RE: RELEASE OF SPECIAL ASSESSMENT FOR WEED ENFORCEMENT COSTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 15-2-40 of the Weld County Code, by Resolution
#2010-2022, the Board of County Commissioners certified to the Weld County Treasurer an
assessment of $2,304.00 for weed enforcement work completed on property described as
Parcel #080310001006, Section 10, Township 6 North, Range 65 West of the 6th P.M., Weld
County, Colorado, and
WHEREAS, the special assessment has now been paid in full.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, hereby releases the special assessment and deems it to be fully
satisfied by payment to the Weld County Treasurer.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of September, A.D., 2013.

transferred to our department, and after talking with Renee, she sent the attached Statement of Taxes Due and
informed me that your office takes care of the release of liens.

RE: APPROVE CERTIFICATION OF WEED ENFORCEMENT LIEN - GEORGE BOLLINGER
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 15-2-40 of the Weld County Code, the Board of County
Commissioners may certify to the Weld County Treasurer any assessment for weed enforcement
work not paid within 33 days, to constitute a lien against each lot or tract of land until paid, and
WHEREAS, the Vegetation Management Specialist performed weed enforcement work on
property owned by George Bollinger, 219 Canyon Point Circle, Golden, Colorado 80403, on property
described as Parcel #080310001006, Section 10, Township 6 North, Range 65 West of the
6th P.M., Weld County, Colorado, and
WHEREAS, a Billing Invoice was delivered by FedEx Shipment on July 26, 2010, in the
amount of $2,304.00, and
WHEREAS, to date, said Billing Invoice has not been paid, and
WHEREAS, after review, the Board deems it advisable to certify a lien against the property,
described as Parcel #080310001006, in the amount of $2,304.00, with a delay of seven (7) days to
allow an opportunity for payment to be remitted.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that a lien against the property, after seven (7) days have passed without a
payment being remitted, described as Parcel #080310001006, in the amount of $2,304.00, be, and
hereby is, certified, pursuant to Section 15-2-40 of the Weld County Code, due to failure to pay
within 33 days.
BE IT FURTHER RESOLVED by the Board that the Weld County Treasurer be, and hereby
is, authorized to place said lien against each lot or tract of land under the parcel numbers described
above, in accordance with Section 35-5.5-109(5)(a), C.R.S., until such lien is paid in full.

In compliance with County Code, Section 15-2-70, Failure to Pay Assessment, I request that the
weed enforcement bills listed below be certified by resolution by the Board of County
Commissioners to the County Treasurer to be collected as taxes in accordance with Section 35-5.5-
109(5)(a) C.R.S.
The amount due is $288.00 for the property owner Elizabeth Knowles; Parcel #1061063000091,
Section 6, Township 4 North, Range 68 West in the 6th P.M., Weld County, Colorado.
Another amount due is $2,304.00 for the property owner George Bollinger; Parcel #080310001006,
Section 10, Township 6 North, Range 65 West of the 6th P.M., Weld County, Colorado.
Another amount due is $98.54 for the property owner Leroy Layer; Parcel #13132520200, Section
25, Township 2 North, Range 68 West of the 6th P.M., Weld County, Colorado.
The bills were delivered to each landowner by Certified Return Receipt mail on July 14, 2010, July
23, 2010 and July 26, 2010.

Dealt with through out 2009 with limited compliance. Neighbors stepped in and helped on parts
of the property. Refused to sign for the legal notice in 2009.

Complaint property again.
April 15, 2010: Checked on property same condition as last fall.
June 2, 2010 called George and asked to mow the property. He said he had nothing to do with it
and hung up.
June 22, 2010: mailed legal notice and posted property. FedEx delivery so receipt was made.
July 7, 2010; called and left message. Need to talk. Enforcement happening.
July 7, 2010: Right -of -Entry requested.
July 8, 2010: Enforcement mowed the property. 15 acres out of 182 acres.
