RE: APPROVE RESPONSIBLE ACCELERATION OF MAINTENANCE AND
PARTNERSHIPS (RAMP) PRE -APPLICATION FOR THE INTERSECTION OF
STATE HIGHWAY 392 AND COUNTY ROAD 47
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Responsible Acceleration of
Maintenance and Partnerships (RAMP) Pre -application for the intersection of State Highway 392
and County Road 47, from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Works, to the
Colorado Department of Transportation, with terms and conditions being as stated in said
application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Responsible Acceleration of Maintenance and Partnerships (RAMP)
Pre -application for the intersection of State Highway 392 and County Road 47, from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Public Works, to the Colorado Department of Transportation be, and
hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 29th day of April, A.D., 2013.

Responsible Acceleration of Maintenance and Partnerships (RAMP)
PRE -APPLICATION FORM
(DUE: MAY 1, 2013)
CDOT has launched the RAMP program to expedite the implementation of projects and solicit partnerships in
transportation solutions. The information provided in this pre -application will be used to determine initial
basic eligibility under the program. This is the first step in a two-step application process. As part of this first
step, applications will be evaluated to determine eligibility. Eligible projects will then go on to the second
phase of the process which will require providing additional detailed information in another application.
Please fill out the form carefully and provide the requested information. Applications are submitted to
Regional Transportation Director (RTD). If you need any clarification on the pre -application form, please
contact CDOT RTD, Operations office, or HPTE office. Entities applying for RAMP funding should note that
CDOT may request submission of additional clarifying information to process the application. For instruction

PROJECT INFORMATION
Project Name: SH 392 & CR 47 Intersection
Project Description:
Weld County is requesting funding to assist in Phase 2 of our CR 49 Extension project. This request is for
widening the intersection of SH 392 & County Road (CR) 47 to accommodate WCR 47 from two to four lanes.
The extension of CR 49 from US 34 to the north will realign with CR 47 at WCR 60.5 (8th Street). The CR
47/49 alignment will be the most significant oil and gas truck route and parallel arterial county road to US 85 by
providing less out of direction travel from the Niobrara natural gas play in the north to the Wattenberg energy
field in south county. The widening of CR 47 will be a new four lane concrete roadway, which is needed to
accommodate the heavy truck traffic anticipated on this corridor. Some sections of CR 49 see in excess of
34% truck traffic. The purpose of this grant request is to begin the road intersection widening of CR 47 at SH
392, which includes turn lanes. For the purposes of RAMP, this intersection project will be known as phase 2.

This project is identified in Weld County's 2035 Transportation Plan and the County's Capital Improvement
Plan. In addition, this planning effort has been identified in Weld County's transportation planning studies
since 2004.

Policies:
This location is on the border of the UFR and the NFR MPO. The widening of intersection CR 49 and US 34
meets the intent of the Upper Front Range corridor based Regional Transportation Plan. The NFR MPO
includes this area in their modeling for Air Quality Conformity.

State Highway 392 and County Road 47. This application is Weld County's next priority and a critical
need to the larger 25 million dollar County Road 49 extension project.
This Public -Public Partnership request meets the goal of RAMP, which is to leverage funds to address
critical needs to the State Highway System. The extension of County Road 49 will align with County
Road 47 making it one of the longest parallel arterials to US 85. By widening the intersection of SH 392
and County Road 47, CDOT and Weld County will significantly lessen congestion on US 85 and
improve safety, mobility and operational capacity to this SH392 intersection.

The Town of Hudson actively supports improvements to the regional transportation system, and
intergovernmental projects that are of benefit to the safety and function of the system. This letter

Citizens of Hudson and local businesses use CR49 as the primary route to the Greeley area and
are very familiar with the increasing traffic on that road. Similarly, the other locations of
concern in the RAMP application are likewise significant elements of the inter- and intra-county

important in accomplishing such public projects.
