HomeMy WebLinkAbout20130046.tiffMEMORANDUM TO: Kim Ogle, Planning Services DATE: September 19, 2012 FROM: Donald Carroll, Engineering Administrator Public Works Department SUBJECT: PUDF12-0003, Mountain View Fire Protection District The Weld County Public Works Department reviewed the submitted application for critical items, including but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood Hazard Development Permit. A detailed review of these items was not completed at this step in the process. Comments made during this stage of the review process will not be all inclusive; as revised materials are submitted, other concerns or issues may arise. All issues of concern and critical issues during further review must be resolved with the Public Works Department. COMMENTS: 1-25 RUA Roadway Standards: (July 2004) Vista View Drive within Vista Commercial Center is classified by the County (1-25 Regional Urbanization Area) as a local employment/regional commercial road. The typical roadway section of interior roadway shall be shown as two 12 -foot paved lanes with paved median or turn lane. The RUA criteria require curb, gutter, and sidewalk. This road is maintained by Weld County CR 5 is classified by the County (1-25 Regional Urbanization Area) as a local employment/regional commercial road with 60 -ft. of right-of-way. This road is maintained by Weld County. The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the state highways. Please contact Gloria Hice-Idler at the Greeley office (970-350-2148 or 970-350-2163) to verify the access permit or for any additional requirements that may be needed to obtain or upgrade the permit. (State Highway 119) No traffic counts are available. Requirements: Pursuant to Chapter 15, Articles 1 and II of the Weld County Code, if noxious weeds exist on the property or become established as a result of the proposed development, the applicant/landowner shall be responsible for controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum height of 12 inches until the area is completely developed. An Improvements Agreement will be required for on -site or off -site Public Works improvements; collateral may be required. Access Permit: A Weld County Road Access Permit Application Form is included in the packet. It will be required for all new roads, driveways or other means of providing ingress or egress to lands adjoining County rights -of -way. The application form shall be completed by the property owner to be accessed from a County road or his/her duly authorized agent as evidenced by written documentation. The FEE is $75.00 (small commercial) for your new access points. Show the approved access on the plat and label it with the approved access permit number (AP#). Drainage: A final drainage report was provided on September 18, 2012. The report was stamped, signed and dated by Brian Shear, P.E. #20262. Please address the following comments: 1. The rainfall totals used in the detention pond sizing calculations do not appear to be substantiated in the drainage report and also appear to be different than the rainfall totals provided in the Weld County Code. Please provide documentation showing justification for the rainfall amounts used in your calculations or switch to the rainfall totals shown in the Weld County Code for this area. 2. The calculations for the 5 -year historic release rate appear to be over -estimating the 5 -year historic release rate. Over -estimating the release rate leads to the detention pond being undersized and the spillway elevation being too low. Please revise the release rate calculation which will in turn cause changes to the detention pond size and the spillway elevation. 3. On the construction drawings, please revise the elevations of the drainage features to match the revised drainage report. Once the revisions to the calculations have been done, please resubmit the revised drainage report and revised construction drawings for review and acceptance. Please add the following development standards to the plat: 1. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. 2. The applicant must take into consideration storm water capture/quantity and provide accordingly for best management practices. 3. Weld County will not maintain drainage related areas or medians. This must be addressed by the homeowner's association or owner. Flood Hazard Development Standards: This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA). Grading Permit: If more than 1 acre is to be disturbed, a grading permit will be required prior to the start of construction. The grading permit application must contain: an erosion and sediment control plan, a grading plan, installation details of all BMPs to be utilized, typical installation and maintenance notes for all BMPs to be utilized, and a copy of the approved CDPHE stormwater permit. (CR 5/Hwy 66) Weld County Public Works has received the submittal application for the 7 -Day Completeness Review. This phase of the planning process is a content review of the submitted materials, NOT a technical review. Comments made during this phase of the process will not be all-inclusive, and will address the critical issues of concern including but not limited to the Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood Hazard Development Permit.
