CR-35 & CR-40 Gilcrest, CO (The SW1/4, Section 25, T4N, R66W of the 6th PM) Project Overview Proposed USE of the Property A & W Water Service, Inc. (A & W) on land owned by and leased from Sandau/Bartels, Parcel #105725000016, proposes to create a "Water Loading Dock" on a portion of the foregoing parcel. The Water Loading function would be served by a commercial well. Up to 10-20,000 gallon portable water tanks and appropriate manifolding, would be placed on the Site. Trucked water will be provided to oil/gas operations in the area. An average of 100 round trip truck tanker loads (85,000# GVW - maximum) per day would occur, Hauling would disburse largely westward on CR-40 to CR-35; thence to CR's 44, 42, 40, 38 and other routes depending on oil/gas needs. Approximately 2.25± acres of the 162+ acre parcel would be impacted. No employees will be stationed on the Site. Employees will be truck drivers and occasionally a supervisor. Hours of operation will be 24 hours/day, 365 days/year. No septic nor potable water will be required for the Loading Dock. No electric service is required and the tanks are on skids, self contained and portable. Authorization for one portable toilet is specifically requested in this USR Application. No buildings are planned. No storage or equipment parking will occur except incident to short duration water loading. No paved surfaces nor buildings are proposed. No landscaping nor screening is proposed as the location is within a tilled field. All adjacent uses are agricultural, rural residences and oil/gas operations. No new grading will occur on the essentially flat Site. A new gravel access road from CR-40 for both ingress and egress and a gravel loading area will be utilized. No tracking pad is proposed as road access from the Site is "gravel to gravel". The 2.25+ acre Site will be separated from the 162+ acre total parcel via a Subdivision Exemption (SE) process. A & W Water Service, Inc. and Sandau/Bartels will enter into a lease for the use of the SE Parcel. Appropriate notification will advise the County of any future changes in lessee(s) over the course of the SE/USR. No. 2 Consistency with the Intent of the Weld County Code, Chapter 22 of the Comprehensive Plan Comprehensive Plan Consistency The Weld County Comprehensive Plan addresses goals and policies for agriculturally zoned properties and oil and gas facilities. The Comprehensive Plan also addresses the presence of oil and gas deposits in the County and encourages the extraction of oil and gas resources that conserve the land and minimize the impact on surrounding land and the existing surrounding land uses. This new facility will assist in the extraction of oil and gas resources as water is a critical component to the drilling operation. The new Water Loading Dock and future tanks should not impact the area surrounding the facility. The proposed Water Loading Dock will decrease the impact on roads and traffic in other areas of Weld County by providing access to water that is closer to drilling operations in the area. Trucks that transport the water will drive less to service operations in the area, thus decreasing impact on roads throughout the County. A & W Water Service, Inc. will pay for all on and off site improvements attendant to the planned USE. The USR is serviced by an existing Commercial/Industrial Water Well (Permit #8522R). No. 3: Consistency with the Intent of the Weld County Code, Chapter 23 (Zoning) and the Zone District in which it is located Section 22-2-10 (D) emphasizes the extraction of natural resources as an important part of the economy of the County. The Water Loading Dock supports the extraction of these natural resources by providing water for drilling processes. Oil and gas facilities are allowed as a Use by Right in the A (Agricultural) Zone District. Oil and gas support and service operations require Use by Special Review authority. No. 4: Surrounding USES The parcel abuts the CR-35/40 intersection (NE corner) and is located approximately 2+ miles east of the Town of Gilcrest. Farm operations axe to the north, west, east and south with rural residences to the northwest, south and southwest. Oil/gas wells abound throughout the area. No. 5: Questionnaire Response a. CR-35 & CR-40 Gilcrest, CO 80624 Water Loading Dock Water truck tankers (up to 85,000# GV W) would service the Water Loading Dock from graveled CR-40. An occasional supervisor with pickup will inspect the operations. Traffic will enter and exit the Site on an existing gravel access, proceeding at minimal (10 mph) speed, access the Water Loading Dock, thence egress to CR-40. An Access Permit Application is hereby tendered for the entry/egress point. Access is "gravel to gravel". Traffic to and from the USR Site is dependent upon actual water user demand. Projections suggest some 100 round-trip trucking events per day, spread over a 24 -hour period (4 loads/hour). County analyses suggest traffic counts of 93/day on CR-40 (2010) and 128/day on CR-35 (2008). All USR traffic is projected to enter and exit the USR Site on CR-40 and travel to/front the CR- 40/35 intersection; thence disbursing largely equally; northward on CR-35 to CR-44; thence eastward or to Highway 85 and southward on CR- 35 to service oil/gas customers south and east of the USR Site. Minimal traffic would travel east on CR-40, servicing only occasional, local customers in the vicinity. Appropriate speed limit, haul route, "No Jake Brakes" and contact signage would be placed on the Site and/or on CR-40. Noise at the Site will be minimal and mitigated via "No Jake Brake" and speed limit signage, worker briefings and possibly hay bales (if necessary). Revised August 6, 2012 Per Public Works comments received August 3, 2012 regarding the 7 -Day Completeness Review, the following Road Improvement "triggers" are acknowledged by the Applicant: 1. 200 vpd or significant dust as identified by County-Mag-Chloride dust abatement. 2. 300 vpd pavement. 3. 10 vph during peak hour turning left into the facility -left deceleration lane. 4. 25 vph during peak hour turning right into the facility -right deceleration lane. 5. 50 vph during peak hour turning right our of the facility -right acceleration lane. The proposed site is located in the SW i of Section 25, Township 4 North, Range 66 West in Weld County. More specifically, the site is located at the northeast corner of the intersection of Weld County Road (WCR) 40 and WCR 35. The site is bound on the south by WCR 40 and on the other three sides by undeveloped farmland. The existing site is covered by natural grasslands and is 2.25 acres. The existing topography of the site slopes from the northeast corner to the southwest corner at a 1% to 1.5% grade. The proposed development of the site will consist of the installation a "water loading dock" with ten (10) 20,000 fresh water tanks. A gravel road base area will be installed around the tanks. A proposed 30' gravel access drive off of WCR 40 is to be installed at the southeast corner of the site. The existing drainage from the site sheet flows from the northeast to the southwest. Offsite flows from the undeveloped natural grasslands north and east of the site also sheet flow across the site. The storm runoff is carried west in the north borrow ditch of WCR 40, and then flows north in the east borrow ditch of WCR 35.. Since the proposed development of the site is minimal, the existing drainage patterns will be maintained and the difference in the overall runoff generated from the site will be negligible. A 15'° diameter CMP culvert will be installed under the proposed gravel access drive to maintain the flow in the north borrow ditch of WCR 40.
