This permit application is for the Pump Station and Water Storage Tank Facility and addresses all project components described below within unincorporated Weld County. 1. Explain, in detail, the proposed use of the Property This USR application for the Pump Station and Water Storage Tank Facility is submitted by Anadarko E & P. Anadarko has extensive oil and gas operations in the Denver-Julesberg (DJ) Basin, with the majority of the activity being located in Weld County. With the increased production of oil and gas in the County, support facilities are required to assist with providing water to individual locations for our drilling and completions operations. Anadarko is submitting an application for the construction of a pump station and supporting water tanks located on private land in the East half of the Southeast Quarter of section 22, Township 2 North, Range 63 West. This facility will assist with Anadarko's drilling operations in the Wattenberg Field and will supply water for the drilling and completions operations of oil and gas wells in the area, thus decreasing the amount of truck traffic necessary for operations. Water, which is critical to these activities, will be stored at this facility in two tanks. The pump station will pump water from wells leased by Front Range Resources, via one pipe from a well field to a main distribution line north of the city limits of Hudson and I<eenesburg. The piped water, sourced from the Lost Creek Designated Ground Water Basin, will terminate at the proposed Pump Station will bring water to the proposed Storage Tanks for short term storage, and then will be piped via a 20 inch line and distributed to various completions locations. Please see appendix for copy of all permits obtained from the Colorado Ground Water Commission. Custody transfer and purchase of the water will be at the Pump Station site. Both water tanks will be connected underground and filled by natural equalization. Although both tanks will remain filled, a valve allows one to be drained in the event maintenance is needed on the other. There will be no stairs on the tanks or above ground connections. AnadarkEig Petroleum Corporation Anadarko is proposing the following equipment and improvements: • Two (2) Well Water Storage Tanks — 1 Million Gallon Capacity each 100' Approximate Diameter, 18' Approximate Height • 550 Gallon Integral Dual Containment Fuel Tank • Station Envelope — 40'x80' — Housing for pumps, motors, valves, and controls • Communications Tower — 45'-65' height Please see the Site Plan in the Appendix for a more detailed layout for the proposed water storage facility. The proposed access point for the facility is located off of Weld County Road 69. 2. Explain how this is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan The Weld County Code, Chapter 22, Comprehensive Plan, has been reviewed and the proposed project is consistent with the intent of the Comprehensive Plan, including Land Use, Environmental Resources, and Natural Resources. The Weld County Comprehensive Plan also outlines the policies for oil and gas facilities in properties zoned for agriculture. While the Plan seeks to minimize the impacts on surrounding lands and keep the surrounding land uses intact, it also promotes and encourages the development of oil and gas through orderly exploration. The proposed water storage facility will assist in the extraction of oil and gas resources, by providing water to individual drilling and completions sites. Due to the small footprint of the site and proximity to these sites, it maintains the integrity of the Weld County Code by limiting truck traffic in these areas and keeping site disturbance low, thus minimizing impacts to agricultural lands and operations, protecting air quality, and minimizing the cumulative impacts to County roads and other infrastructure. This protects the longevity of the agricultural resources in Weld County. In addition, the decreased amount of vehicles on County Roads making trips to individual drilling locations will also help ensure the safety of citizens who are in close proximity to these facilities. 3. Explain how this is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. While oil and gas facilities are classified as a use by right in the A Zone District (Agricultural), this facility still meets the qualifications outlined in Section 23-3-40 of the Weld County Code. As discussed, the proposed water is an oil and gas support service and serves multiple functions that demonstrate its consistency with the intent of the Zoning provisions of the Weld County Code. The Use by Special Review Permit however, will be required. Anadarlog Petroleum Corporation 4. Surrounding Uses and Compatibility with Surrounding Uses The proposed Project would be compatible with the surrounding land uses. Land surrounding the proposed Project is primarily used for agricultural purposes. Although the Use by Special Review application covers the entire 80 acre parcel, the proposed Project would only remove 3 acres of land for the life of the project and would not interfere with any agricultural operations. Anadarko is also finalizing the purchase of the parcel. 5. Describe the Following (Special Review Use Questionnaire) a. Number of people who will use this site The site will be operated remotely, however a small crew, (approximately 2-3 people) may utilize the site between 2 and 4 times daily for approximately one hour each visit. The visits will be intermittent and involving monitoring the facilities. Repair or replacement of large equipment may be required if necessary. The site will be monitored by our central dispatch center (CDC) and linked by our central automation servers via communications facility and radio communications technology. b. Number of employees proposed to be employed at this site Upon completion of construction, the site be operated remotely and there will no full time personnel at the site. c. Hours of operation The site will operate during drilling times, which at times may be 24 hours a day and 7 days a week. d. Type and number of structures to be built on this site The facility will contain transformers, pumps, and piping, all housed by a building. In addition to the building, there will be two water storage tanks, a diesel backup generator used to heat the building, and smaller fuel tank to support the generator. The communications tower will be 45'-65' tall and support one, 1' dish and be powered by the adjacent Pump Station building. It will not contain a backup generator however; a small UPS will be placed in the building to support the tower in the event of a power outage. Colocation is possible. The pumps will be electric. e. Type and number of animals There will be no animals on site. Anadarl02 Petroleum Corporation f. Kind of vehicles that will access this site and how often The site will be accessed by pick-up trucks with a possible trailer. Access is estimated to be at most 4 times per 24 hour period. g. Fire protection The Southeast Weld Fire Protection District provides fire protection to the site. A letter will provided regarding information on this project. h. Water source on the property Fresh groundwater will be obtained from off -site wells through Anadarko leased or purchased sources, by a buried water line, and then fed directly to the on -site storage tanks. Water bottles shall be utilized for drinking during construction of the project. i. Sewage disposal system Sewage disposal is not required at the site. The facility is only being used for fresh water storage. Additionally, restrooms are not necessary. Anadarko will be providing a portable sanitation unit however, which will be emptied once a week. I. Storage or warehousing All equipment will be stored in the pump station building also listed as, "Pump Station Envelope," shown on the site plan. The dimensions for this structure are 40'x80'. 6. Proposed Landscaping Outside of the 6 foot chain link fence surrounding the facility, there is no additional screening proposed for this application. Disturbed land will be reclaimed back to the original state using either a native dryland pasture/grass mixture or crop and areas within the fenced perimeter will be graveled and graded for positive drainage. 7. Reclamation Procedures Upon termination of the proposed project, all equipment associated with the pump station and water storage tanks would be removed. The ground would be re -graded to back to its original state or to accommodate agricultural uses. 8. Storm Water Drainage The facility is located on a relatively flat parcel and will be surfaced with gravel. A water quality analysis is included in the drainage report. Please refer to the drainage report in the appendix of the application for additional details. Anadar1e Petroleum Corporation 9. Construction Period Construction of the proposed water storage facility is expected to commence shortly after the site plan and Use by Special Review application are approved. We expect construction to be complete before the end of 2013. During the process there will be no more than 20 workers at one time. A crane will be required for one week to erect the tanks and buildings. Semi loads will deliver the pump station materials and will be intermittent over the construction period, which will be less than two months. There will also be between 2-3 concrete trucks needed to pour pump and building foundations. Civil dirt work and excavations (buried pipe, electrical, and sumps) will be done with a Backhoe. This will be pulled by a one -ton truck. A Grader will be needed and hauled on a low -boy by a semi -truck. A% ton water truck will also be required for dust suppression and its frequency will depend on natural precipitation. Concrete forms will be hauled to site by a 1 ton pick-up on a flat-bed trailer and an automation crew will be required to install communications equipment. Trucks will typically arrive to and from 1-76. 10. Waste Handling Plan The only source of waste on site will be from the portable sanitation unit, which will be emptied on a weekly basis. No chemicals will be stored on site, nor will vehicles be washed. In the unlikely event of a motor vehicle oil leak (potentially during construction), or leak by the surface generator, Anadarko will take appropriate measures to mitigate the effects of the spill/release. If a spill/release meets or exceeds any regulatory reporting criteria, Anadarko will report the spill to the appropriate regulatory agency(s). Anadarko's standard operating procedures are to excavate the impacted soils and transport them to a licensed disposal facility. As appropriate, confirmation soil samples will be collected from the excavation for laboratory analysis. Laboratory analytical results will be utilized to demonstrate effective remediation to below the appropriate regulatory standards. The laboratory reports will be included in any written report to a regulatory agency. Following completion of the excavating activities, the area will be backfilled and returned to its pre- release grade. 11. Dust Abatement Plan During the construction phase of the project, Anadarko will use or contract to have water trucks utilized to maintain dust suppression and fugitive particulate emissions. Also, the Storm Water Management plan will be followed to mitigate soil erosion during construction. After construction is completed each property will be stabilized using appropriate native vegetation, usually a combination of dryland/grass mixture or crop, which will not be allowed to grow over 12" high. Additionally, Anadarko will gravel any access and driving surfaces affected, with the same material in its existing condition. If necessary, Anadarko also will also use or contract to use control dust after construction. Anada*pg Petroleum Corporation SECTION 2 1. Operation Standards Noise Control Due to the fact that the site will be used to pump water to individual drilling locations, rather than provide a water source to water trucks, noise will remain under the 55-50 dB acceptability range during all hours of the day. The pump station building will be insulated and noise will be attenuated. If noise does become an issue, measures will be taken to decrease levels. The daily maintenance performed by sub -contractor or Anadarko employee will be done by pick-up truck and trailer and typically during normal business hours. The rural setting of the project location is preferred to mitigate the effects of noise emissions on the surrounding property owners. Air and Water Quality All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. No waste water will be discharged within the site. All water and waste is carried by vehicle off the site. Lighting Lighting on the site will be downcast and shielded lighting located on the Pump Station Building of the facility and at the entry/exit to the site, or on the building for security. Lighting is provided for security, evening maintenance, and emergency work. Any source of lighting on the site shall be shielded so that light will not shine directly onto adjacent properties. Nor will direct or reflected light from any source on the project site create a traffic hazard to operators of motor vehicles on the adjacent road access. Please see Appendix for Manufacturer specification sheets and additional information on type of fixture chosen for site. Weed Control The water storage site will be kept free of weeds, rubbish, and other waste material. The area will be treated if necessary and as practicable to prevent invasion of undesirable species and noxious weeks. Anadarlog Petroleum Corporation 3. Required Permits Weld County A Use by Special Review Permit is required to be approved by the Board of County Commissioners prior to construction of this facility. Anadarko E & P will submit any additional permits necessary for County Approval prior to commencement of construction site. Oversize Load Permits If necessary, oversized load permits will be obtained prior to construction. Grading Permit A grading permit is needed for disturbing an area of 1. acre or more. A grading permit will be applied for and will be submitted prior to construction. Access Permit The access point for the facility is located off of Weld County Road 69. The Access Permit has been applied for is expected to be approved. Please see Appendix for proposed access on site plan. There will be a sign placed at the access to the facility that will contain the name and ownership of the facility, emergency contact information, and location. The sign will remain under 16 square feet. Please see the appendix for a graphical representation of the proposed sign. Anadarlog Petroleum Corporation 4. Traffic A traffic study is not applicable in this Application because the site will not require new access and increased vehicular traffic. For specifics on traffic during construction, please see #9 in Section 1 of the application. 5. Fire and Emergency Response There is adequate provision for the protection of the health, safety, and welfare of the inhabitants of the neighborhood and County. All roads leading to the site and within the site will be designated and maintained to support fire apparatus. A turnaround may be constructed as necessary to accommodate fire apparatus. In addition to above -referenced rules and regulations, Anadarko is also subject to COGCC Rule 6064 pertaining to Fire Prevention and Protection. Anadarko has support personnel in the field or on call at all times to provide technical assistance in fire prevention and elimination.
