RECOMMENDED ACTION: Narrative: Mr. Coan and Mr. Roskop describe a drainage problem where a tributary to Lost Creek crosses WCR 63. Larger rain storms do wash out our roads and flood & erode Coan's farmland. We cannot fix the flooding on Coan, but we will contact him to request entry to construct a "stilling pond" similar to others we've built in the Keenesburg-Roggen area for similar problems. These ponds prevent the road overtopping and reduce downstream damages. We start with a phone call followed by on -site meeting and request for entry (see attached). As you know, there is a tributary of Lost Creek on one of your properties. We have had good success in reducing erosion problems where these creeks cross our roads by construction of "stilling ponds" on the upstream side. These we design in cooperation with the landowner/farmer with very gentle side slopes so that the maximum amount of farmable ground is preserved. We would like to meet with you at the site to discuss that option (and any ideas you may have). Would you telephone either myself or Steve Detienne at the number above to set up a meeting? In order to perform any construction work out of the County's Right -Of -Way, we need the landowner to sign a "Right to Enter" release. I've enclosed one so that you may look it over and can raise any questions you may have when we meet. Thank you for bringing this to our attention. May 1, 2013 Public Safety Issue RECEIVED MAY 0 3 2013 WELD COUNTY �• ONER On Weld County Road 63, approximately % mile north of Weld County Road 8, there is a culvert under the road. This culvert carries irrigation waste water and storm water. At least twice in recent years, storm water has run over the top of the road at a depth of several feet because the culver is not large enough to handle the flow. On the east side of the road there is a 15 foot drop. The flow has been large enough to significantly damage the east side of the road as the water goes over the road and drops these 15 feet. If a car tried to cross this flow in a heavy storm the car could be swept off the road and into the 15 foot deep gulley. In addition the storm water backs up into my field and floods the area shown on the map. I am requesting a review of the situation and correction so that the storm water does not flow over the top of the road and does not back up into my field. Mr. Leonard Roskop lives in the home shown on the aerial photo. He is also concerned as this is the route he takes to reach State Highway 52 and would be at risk crossing this area during a storm. At the %z mile line on Road 8, between Roads 63 and 65, there is a storm water run-off issue that could pose a hazard to the homes/residents in that area. In a heavy storm, water can run across the top of Road 8 in the locations marked on the photo. The borrow pit on the north side of Road 8 was increased in capacity about 5 years ago, by the County, to help direct the water to "Lost Creek", which is to the west. However, the storm water could still run across the top of the road. In such a storm, water will also run across the top of Road 8 at "Lost Creek". The residents of the two homes could then be prevented from entering or leaving, either east or west, on Road 8. The water can then also run across my property causing soil erosion. Request If the capacity of the borrow pit on the south side of Road 8 were increase then the water would not run across the top of Road 8. The water will still go to "Lost Creek", but will do so without crossing the top of Road 8. The length of the south borrow pit, to have the increased capacity, would be about 1,500 feet as shown on the aerial photo. If the disposal of the soil from the south borrow pit is of concern, there is a location, on my property about 1 mile away, that has eroded due to storm water run-off. The excess soil could be placed there.
