TO THE HOME RULE CHARTER COMMISSION
March 13, 1975
1. Law Enforcenent
A. The Office of Sheriff
The Safety Committee recommends that the office of Sheriff remain an
elective office, but that qualifications for the office be established
to include, but not limit to, the following:
1. An Associate of Arts Degree, or equivalent, in Police Science or
related field.
2. Five to seven years law enforcement experience including substantial
administrative and personnel experience.
B. Undersheriff
It is recommended that the undersheriff be a professional law enforcement
officer with substantial experience in the following areas :
1. . Organizing and conducting law enforcement training programs.
2. The serving of civil warrants and notices.
3. Preparation of material and evidence to be presented in court.
4. Testifying in court.
5. Administration of a law enforcement unit
6. The organization and operation of patrol units.
7. Communications.
C. County Wide Operation of the Sheriff' s Office-
In addition to the operation of the Sheriff' s office in the non-municipal
areas of the county, the Safety Committee recommends that the Sheriff' s
office make available to those incorporated and unincorporated municipali-
ties of the county, so dediring them, on either a contract basis or
joint agreement basis, one or more of the services offered by modern
law enforcement units. These services include the following:
1. Patrol
2. Central dispatch
3. Emergency telephone
4. Detective
5. Scientific evidence gathering and analysis

6. Criminal histories
7. Complaint records
8. Access to on-line information
9. Capacity to determine crime trends
10. Training
11. Legal advisor
Payment for agreed upon services may be based on population, services
received, capacity used, assessed valuation or a combination of these
and other factors.
D. It is recommended that all members of the Sheriff's office be included in
I the county retirement and insurance plans.
E. The Committee recommends that members of the Sheriff' s office be rewarded
for completion of additional professional training by promotion and
salary increase, assumint that such persons are in all other respects
qualified.
II. County-Wide Emergency Communications Network
The Safety Committee supports the Communications Network concept and urges its
implementation at the earliest possible time.
III. Juvenile Detention

Since a citizens committee is currently studying the handling of juvenile
detention and since changes in state provision for handling problems related
to youth are in the making, the Committee does not make any recommendations in
this area.
IV. Detention of the Mentally I11
'The Committee feels that the Mental Health Clinic, related agencies and the
State are now assuming responsibilities in this area and therefore make no
recommendations at this time.
V. Ambulance and Coroner
Since the Helath Committee has studied in depth these two areas the Safety
Committee will defer to the Health Committee in matters related to Ambulance
and Coroner Services.

Finally, the Safety Committee recommends to the Drafting Committee that
the Charter be written so that provision may be made at a later date, to cover
juvenile detention and the detention of mentally ill, who run afoul of the law.
