The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, November 18, 2013, at the Weld County Administration
Building, Greeley, CO.
El ROLL CALL: The meeting was called to order by Councilman Don Mueller and
on roll call the following members were present, constituting a quorum of members
thereof:'
Councilman Don Mueller
Councilwoman Marge Klein
Councilman Brett Abernathy
Councilman Bernard C. Kinnick
Councilman Jeffrey Hare
Also present: Weld County Director of Public Health and Environment Mark Wallace
and Karleen Watson, Council Secretary.
El APPROVAL OF AGENDA: Councilman Hare requested the addition to the
agenda of a letter which he would like to read at the end of New Business. Councilman
Abernathy also had an addition to address the special meeting of November 4, 2013.
Councilman Hare made a motion to approve the November 18, 2013 agenda. The
motion was seconded by Councilwoman Klein and carried.
APPROVAL OF MINUTES: Council members Hare and Abernathy have not
reviewed the Minutes so the October 21, 2013 minutes were not approved.
APPROVAL OF DOCUMENTATION: Deferred due to not being reviewed in a
timely manner.
REIVEW PROGRAM: Mark Wallace, Director of Public Health and Environment
described the mission statement of the Department. Dr. Wallace explained what public
health is and that his department's main goal is to insure conditions that allow people to
be healthy and is population -based. There are ten essential services and three core
functions of their department. The Board of County Commissioners serve as the local
Board of Health. The Department is organized into four major divisions which are
administrative, environmental health public health and Health communication, education
and planning. Public Health is the largest department and employs the most staff. His
Department acts as an agent for the State healthcare system.

and rabies information including maps of positive rabies cases. General information is
also available with a list of press releases. Hazardous waste locations are available.
Weld County's health department is the leading one in the State with 90 employees.
His department posts to Facebook and Twitter and respond to public and media outlets.
El PUBLIC COMMENT:
Russ Dody spoke to the Council regarding the Board of County Commissioners'
allegation that the state legislature does not address rural areas regarding SB 252.
Carol Burkhart spoke regarding the 51st State ballot initiative.
Joy Breuer: also spoke regarding the 51St State effort.
El OLD BUSINESS:
Discuss and determine action to take relative to "Attorneys" request to County Council
to retain independent Counsel regarding the Board of County Commissioners authority
to "pursue" the 51st State ballot Initiative.
Bernard C. Kinnick presented Resolution 200 that he wanted to pass. After discussion
and also consultation with County Attorney, Bruce Barker, the Resolution was voted on.

Passed with 3 to 1 vote and one abstaining.
NEW BUSINESS:
Resignation of Council Secretary, Karleen Watson. Councilwoman Marge Klein made a
motion to accept the resignation and it was seconded by Jeffrey Hare. The vacancy will
be posted with the same information as in the past.
Coordinator Reports: None at this time.
Upcoming Meetings/Programs: None at this time.
Invitations — United Way Tiller's Club Reception
Councilman Brett Abernathy discussed the special meeting in which a quorum was not
met so was not an actual meeting.
A letter to the Council signed and delivered by Councilman Hare and Councilman
Abernathy was acknowledged as received by the Council but not read.
