HomeMy WebLinkAbout760684.tiff MINUTES WELD COUNTY COUNCIL August 4, 1976 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 401 N. 15th Avenue, Greeley, Colorado, on Wednesday, August 4, at the hour of 2 o'clock. ROLL CALL: The meeting began with an invocation by Mr. John T. Martin, President. On roll call the following members were present: President, John T. Martin Vice President, Nancy Clark Councilman Bob E. White Absent: Councilman Floyd Oliver Also present: Bonnie Hickman, Secretary; Barton Buss, Director of Finance; Sue Cross and Robert Flowers, UNC Summer Intern Students; four members of the press. MINUTES: The July 21, 1976 minutes were approved as submitted by motion of Nancy Clark and second by Bob White. Motion carried. REPORTS LEASE-EQUIPMENT REPORT: Sue Cross and Robert Flowers presented a final supplemental report to the July 7 report on Lease-Purchasing. The purpose of this report was to compare the approximate total cost of automobile leases to the approximate cost of an outright purchase. Also included in the report were mileage and insurance charges. Of the fifteen (15) automobile leases investigated (thirty automobiles are currently being leased by the county), the report showed that leasing cost the county many more dollars than outright purchasing. Other information showed that there is no additional • cost to the county for licensing the vehicles and no specific ownership tax is paid. Their conclusions were the same as the July 7 report. (See the July 7, 1976 minutes.) The council expressed their appreciation and thanks to them for the fine work done. (See attached report). DIRECTOR OF FINANCE: Barton Buss, County Finance Director, explained to the Council his role in county government. Under his jurisdiction are personnel, purchasing, accounting and the budget. Budget changes were discussed and also the question of who approves the commissioners' budget. Mr. Buss commented that office space for the Council is being provided on the third floor of the Phase 2 building of the Centennial Center. This will be completed sometime in 1978. 760684 County Council Minute^ Page 2 August 4, 1976 He reported that the new computer is now installed and being tested. The county is planning on counting their own ballots, and thus will need a high speed reader. He added that Aims College has agreed to let the county use their computer as a back up. The subject of nepotism was discussed. Mr. Buss said that it does not exist. In the contrary incidents cited by the council members, it was learned that these people were hired before the Charter had gone into effect. Mr. Buss discussed the invention and use of the IGA fund. He remarked that it is currently not working as originally planned and to make it work qualified people are needed to do the reporting. He stated that a new auditor, Jack Schumaker may remedy this problem through performance auditing. Council members discussed with him lease-purchasing versus outright purchasing. Mr. Buss explained that lease-purchasing is not the best procedure, but will be necessary until the IGA fund can work properly. He predicts that in a few years the county will be able to purchase outright from the IGA fund. He also explained the advantages of leasing with an equipment company rather than a bank - low interest rates are charged and there is a residual value remain- ing. Mr. Buss added that there are no big problems with the purchasing procedures and he is seeing improvements in the area of bidding. The use of state price lists in comparing costs was discussed. He said state purchasing lists are used whenever an item can't be bought locally. Mr. Buss sees the limitation on taxes the main problem. Bob White requested Mr. Buss send the Council a 1975 audit report as soon as it is completed. HOME RULE SUIT: Mr. John Martin read a letter from the district attorney re- garding the resolving of the Home Rule Suit. Judge Behrman's decision suggests that a request be made to the Department of Local Affairs to make a determination whether the taxing clause is more restrictive or less restrictive than the state statute. He suggested that the County Council consult with the commissioners and make such a joint request to the Department of Local Affairs as soon as possible. Mr. Miller says that the 5% contained in the Charter is more restrictive than the 7% now contained in state law. Mr. John Martin will consult with Mr. Billings on this issue. LETTERS OF INTENT: The Council had received four letters of intent for applicants for the vacated post before the requested cut off date of August 4, and one was phoned in to the president. Bob White County Council Minutes," Page 3 August 4, 1976 suggested waiting until election time to make a decision, since the council's immediate decision might influence the November election. Bob White then made a motion that the Council abide by their previous decision and set up appointments for August 9 in an executive session with those who have sent in letters of intent. Nancy Clark seconded, and motion carried. BUDGET PLANNING: Nancy Clark suggested that on Monday, August 9, the Council have a brief work session for establishing their budget for 1977. CORRESPONDENCE: A copy of a letter written to the commissioners from the Agriculture Council of Weld County was read which demanded to know what decision the commissioners would make concerning county owned mineral rights and the severed minerals. Bob White suggested sending a letter of acknowledgment to the Agriculture Council, but first requested the secretary request a copy of the commissioners' reply be sent to the council. The meeting was recessed until 1:00 P.M. Monday, August 9, to interview the five applicants. (It will not be an executive session.) Respectfully submitted, i ti Bonnie Hickman, Secretary rat. .� LEASE EQUIPMENT REPORT WELD COUNTY COUNCIL August 4, 1976 This report was initiated to supplement the July 7, 1976 "Lease Equipment Report." Its purpose is to compare the approximate total cost of the lease to the approximate cost of an outright purchase of the vehicles. We felt it was necessary to include two additional costs to the monthly payments of the lease to arrive at an approximate total lease cost. These two costs, the mileage and insurance charges, were the only additional costs incurred in the current lease agreements. (We found that the county pays no licensing fee although the automobiles are registered under the lessor's name.) The mileage charges are based on the total mileage we've estimated the individual vehicles will accumulate. (See schedule A. ) This estimation is developed by totaling the current mileage with the forecast of future mileage. (The future mileage was determined by multiplying the current county mileage by months expired over months remaining.) Once the total estimated mileage of the vehicles due to county use is established, the total free mileage allowed in the contract is deducted. The remaining mileage is multiplied by the additional cost per mile charge to determine the total estimated mileage charge per vehicle. The estimated insurance figures were derived from the schedule of insured Weld County vehicles with The.Hartford Insurance Company. This schedule did not include the recent leased vehicles due to a delay by the insurance company in forwarding the endorsements from the home office. To get an approximate cost of the additional comprehensive and collision insurance that is required for leased vehicles, we chose similar automobiles from the coverage schedule and used the figures for these automobiles to arrive at an approximate figure for tha } use4 1carLLwg are investigating. For example, we • matched the 1976 police carsilid tea ln the schedule. Naturally, this figure will be lower and will serve to give a conservative cast to the additional insur- ance costs involved. In the process of selecting similar automobiles we considered such variables as use of the car, relative age and the make of the car whenever possible in order to arrive at a suitable approximation. The figures thus derived showed the coverage for one year. To arrive at the total additional insurance cost, these estimated figures were projected over the entire life of the lease. It should be noted that this assumes a constant rate for insurance regardless of the age of the vehicle, which would overstate the actual cost since the insurance costs would normally be reduced as the age of the vehicle increases. (We feel that this overstatement is more than offset by the original understatement by the matching procedure explained above.) Consequently, we believe that the total figures for the additional insurance costs fairly represent the actual additional costs incurred for insurance over the life of the lease. Lease Equipment Report" Page 2 August 4, 1976 Of course, tied in with these additional costs are additional benefits in case of accident, theft, fire, etc. The self-insurance policy presently being followed by the county on its purchased vehicles would not relieve the county of the financial responsibilities due to such losses and by the very nature of self insurance there is an implied insurance cost that is not easily determinable. A very important fact that the reader should keep in mind is that much of this report is based on estimates and approximations. Not only are the mileage and insurance costs both estimated, but the purchase cost and salvage value of the autos at the end of the lease are also approximations. However, though the figures may not be completely accurate, we feel that they are a good representation of the probably costs involved in the current leases. We also believe that the results of this report support the conclusions we reached in the original report of July 7, 1976.
