Proposed use of the property. The proposed use is to improve the vacant property for the intended use as an oil and gas service company equipment storage, repair and maintenance facility. 2. Weld County Code, Chapter 22. Section 22-2-10 Agriculture D. provides for the use by businesses related to the extraction of natural resources. We believe that the proposed use will have very minimal or no impact to the agricultural lands and agricultural operations in the area. The conversion of agricultural land to a commercial use is intended to service and support the oil and gas extraction businesses and is compatible with the region. The site can be serviced with public water by the Central Weld County Water District. Water lines currently exist in County Road 25.5 immediately adjacent to the site. The applicant intends to apply for a septic sewer system permit through the Weld County Department of Public Health and Environment. The existing roadways allowing ingress and egress from the site are sufficient to allow for the safe travel of the vehicles owned by the applicant and adjacent property owners. The added vehicle traffic resulting from the applicant will have minimal impact to the adjacent property owners. The proposed use and application provides for onsite storm water retention and infiltration and thus there should be no impact to the existing storm drainage systems. 3. Weld County Code, Chapter 23. Section 23-3-40 provides for Uses, subject to approval of a permit, for mineral resource development facilities and OIL AND GAS SUPPORT AND SERVICE. The proposed business use does provide for services to the mineral extraction business in Weld County. 4. Uses surrounding the site. The current uses in the immediate area of the site include farming, residential and oil/gas extraction equipment storage. The proposed use would provide for storage, repair and maintenance of oil/gas service equipment. 5. a. Number of people who will use this site. This varies depending whether it is our primary operating season (Oct — Mar/April) or off season. During primary operating season we intend to employ approximately 36 people at this location. Off season this will decrease down to as few as 18. It should be noted that all these employees will never be at the location at the same time as our services are provided out at the well sites. Except for approximately 4 employees that are an office worker, a manager or mechanic, the other employees come and go throughout the day and night. b. Number of employees to be employed at this site is as stated above. We do not have customers coming to us — we travel to them. c. Hours of operation. The hours of operations may be as much as 7 days per week and 24 hours per day, though the primary operating hours are generally from 8am to 6pm. The manager and drivers work as required to meet their customer needs and when there is work to be performed, both night and day. Trucks and drivers will be arriving and leaving the site at any and all hours of the day and night though the traffic arriving and leaving the site at night will be minimal. A majority of the trucks and equipment will reside primarily at the remote oil well sites and will occasionally arrive at the storage and repair site when repairs and maintenance are required. Equipment stored at the site will be more extensive during the slow business months which are during the late spring, summer and early fall. d. Type and number of structures to be erected (built) on this site. One and possibly a second shop building. One probably 8,000 sq ft and the second (which wouldn't be built until needed) of approximately 8,000 sq ft. Additionally, one 12' x 60' mobile home is intended and proposed for the purpose of housing night time security. e. Type and number of animals, if any, to be on this site. None. f. Kind of vehicles (type, size, weight) that will access this site and how often. Employees personal cars would be parked here while they are out working on well sites. The applicant intends for a maximum of 35-40 pieces of oil/gas service equipment to work from this site. Currently they owns 20 frac heating trucks, 5 hot oil trucks, and 6 water transport trucks that would be here when not in service or require repair. Access is generally once in and out per day for each vehicle. Some trucks will access 2-3 times a day but not many of them. Sizes and weight vary depending on type of vehicle. Personal cars will be typical passenger vehicles. Hot oil trucks weigh approx. 54,000 to 80,000 pounds. Frac heating trucks weigh approx. 54,000 to 80,000 pounds. Water transport trucks weigh approximately 54,000 to 80,000 pounds g. Fire Protection at the site. Platteville Fire Protection District. h. Water source on the property. The site can be served by the Central Weld County Water District. i. Sewage disposal system on the property. It is intended that a septic sewer system permit will be applied for and a septic sewer system will then be installed. j. What types of items will be stored. The items to be stored onsite and outside of any buildings will be employee vehicles and business related equipment (i.e. Frac heating trucks, hot oil heating trucks, and water transport trucks. 6. Proposed landscaping. Consistent with surrounding properties, including an existing oil/gas equipment storage facility, no landscaping is proposed. 7. Proposed reclamation procedures when termination of Use by Special Review activity occurs. This is intended to be a long term use and therefore no reclamation is intended or proposed. 8. Storm water drainage. It is proposed that the storm water drainage will be retained in a retention pond and drained via infiltration (see drainage report). 9. Construction Schedule. It is intended that construction would begin immediately after the receipt of the USR permit and a Building Permit. Construction should require approximately 4 months. 10. Storage/Stockpile of Waste. The planned storage and waste generated onsite would consist of motor/transmission/hydraulic oils, antifreeze, and shop wash bay waste water. This will be discussed in more detail in the Waste Handling Plan. Water service can be made available to the above described property provided all requirements of Central Weld County Water District, Northern Colorado Water Conservancy District and the U. S. Bureau of Reclamation are satisfied. Central Weld County Water District will require that Tap Assignments be consummated prior to the setting of a tap or this letter shall become null and void unless extended in writing by the District. Subdivisions requiring 10 or more taps will be required to purchase and transfer raw water prior to District approval. Please note that it is your responsibility to contact Northern Colorado Water Conservancy District at 800-369-7246 for petitioning confirmation into the Northern Colorado Water Conservancy District and the Subdistrict of Northern Colorado Water Conservancy District (Windy Gap). Central Weld cannot issue a tap until all requirements are satisfied. Due to the rapid cost increase of raw water, existing tap fees may not apply for water service to this property. Zadel, General Manager SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) PRE 13-74 APPLICATION TRAFFIC NARRATIVE 1. Approximately 90% of the traffic to and from site will be on County Road 40 going east and west from site to Highway 60. Approximately 5% of the traffic will travel from I-25 accessing the site from the west on County Road 40. The remainder will access the site from County Road 25.5. 2. Vehicles traveling — Approximately 40 pickup trucks, 15 eighteen wheelers (tractor/trailers) and 15 ten wheeler (bobtails). 3. Timing of travel — Approximately 60% of the traffic will be between 6am -10am; 20% between loam — 6pm; 20% between 7pm and 6am. 4. All 70 units will not be traveling on the adjacent roads every day. During the winter a many of the trucks sit on job sites — probably 70% sit for average of 3-4 days which means they only come and go to and from the site every 3-4 days. Another 20% would travel every other day. 10% would travel every day. During summer most of the equipment sits idle so maybe 10% of the units do any traveling and then may be every couple of days. Another 10% probably travels daily. SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) PRE 13-74 APPLICATION WASTE MANAGEMENT PLAN Chemicals and lubricants proposed to be stored onsite: The following materials are intended to be stored onsite (within shop building) in approved containers. We will continue to utilize a company, Safety Clean, for the disposal of all our hazardous waste such as oils and antifreeze. Anticipated storage of materials onsite will consist of: Motor oil- +/-350 gallons Hydraulic oil- +/-350 gallons 50wt oil- +/-55 gallons 90wt oil- +/-55 gallons Antifreeze- +/- 110 gallons All of these will be stored in a containment area of the proposed shop area. Equipment Wash Bay Waste Water: It is proposed to construct an equipment wash bay within the repair/maintenance building. We are proposing that we install waste water drains in this wash bay. These drains will be piped to a 5,000 gallon underground waste water storage tank. When the tank requires disposal the applicant will use the services of Conquest Disposal Servicefor appropriate disposal. SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) PRE 13-74 APPLICATION DUST ABATEMENT PLAN Road Surfaces: The existing County roads on the east and south sides of the applicant property are dirt/aggregate surfaces and are sufficient for the proposed use with regard to structural surface and road width. A new ingress/egress entrance is proposed at the southwest corner of the property. This new interior roadway surface is intended to be improved with a engineered structural suitable road base material to support the intended loads of the traffic entering and exiting the site. This may be of traditional CDOT road base material or a composite of crushed and recycled concrete/asphalt materials. Our civil engineer has provided several structurally suitable composite solutions and we intend to see which materials are most readibly available at the time of construction. One of the solutions is to top the composite road base section with recycled asphalt material which will mitigate the amount out dust created. In any event the applicant is prepared to apply water to the main drive surfaces with its own water trucks and possibly supplement that with Magnesium Chloride for a longer term solution. Equipment Storage Surfaces: In that travel within the equipment storage areas will be very minimal it is not intended to provide ongoing dust control in these areas. Should the matter arise that travel in these areas increases the dust mitigation procedures described above would be implemented.
