Select Energy Services are proposing a Class II Oilfield Waste Disposal Facility with the capabilities of recycling the water for use in the oilfield industry and cleaning out tanks. We will use the recycled water to rinse out frac tanks as well as tanker trucks. 2. Select Energy Services has read and understands the Weld County Code, Chapter 22 of the Comprehensive Plan and plans on abiding by the code as instructed in Chapter 22. 3. Select Energy Services would fall under the Oil and Gas Support and Service section of Chapter 23 of the Weld County Code. 4. The land in the surrounding areas are currently vacant land and appears to have only native vegetation as its crop. 5. a. Although the site is not adjacent to a state highway, CDOT has indicated that it wants to determine if improvements at the intersection of CR-105 and SH-14 are needed to accommodate the anticipated volume of tractor -trailers serving the site. A site plan of the facility is attached from reference. In this area, SH-14 is a two-lane undivided highway that carries 1,400 AADT according to CDOT's OTIS website. It is categorized as R -A and has a speed limit of 65 mph. CR- 105 is a two-lane gravel roadway that carries minimal traffic in the range of 0-200 vehicle per day according to the Weld County 2035 Transportation Plan. The intersection is two-way stop sign controlled. On both approaches from SH-14, there are right turn deceleration and acceleration lanes but no left turn deceleration lanes. In the AM/PM peak hours, SH-14 carries 57/54 vph in the eastbound direction and 55/47 vph in the westbound direction. The water disposal facility expects to serve approximately 120 trucks per day spread out over a 24 -hour period. This means 240 daily trips and 10 trips in the AM or PM peak hour. The passenger car equivalent is 3 per truck or 30 passenger car trips (15 will enter and 15 will exit) in the AM or PM peak hour. The operator estimates that 75 percent will head north and of those, 75 percent will head west. Rounded up that calculates to 12 vph turning right from eastbound SH-14 and 12 turning left from northbound CR-105. Approximately 2 vph will turn left from westbound SH-14 and 2 vph will cross SH-14 northbound and 2 vph will cross southbound. None will turn left from eastbound SH-14 to northbound CR-105. ALDRIDGE TRANSPORTATION CONSULTANTS, LLC Page 2 of 2 According to the State Highway Access Code, a left turn deceleration lane is warranted at greater than 10 vph. A right turn deceleration lane is warranted at greater than 25 vph and a right turn acceleration lane is warranted at greater than 50 vph. None of the thresholds for auxiliary turn lanes are met by this project. Based on this analysis, the present configuration and traffic control at the intersection will adequately handle, without improvements, the additional truck traffic generated by the water disposal facility.
