III. Terms The term of this MOU is from July 1, 2013 through June 30, 2015. IV. Summary of the Adult Resources for Care and Help (ARCH) program The Adult Resources for Care and Help (ARCH) program, which is the Colorado name for the Aging and Disability Resource Center (ADRC) program, provides streamlined access to Long -Term Services and Supports (LTSS) to seniors (adults 60 and older) and adults living with disabilities, through both Information and Referral services and Options Counseling. These services and supports are provided with the goal of helping consumers to live as independently as possible, while remaining in their communities. Information and Referral services are provided state-wide through all of the Area Agencies on Aging (AAAs), as well as the Colorado 2-1-1 network. Options Counseling, a consumer -directed form of short-term case management, is provided through the ARCH program sites to those consumers who are unable to access the resources available in their region without assistance. The goal of the ARCH program is to use Information and Referral services and Options Counseling to enable the service providers and the consumers to work together to best fit the services required to meet the needs of the consumer. Using a consumer -directed multipronged approach, consumers who are able to navigate long-term care systems on their own are given the information they need, while those who require more involvement by an options counselor, may be helped every step of the way.
