Impact Report
INTRODUCTION
ST NoCo Acquisitions, LLC has submitted a petition (dated January 17, 2013) to annex property
consisting of approximately 157.444 acres (more or less) into the Town of Nunn. The property is
generally vacant. US Highway 85 and the Union Pacific Railroad cross the site. At the present time, the
property is vacant of construction and currently zoned A (agricultural) by Weld County.
The property consists of the northwest quarter of Section 28, Township 9 North, Range 66 West of the
6th Prime Meridian (excluding about 2.5 acres of cemetery property in the northeast quarter of the
northwest quarter). The property is bounded to the east by Weld County Road 29.5, to the north by
Weld County Road 102 extended, the current Nunn Municipal limits to the south, and Weld County
Road 29 (unimproved) to the west. The right-of-way for CR 29.5 was previously annexed into Nunn as
part of the Bellmore Annexation #1. See Exhibits A and B in the Appendix for existing and proposed town
boundaries.

GAS
The annexation lies within the service area of Atmos Energy. They can serve the site by extending
service north from an existing line near WCR 100 and Nunn Meadows Drive. At the time of
development, costs to extend gas services will be financed by the petitioner or their assigns.
ELECTRICITY
The annexation lies within the service area of Xcel Energy. They can serve the site by extending service
north from the Bellmore Farms Industrial Park. At the time of development, costs to extend electrical
services will be financed by the petitioner or their assigns.
WATER
The Town of Nunn has a water distribution system to serve the community. The water system gets its
water from the North Weld County Water District via a master meter in the vicinity of WCR 98 and WCR
29. Future improvements planned to the system will provide for a 180,000 gallon water tower and
delivery pressures are expected to be in the 50 to 500 psi range, depending on the elevation of parcels
to be served. A recent plan of the water system prepared by )VA Engineering is included as a reference
in the appendix as Exhibit C.
This system is anticipated to be able to support being extended to this site to provide potable water for
future uses. The Bellmore Farms Industrial Park is being developed directly south of the proposed
annexation. It is likely that water could be extended north from that project, although their current plan
does not call for extending a water main to this property. Water modeling should be conducted to
ensure required fire suppression can be provided to the satisfaction of the local fire authority. At the
time of development costs to design and extend water services will be financed by the petitioner or
their assigns.
SEWER
All properties within the Town of Nunn utilize private septic systems. There is no municipal sewer
system that would be affected by the proposed annexation. Future development on the site will be
required to provide adequate sewer disposal systems designed to meet county and/or State
requirements.
STREETS
The sixty -foot right-of-way for Weld County Road 29.5 is already annexed to the Town of Nunn. The
State of Colorado will continue to maintain US Highway 85.
The ST NoCo Annexation proposes to annex the thirty-foot right-of-way of County Road 29 that is within
Section 28. At the present time there is no road built in this right-of-way. Also, it is proposed that the

thirty-foot right-of-way for County Road 102 that is within Section 28 be annexed. Due to the Rail Road
Act, right-of-way only exists for WCR 102 within Section 28. There is also currently no road in this
location.
The annexation does not propose bringing any new road into the Town of Nunn besides US Highway 85,
which will continue to be maintained by CDOT. However, there is the potential that future roads will be
built along the alignments for CR 29 and CR 102 or in the interior portion on the parcel. In this case, only
half of the right-of-way for CR 29 would be within the jurisdiction of the Town of Nunn. There is no
additional right-of-way for CR 102 to the north.
Access for future development can be obtained from Highway 85, Weld County Road 29.5, or future
roads contemplated at the time of site development. Two existing access points (one to the parcel of
land on the west side of Highway 85 and one to the parcel of land on the east side of Highway 85 and
west of the rail road tracks) may be required to be modified by the Colorado Department of
Transportation if a change of use is proposed in the future.
DISTRICTS
Taxing districts that currently cover the ST NoCo Annexation property include the following:
Weld County
Weld County School District RE9
Nunn Fire Protection District
Aims Junior College
High Plains Library
West Greeley Conservation District
School District
The property is and will remain in the Weld County School District RE9. The property is not intended to
be zoned residential, thus there is no impact on the RE9 School District student needs. Development of
the land will generate additional property tax revenue for the school district.
Northern Colorado Water Conservancy District
The Town of Nunn is currently a part of Northern Colorado Water Conservancy District. Should the Town
annex the ST NoCo property, the Town, the District, and the landowner should determine whether the
site will be annexed into the water district.
REQUIREMENTS
This annexation impact report for the proposed ST NoCo Annexation to the Town of Nunn, Colorado has
been prepared as required by the Colorado Municipal Annexation Act of 1965, as amended, and the
Town of Nunn Municipal Code. This report shall be delivered to the Weld County Board of County
Commissioners 25 days prior to the hearing established for this annexation.
