The Weld County Public Works Department has reviewed this proposal. This project falls under the Use by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff comments made during this phase of the Use by Special Review process may not be all-inclusive, as other issues may arise during the remaining application process. COMMENTS: CR 6 is a collector road and requires an 80 -foot right-of-way at full build out. There is presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Proposed traffic consists of up to a maximum of 10-50 trips/day when the site is fully leased out. An access permit has been submitted and will be reviewed by the Traffic Engineer. Show the approved access on the plat and label with the approved access permit number (will be provided). Please label the turning radiuses into the site. A minimum of 45 foot radiuses are required to allow trucks or RVs with trailers to turn. The access is proposed to be recycled asphalt which should adequately prevent tracking onto CR 6. The Preliminary Drainage Report submitted by TJB Consulting Group, dated March 4, 2013 is acceptable. Please submit a Final Drainage Report following the USR checklist. This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA). REQUIREMENTS: 1. Before Recording the Plat: a. Submit a Final Drainage Report signed and stamped by a Colorado registered Professional Engineer. b. The applicant shall enter into an Improvements Agreement and post adequate collateral for all transportation (access drive, parking areas, et cetera) and non -transportation (fencing, screening, drainage, et cetera). The agreement and form of collateral shall be reviewed by County Staff and accepted by the Board of County Commissioners prior to recording the USR plat. The applicant may submit evidence that all the work has been completed and reviewed by the Departments of Planning Services and Public Works. 2. Show on the Plat: a. In the event that 1 or more acres are disturbed during the construction and development of this site, the applicant shall obtain a stormwater discharge permit from the Water Quality Control Division of the Colorado Department of Public Health and Environment. b. If more than 1 acre is to be disturbed, a grading permit will be required prior to the start of construction. The grading permit application must contain: an erosion and sediment control plan, a grading plan, installation details of all BMPs to be utilized, typical installation and maintenance notes for all BMPs to be utilized, and a copy of the approved CDPHE stormwater permit. 4. Add the following notes to the plat: a. Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum height of 12 inches until the area is completely developed. b. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. c. Weld County is not responsible for the maintenance of drainage related features. It is required that a code analysis be done on the project by a design professional with experience in this area. A building permit application must be completed and two complete sets of engineered plans including engineered foundation plans bearing the wet stamp of a Colorado registered architect or engineer must be submitted for review. A geotechnical engineering report performed by a registered State of Colorado engineer shall be required or a open hole inspection.. Buildings, equipment and structures shall conform to the requirements of the various codes adopted at the time of permit application. The Fire District has adopted the 2006 Edition of the International Fire Code and the activities of this operation will be covered by this Code. Based on my review, I have the following comments with regard to the project: • Water supply for fire protection is required for this use. The hazards of exposure to outdoor storage from ignition sources or other exposing fires make this a necessity. In accordance the Fire Code, an approved water supply capable of supplying the required fire flow for fire protection shall be provided to all premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. A minimum fire flow of 1,000 gallons of water per minute, measured at a residual pressure of 20 pounds per square inch (p.s.i.), is required to be provided from hydrants that are located so that the most remote portion of the storage is within 450 feet of a hydrant, as measured along the fire apparatus access road. A minimum of 1,500 g.p.m. is required for buildings and maybe more depending on the square footage and construction type of the buildings proposed. Utility plans showing the location of existing fire hydrants or proposed fire hydrants and water main sizes must be provided to the Fire District for review and approval before the Fire District may give approval for this type of operation. A letter must also be provided to the Fire District, by the water supplier, that the required fire flow is available to the property. • Fire apparatus access must be provided so that fire apparatus may reach within 150 feet of all portions of the storage/buildings. Access roads must be a minimum of 20 feet in width and provided with provisions for the turning around of fife apparatus if any road is in excess of 150 feet in length. Fire apparatus access roads must be designed and maintained to support the imposed loads of fire apparatus (75,000 pounds), must have a surface that provides all-weather driving capabilities and be free from obstructions which includes locked gates unless otherwise approved. • Protection from fire migration from exposure to exposure must be considered in this type of situation. For this reason, adequate measures must be taken to properly separate storage and reduce an exposure problem. A minimum separation of five feet will need to be provided between each of www.mvfpd.org Page 2 the recreational vehicles (RV's, campers, boats, trailers, etc.). Plans submitted did not show the individual storage spaces, separation distances or proposed building locations. • There shall be no fueling operations conducted at the site unless previously approved by the Fire District. If fuel operations are contemplated, plans for the installation of fuel tanks must be submitted to the Fire District for review and approval prior to installation. • A final site plan, drawn to scale, will need to be submitted to the Fire District that addresses the above comments. X The concerns of Farmers Reservoir and Irrigation Company are in the area of encroachment to the Right of Way of the canal. FRICO requires a minimum of 22- on each side of the canal fix a maintenance road plus the distance to the toe of the ditch embankment. The boundaries of the Right of Way must he agreed upon. Drainage is another concern that must he addressed as FRICO does not allow any developed storm flow into our canals. 'This will apply if any development happens. Property concerns need to he resolved. X No construction of any structure can he put on our ROW. No use of any sort including pedestrian or vehicle on our ROW is approved. At any time, if development occurs we will need to review the drainage plans as we do not allow any drainage into our canal.
