The alignment would necessarily follow the agreed proposal, generally fol= lowing contours as were discussed, with an entrance onto 34 By=ass at the existing Ashton school road intersection with the north end connecting to an ex- tention of the present County road #31, approximately 1/4 mile south of 20th Street. In our discussions we agreed that the County would: (1) Provide initial center line survey for Right- of-Way with rough cross sections. (2) Provide necessary base, final grading and sur- facing. (3) Provide all necessary to extend existing County Road #31 to the proposed point of beginning for the new road. You and your parties would: (1) Provide necessary Right-of-Way. (2) Provide road sub-base and borrow pits in accord- ance with County specifications. (3) Agree to limitation of two intersections. Box 1424 Greeley, Colorado 80631 Dear Mr. Miller, In regard to previous communication with your office and to requirements and agreements of Dr. Tom Fry and Mr. Grant Phillips in Westridge Subdivision concerning their driveways' openings onto County Road 31,it has come to tie attention of this Board that the situation has not been remedied by Dr. Fry and Mr. Phillips. This is a serious matter because County Road 31 is a major county arterial, is traveled at a high rate of speed and the two driveways opening onto that road are just over the crest of the hill making this an extremely dangerous situation with possibilities for tragic loss of life not only for the property owners, but other persons such as school bus passengers. No permits were issued to either property owner to exit or enter fran County Road 31 and the subdivision design showed openings for those driveways on other roads in Westridge. The Board of Weld County Commissioners finds no other alternative than to take decisive action. If immediate response is not forthcoming, we will have our engineer place barricades at the driveway openings on County Road 31. Any cost incurred by the County to alleviate this dangerous situation created by the property owners will be assessed to the property owners. Walker, I hope you realize the seriousness of a major accident due to these driveways on Road 31. Contact me personally so that I may be sure proper action is being taken rapidly. This Board did meet and had personal promises from these property owners one year ago that the situation would be quickly corrected.
