HomeMy WebLinkAbout20132715.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO SEPTEMBER 25, 2013 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 25, 2013, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Susan Brown Director of Finance and Administration, Monica Mika MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of September 23, 2013 (9:00 a.m. and 4:30 p.m. sessions), and September 24, 2013 special session, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. le AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PUBLIC INPUT: Ron Bateman, Milliken Fire Protection District Chief, thanked Roy Rudisill, Director of the Office of Emergency Management, Chief Ainsworth and Chief Raynes of the Sheriff's Office, Janet Carter and Dave Bauer of the Department of Public Works, and all the road and bridge Public Works staff. He expressed gratitude for the County's resources and assistance during the recent flood emergency. Commissioner Conway referred to the County's team effort and the creation of the new Emergency_O erations Center. He also thanked Chief Bateman and his crew, in turn, and the Board concurred. PA Doug Meyer, County resident, spoke in regard to the recent hearing on the proposed Platte Valley Recreation District and he mentioned there is still no ambulance in the Town of Kersey. He entered a document into the record regarding the proposed site of the recreation center in Kersey, as Exhibit A. Minutes, September 25, 2013 2013-2715 Page 1 BC0016 COMMISSIONER COORDINATOR REPORTS: Commissioner Freeman reported that the County/Public Works are continuing to get roads open post -flood. He said he was recently in Alamosa, Colorado, where he visited with Commissioners from six other counties in regard to the 51st State, and noted they were concerned over the same issues as Weld County. ',_ Commissioner Kirkmeyer also thanked "Team Weld". She reported on the Child Welfare Allocation Committee meeting and said she want to Meeker, Colorado last Thursday to speak with the Associated Government of Northwest Colorado and found them very supportive. She said the concerns they expressed had to do with firearms, oil and gas regulation, and transportation infrastructure inequities. Commissioner Rademacher reported on a meeting he attended in southern Colorado. Commissioner Conway noted the Mayor of Evans said "Weld County rocks!" in an email he just received. He said 800 families and more than 2,400 residents have already been served by the County's Assistance Centers. Commissioner Conway also thanked the Douglas County Commissioners, and those of other counties as well, for offering their assistance. He said that two crews (nine workers) are helping Public Works get roads open. He also thanked CDOT, especially Don Hunt, Executive Director, for clearing up a stoplight/traffic issue in LaSalle, Colorado, in a timely manner. Commissioner Conway referred to a 51st State independent analysis and reviewed those details. He especially noted that Weld County sends more money to the State of Colorado than comes back. He also thanked Commissioner Freeman for his trip to the San Luis Valley, and spoke to recent history in that area and why the 51st State issue resonates with them. _ 2 Chair Garcia reported he has been spending time in Evans, where the Wastewater facility has resumed operations, mentioned that Senator Bennett recently toured the flooded mobile homes there, and also commented on Vice President Biden's recent visit. BIDS: 1) APPROVE BID #61300155, CABLING -FIBER FOR DISPATCH CENTER - DEPARTMENT OF PHONE SERVICES: Rose Everett, Purchasing Department, said that phone services recommend the low bid from H&H Data Services in the amount of $46,182.04. She noted they are past vendors and staff is satisfied with their work. Commissioner Rademacher moved to approve staff's recommendation. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 2) APPROVE BID #B1200163, GRADER BLADES - DEPARTMENT OF PUBLIC WORKS: Ms. Everett said the Public Works staff recommended the low bid from Wear Parts and Equipment for the amount of $172,355.00. Commissioner Rademacher moved to approve staff's recommendation. Seconded by Commissioner Conway, the motion carried unanimously. Dave Bauer, Director of the Department of Public Works, referred to a discussion on the types of blades, and described what works best for routine grading. He reported on the minor damage on many grated gravel roads in the southern part of the County, and efforts to get those open. He noted some of these gravel roads are being utilized as detour routes from closed bridges and roads, and he said two opened yesterday and hopefully two more will open today. He noted that County Road 19.5 is a priority at this time, and it's been a major effort. The Board extended their appreciation to the foreman and crew of the Douglas County team for their help. le 3) PRESENT BID #B1200156, BRIGGSDALE WELL STORAGE TANK EXPANSION - DEPARTMENT OF PUBLIC WORKS: Marcia Walters, Purchasing Department, reported there is one vendor who bid on both options. This bid will be brought back before the Board with a recommendation for approval on October 9, 2013. Minutes, September 25, 2013 2013-2715 Page 2 BC0016 NEW BUSINESS: 1) CONSIDER ADDENDUM #18 TO AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - COLORADO TECHNICAL SERVICES, INC. (CTSI): Monica Mika, Director of Finance and Administration, explained this item is being presented for final ratification. She said there was an increase in utilization from 106 in 2011, to 145 claims in 2012. Commissioner Conway moved to approve said addendum and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. 1! 2) CONSIDER ACKNOWLEDGEMENT OF CANCELLATION OF TAX LIEN SALE CERTIFICATE (TS CERT 2006-0619) FOR PARCEL #096108107020: Bruce Barker, County Attorney, explained this is a request from John Lefebvre for the purpose of housekeeping records (old tax sale certificates) and recommended approval. Commissioner Conway moved to approve said acknowledgement of cancellation. The motion, which was seconded by Commissioner Rademacher, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
