RE: RATIFICATION OF BETH MCWILLIAMS TO THE BOARD OF TRUSTEES OF THE
HIGH PLAINS LIBRARY DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the High Plains Library District has been created by action of six
municipalities, Weld County School District Re -8, and the County of Weld, all in the State of
Colorado, and
WHEREAS, pursuant to Section 24-90-110(4)(a) C.R.S., the selection committee for the
High Plains Library District Board of Trustees has been appointed and has recommended
Kristin Zasada for appointment to said Board of Trustees, with a term to expire December 31,
2018, and
WHEREAS, the Board of County Commissioners rejects said recommendation for
ratification, and
WHEREAS, the Board of County Commissioners instead desires to ratify the
appointment of Beth McWilliams to said Board of Trustees, with a term to expire
December 31, 2018.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the appointment of Beth McWilliams to said Board of Trustees,
with a term to expire December 31, 2018, be, and hereby is, ratified.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of November, A.D., 2013.

In accordance with Colorado Library Law, a Nominating Committee composed of one member from each
creating jurisdiction (the Cities of Greeley and Fort Lupton, the Towns of Ault, Eaton, Hudson, Weld County and
School District RE -8 Fort Lupton) as well as representatives from the High Plains Library District (HPLD) Board,
recommends the appointment of library district board members; and then each jurisdiction ratifies the selection
by resolution.
This year the Nominating Committee interviewed five candidates for the position of HPLD Board Trustee At -
Large. Kristin Zasada received the supermajority of the votes; i.e. she was the first or second choice for each
Nominating Committee member. Ms. Zasada emerged as the strongest candidate because of her experience
with real estate, her comfort with technology and its impact on future library service and her dedication to
engaging the community. She clearly demonstrated her support and enthusiasm for bringing the best possible
library services to all parts of the county. Her skills and educational background complement those of current
Board members (finance, administration, education, engineering, school libraries). An additional compelling
attribute is the insight she would bring into the various roles public libraries can and do play in the lives people
of all ages, but particularly adults in their 20s and 30s. Kristin is to serve a five-year term on the High Plains
Library District Board of Trustees. She will be taking the seat vacated by Ray Peterson from Nunn.
Since it is necessary for all member jurisdictions to ratify the nomination of the committee, a sample resolution
is provided. A signed resolution should be sent to me at the High Plains Library District, 2650 W 29th Street,
Greeley, CO, 80631, once acted upon by your Board. Any governmental unit which does not respond to the
request to ratify within sixty (60) days is deemed to have assented to the appointment of the nominee. If the
recommendation is rejected, a formal written explanation of the decision should be submitted to the above
address.

Qualities you will bring to the HPLD Board of Trustees: I would love to be a part of the High Plains Library
District Board of Trustees as I am a big supporter of the library - you'll find me at Farr Library on a
weekly basis - and I strongly believe in immersing yourself in your local community and giving back
through volunteer work. I offer a unique viewpoint as I am young (27) and grew up in Greeley and
watched the libraries grow and develop. I have a background in public relations and event planning and I
am now a Realtor with Austin & Austin where in addition to being a broker, I also run all of our social
media campaigns and community events. I have experience being on boards as I am currently an active
member of the City of Greeley Art Commission and sit on two sub -committees. I love working with
people and will bring an energetic, hard-working, and unique presence to the board. I am able to meet
all requirements of the position time -wise and task -wise. Thank you for your consideration and please
