RE: APPROVE EXTENSION OF TEMPORARY PERMIT FOR A TAVERN LIQUOR
LICENSE FOR EL RANCHO GRANDE NIGHT CLUB, LLC, AND AUTHORIZE CHAIR
TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, El Rancho Grande, LLC, presented to the Board of County Commissioners
of Weld County, Colorado, an application for a Temporary Permit for a Tavern Liquor License
for the sale of malt, vinous and spirituous liquors, said license previously held by Room 119,
and
WHEREAS, Section 12-47-303, C.R.S., allows for the issuance by the Board of County
Commissioners of a temporary permit to the transferee of an existing liquor license to authorize
the transferee to conduct business and sell alcoholic beverages at retail in accordance with said
license, subject to compliance with certain conditions, and
WHEREAS, El Rancho Grande, LLC, has complied with all of the conditions set forth in
said Section, and has also submitted the required application fee for said temporary permit of
$100.00, and
WHEREAS, on July 29, 2013, the Board granted a Temporary Permit which allowed
El Rancho Grande, LLC, to conduct business and sell malt, vinous and spirituous liquors for
consumption by the drink on the premises only, at retail at said location in accordance with the
license previously held by RM, Inc., dba Room 119, subject to all other rules and regulations set
forth by the Board of County Commissioners of Weld County, Colorado, for a period of 120 days
(November 26, 2013), or until such time as the application for Transfer of Ownership is
approved by the State of Colorado, whichever shall occur first, and
WHEREAS, on November 22, 2013, the applicant provided evidence of compliance with
the requirements of the Department of Public Health and Environment concerning evidence of a
Certified Water Operator for the facility well, as well as a Retail Food Establishment License to
allow staff to proceed with processing the Transfer of Ownership application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that having examined said application and other qualifications of the
applicant for the transfer of the Tavern Liquor License and having considered said request for
an extension, does hereby grant to El Rancho Grande, LLC, an extension of the Temporary
Permit to conduct business and sell malt, vinous and spirituous liquors for consumption by the
drink on the premises only, at said location in accordance with the license previously held by
Room 119, subject to all other rules and regulations set forth by the Board of County
Commissioners of Weld County, Colorado, for a period of 60 additional days, or until such time
as the application for Transfer of Ownership is approved by the State of Colorado, whichever
shall occur first.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said extended permit.

PLEASE POST NEAR EXISTING LICENSE
TO WHOM IT MAY CONCERN:
On the 31st day of July, 2013, El Rancho Grande, LLC submitted an application for a Transfer
of Ownership for a Tavern Liquor License, with said license previously being held by RM, Inc.,
dba Room 119, and expiring on August 2, 2013. Until the Transfer of Ownership has been
considered by the Board of Commissioners and notification has been received from the State
advising whether this Transfer of Ownership request has been approved or disapproved, the
Board hereby authorizes the continued sale of malt, vinous, and spirituous liquor at this
establishment which is located at 1301 Highway 119, Longmont, Colorado 80504, under an
extended Temporary Permit which has been approved by the Board on November 25, 2013.
This Extension of the current Temporary Permit allows El Rancho Grande, LLC, to conduct
business and sell malt, vinous and spirituous liquors for consumption by the drink on the
premises only, at retail at said location in accordance with the license previously held by RM,
Inc., dba Room 119, subject to all other rules and regulations set forth by the Board of County
Commissioners of Weld County, Colorado, for a period of 60 days (January 24, 2014), or until
such time as the application for Transfer of Ownership is approved by the State of Colorado,
whichever shall occur first. No further extensions will be granted.

On such short notice I think it's best to just do the Temporary Extension Monday so I can then work with Lisa Carpenter
to make sure someone from the SO and the applicant can be present for the actual Transfer item. I'll work to get it

Esther,
Would Monday just be for the extension of the temporary with consideration of the transfer later? Or would the
temporary extension and transfer both be addressed on Monday? I'm fine with either process and my recollection is
that we were ready to address the transfer, but I wanted to clarify. Thanks.

Brad,
Based on Dan's message which indicates they have the Retail Food License and satisfied the Certified Well Operator, I'm
going to work on drafting a 60 -day Extension of the Temporary License (which is currently set to expire Tuesday, 11-26-
13) to add to Monday's Agenda so they can continue to operate while we get the actual Transfer Request processed and
sent down to the State.
Please let me know if you think otherwise.

Whichever way works best, but we have signed off on their food license. So they have some additional structural items
to add (we have them on a compliance schedule), but are considered licensed at this point.
So ok to issue actual license, or if need to issue a temp extension based on time frame, that is ok to. If they don't meet
their compliance schedule we will be going through the civil penalty process with them.
