Site Specific Development Plan and Use By Special Review (USR) Questionnaire
1. Explain, in detail, the proposed use to the property.
This property will be used as an electrical contractor's shop. Storing of materials
such as wire and pipe. Light welding. Light truck maintenance. Employees will
meet at the shop in the mornings to gather materials and develop work plans for
that day. Employees will meet at the end of the day to discuss the events of the
day and to prepare trucks for the next day.
2. Explain how this proposal is consistent with the Weld County Code, Chapter
22 of the Comprehensive report.
Sec. 22-2-10 Agriculture
B. The intent of the agricultural Goals is to support all forms of the agricultural
industry and, at the same time, to protect the rights of the private owners to
convert their agricultural lands to other appropriate land uses.
Interpretation: Electrical Systems Professionals, Inc. has the right. as a private
owner, to convert their small parcel of land to an electrical contracting shop as
this is an appropriate use of the property.
Agriculture Facts:
Since the 1940s, agricultural productivity has increased dramatically, due largely
to the increased use of energy -intensive mechanization,, fertilizers and pesticides.
fhe vast majority of this energy input comes from fossil fuel sources. Between
the 1960-65 measuring cycle and the cycle from 1986 to 1990, the Green
Revolution transformed agriculture around the globe, with world grain production
increasing significantly (between 70% and 390% for wheat and 60% to 150% for
rice, depending on geographic area) as world population doubled. Modern
agriculture's heavy reliance on petrochemicals and mechanization has raised
concerns that oil shortages could increase costs and reduce agricultural output,
causing food shortages.
Modem or industrialized agriculture is dependent on fossil fuels in two
fundamental ways: 1) direct consumption on the farm and 2) indirect consumption
to manufacture inputs used on the farm. Direct consumption includes the use of
lubricants and fuels to operate farm vehicles and machinery; and use of gas, liquid
propane, and electricity to power dryers, pumps, lights, heaters, and coolers.
American farms directly consumed about 1.2 exajoules (1.1 quadrillion BTU) in
2002, or just over 1 percent of the nation's total energy.
Indirect consumption is mainly oil and natural gas used to manufacture
fertilizers and pesticides, which accounted for 0.6 exajoules (0.6 quadrillion
BTU) in 2002. The natural gas and coal consumed by the production of nitrogen
fertilizer can account for over half of the agricultural energy usage. Overall, the
fuels used in agriculture vary based on several factors, including crop, production
system and location. The energy used to manufacture farm machinery is also a
form of indirect agricultural energy consumption. Together, direct and indirect
consumption by US farms accounts for about 2 percent of the nation's energy use.
Direct and indirect energy consumption by U.S. farms peaked in 1979, and has
gradually declined over the past 30 years. Food systems encompass not just
agricultural production, but also off -farm processing, packaging, transporting,
marketing, consumption, and disposal of food and food -related items. Agriculture
accounts for less than one -fifth of food system energy use in the US.
Interpretation and Conclusion:
Electrical Systems Professionals, Inc. is an industrial electrical contractor working
for Noble Energy in the production of oil and is therefore contributing to the
agriculture culture of Weld County.
3. Explain how this proposal is consistent with the intent of the Weld County
Code, Chapter 23 (Zoning) and the zone district in which it is located.
Agricultural Zone District:
The following BUILDINGS, STRUCTURES and USES may be constructed,
occupied, operated and maintained in the A (Agricultural) Zone District upon
approval of a Use by Special Review Permit in accordance with the requirements
and procedures set forth in Article II, Division 4 of the Weld County Code.

Interpretation:
Electrical Systems Professionals, inc. provides support and service in electrical
construction to Noble Energy.
4. What type of uses surround the site (explain how the proposed use is
consistent and compatible with surrounding land uses).
Within 2 city blocks there is a church, a fire station, a grocery store/cafe, an auto
repair shop/Galeton Water and Sanitation District and the Galeton Station which
appears to be where the city stores it's road repair equipment, etc. The property
owner to the North and the East of this building, whose property line is shared
with Electrical Systems Professionals, Inc., also has a tank battery/separator (for
oil production) on their property which belongs to PDC Energy. (See attached
pictures) Also, the highway is steadily traveled by semi -tractor trailers, large
trucks (dump trucks, etc.) and farm trucks pulling heavy equipment and trailers.
Electrical Systems Professionals, Inc. feels this proves the area is not immune to
industrialization.
5. Describe in detail the following:

employees will be employed on Noble Energy sites.

d. Type and number of structures to be erected (built) on this site. Answer -0
e. Type and number of animals, if any, to be on this site. Answer- 0
f. Kind of vehicles (type, size, weight) that will access this site and how often.
Answer- half ton to one ton pickup trucks, gooseneck and towable trailers.
g. Who will provide fire protection to the site. Answer- Galcton Fire District
h. Water source on the property (both domestic and irrigation) Answer- North
Weld County Water.
i. Sewage disposal system on the property (existing and proposed). Answer -
Electrical Systems Professionals, Inc. will purchase a sewer tap from Galeton
Water and Sanitation District upon approval of this Special Use Permit.
j. If storage or warehousing is proposed, what type of items will be stored.
Answer- No storage or warehousing will occur on the property except for
short term storage of wire, pipe. etc. needed to operate in the field.
6. Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape plan map as part of the application
submittal.
A 20 foot concrete pad will be laid on the south and west side of the building to
help with dust and dirt control.
7. Explain any proposed reclamation procedures when termination of the Use
by Special Review activity occurs.
When the Use and Special Review activity is terminated the property will be put
up for sale to a similar business.
8. Explain how the storm water drainage will be handled on the site.
The Historical Flow patterns and run-off will be maintained and utilized.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
This is an existing building and no other buildings will be constructed and no
other landscaping will be done other than the concrete pad as mentioned in
Question 6. The pad will be laid within 60 days of acceptance of this Special
Review permit.
10. Explain where storage/and or stockpile of waste will occur on this site.
There will be no storage and/or stockpile of waste on site. Electrical Systems
Professionals, Inc. is contracted with Bunting Disposal for regular trash disposal
and has a 4 yd. dumpster on the property.

Traffic Narrative
Electrical Systems Professionals, Inc. employees will be approaching the access from

Waste Handling Plan
Electrical Systems Professionals, Inc. is contracted with Bunting Disposal with a 4 yd.
dumpster that is emptied bi-weekly.
Electrical Systems Professionals, Inc. will be attending to regular maintenance on our
company vehicles in an effort to keep them running a safe and efficient manner. This will
include changing the oil and filters, possibly simple repairs as changing the brakes and
fluids, changing out batteries, etc. Electrical Systems Professionals, Inc. employees will
be turning in any used oil, brake fluid and batteries into a recycling center. The preferred
facility will be the North Household Hazardous Waste Facility located at 1311 N. 17`h
Ave., Greeley, CO 80634 as per the Weld County website.

Dust Abatement Plan
