld 1. This office will cease to be an elected office. 2. The Board of County Commissioners shall be allowed to contract for surveying services as needed from private engineering firms. 3. The Board of Commissioners shall retrieve all surveying records now located in private engineering firms offices and return to the Weld County complex for reference and safekeeping. (As soon as possible.) IV. Board of Adjustments Commission 1. The Board of Adjustments shall consist of nine (9) members, appointed on the same geographical areas and unassigned areas as set forth for' the Planning and Zoning commission. 2. The County Commissioners shall provide the same liability and accident insurances as set forth in the Planning and Zoning Commission recommenda- tions. 3. The Planning and Zoning Administrator will assign necessary staff to coordinate information necessary to the Board of Adjustments. V. Utilities Commission 1. The County Commissioners shall appoint one ( 1) member, from each of the utility serves of each of the utility companies servicing Weld County, to advise with the Planning and Zoning Commission in connection with any new subdivisions, etc. 2.
