In reply to the Application Review Notification Card we received in regards to USR 13-0030, we have the
following questions for the applicant and the impact the above project will have on our residences, as
well as property values.
1— How much truck traffic will be impacting our area/homes on a daily basis? Is it going to be 24 hours
a day, 7 days a week?
2 — Is the water hauling facility's well to be drilled deep or is it going to be a shallow well and pull river
water? And since we are all on wells for drinking water, how will this affect us?
3 — On the water hauling facility, how many gallons a day and how many estimated gallons will be pulled
a day? Again, this is for the reason our drinking wells are between 30 - 50 feet deep.
4 — At the water hauling facility. will there be lighting that will affect our residence or light up the night
sky?
5 — Will there be any noise associated from the water pumps or the water facility itself, above 99 dB as
stated by the wildlife noise level.
6 — We would like to see what the exact entrance and exit would be for all trucks to follow on their route
to and from the water hauling facility. Who is responsible for the rules regarding the route?
7 — At any time after USR13-0030 has been approved, can the applicant then build anywhere else on the
land/lot that is being set aside for this project or be able to change the truck route?
8 — Who is responsible for the enforcement of the rules and regulations and who is responsible for how
violations will be handled inside, as well as outside the USR area?
9 — Is applicant responsible for the falling water table on our drinking wells that have been established
and in good working order for over 80 years? Is there a time limit on responsibility towards our wells?
10 — If the USR13-0030 is approved and a designated truck route is established, then who will enforce
violators and what is the penalty for each offense, who is responsible for the violations? Will there be
designated rules that apply to applicant and independent water hauler and who will enforce these
rules?
11— Since County Road 380 is a dirt road, who will control the speed and dust mitigation and who is
responsible, as well as who will enforce the rules?

RE: Responses to Surrounding Property Owners Questions
This memo responds to questions concerning the proposed water depot (USR 13-0030) located on the south side of Weld
County Road (WCR) 380 in Weld County Colorado. The questions were presented in a letter dated July 10, 2013 prepared by
the following property owners:
• Brian and Kimberly Giggy;
• Ronald and Earlene Huenink;
• Kelly Huenink;
• William Huenink;
• Richard and Michelle Lutz.
Please see the responses below:
1. It is estimated that a maximum of twelve (12) trucks per hour can use the water depot based on what the water depot
infrastructure can support. The water depot will be open 24 hours a day but it is anticipated that the majority of the
trucks will use the water depot during daylight hours.
2. The well will be drilled approximately 130 -feet deep and is designed to minimize draw down and the cone of
influence. A pump test will be performed to verify all design assumptions.
3. The number of gallons pumped per day will vary with the number of trucks utilizing the facility. If there are 12 trucks
filling up per hour and each truck is 6,000 gallons then 72,000 gallons will be pumped per hour. The current design
indicates there will be minimal if any draw down in the aquifer at existing surrounding wells.
4. There are three proposed lights that will be directed down to the ground. The lighting has been designed to minimize
affect on surrounding properties.
5. The only noise that will be generated from the water depot is the well pump. This pump will be located in an
insulated well shed to reduce the amount of noise. The pump will only be running when a truck is filling.
6. The site has one dedicated entrance and one dedicated exit. The entrance is on the west and the exit is on the east
side of the site. It was configured this way so that in the event a truck is on -site after dark the trucks headlights are
not shining towards the homes in Harden. Attached is a map depicting the entrance and exit for the water depot onto
WCR 380. It is estimated that the majority of the trucks will be coming to the site from SH 34 and will take WCR 69
which turns into WCR 380 to the site. They will exit the site and go east on WCR 380, to WCR 69 and back onto SH
34.
7. It is our understanding from conversations with the county that only one USR is allowed per parcel.
