SUBJECT: USR12-0062, RF Holdings, LLC (Big Boy Manufacturing)
The Weld County Public Works Department reviewed the submitted application for critical items,
including but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils
Report, and Flood Hazard Development Permit. A detailed review of these items was not completed at
this step in the process. Comments made during this stage of the review process will not be all
inclusive; as revised materials are submitted, other concerns or issues may arise. All issues of concern
and critical issues during further review must be resolved with the Public Works Department.
COMMENTS:
Weld County Functional Classification Map: (Revised Feb. 9, 2011 —Amended 10/2011)
CR 30 is a collector road and requires an 80 -foot right-of-way at full build out. There is presently a 60 -
foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in
the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
The applicant shall delineate or dedicate an additional 10 -foot of right-of-way parallel to the CR 30 right-
of-way for future build -out.
Section Line Access: CR 45 (right-of-way)

The applicant has supplied an easement or right-of-way for access to property The Exhibit A legal
description reflects 30 -feet wide nonexclusive access easement in section 27. This is a railroad section
with no Weld County right-of-way available. This will be considered a private access, non -county
maintained.
REQUIREMENTS:
Easement:
This easement or right-of-way for access to the property should be identified on the plat with the
recording number and date.
Weld County Road Access
Show the approved access on the plat and label it with the approved access permit number (AP#).
Traffic:
Typically vehicles accessing this site will include employees and owners vehicles, vendors and service
trucks. The following numbers are estimated on full build -out of this site: semi -trucks - 3 per day; pickup
trucks/gooseneck trailers - 2 per day; employee vehicles - 7 per day.
A vehicle tracking pad will not be required as the approach (private easement) is approximately one-
half mile long approaching CR 30.

Stormwater Drainage:
The applicant is indicating that the site will be bermed to contain runoff. Show and label this area as
water quality capture feature (WQCF).
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
Noxious Weeds:
Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant
to Section 15-1-180 of the Weld County Code.
The right-of-way or easement shall be a graded and drained road to provide an all-weather access.

Environmental Health Services has reviewed this proposal for oil and agriculture
equipment manufacturing, fabrication and painting. The application indicates that there
will be a total of nineteen full-time employees who will use the site.
The site is currently served by a commercial well (Permit # 280492) and is limited to
drinking and sanitary purposes. The well shall not be used for any other purpose unless
approved by the Colorado Division of Water Resources.
Sewage disposal will be by a proposed septic system. The septic system is required to
be designed by a Colorado Registered Professional Engineer. A commercial septic
permit is required and must be approved by the Weld County Board of Health.
Access drive and internal roadways are covered in gravel. If dust is created the
applicant will either apply water via a water tank truck from an offsite water source such
as Central Weld County Water District, or magnesium chloride.
The application states that a dumpster will be provided for employee waste and empty
paint cans. The dumpster will be serviced by Heimbuck Disposal of Fort Collins or
Waste Management of Greeley. Oil changes and other vehicle maintenance are not
anticipated to be performed at the facility. There are no floor drains in any of the existing
shop buildings. The waste handling plan needs to be updated to include procedures for
cleanup and disposal of spilled paints, solvents and other hazardous materials. The
waste handling plan should include storage, removal and disposal or recycling of any
scrap metal or scrap equipment parts. Include the waste handlers and disposal or
recycling facilities for scrap metal and scrap parts.
All paints, solvents and other potentially hazardous chemicals must be stored in
compliance with manufactures recommendations. Combustible materials shall be
stored in accordance with current fire code requirements.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit evidence of an Air Pollution Emission Notice
(A.P.E.N.) and Emissions Permit application from the Air Pollution Control
Division, Colorado Department of Health and Environment, if applicable.
Alternately, the applicant can provide evidence from the APCD that they are not
subject to these requirements.
2. In the event washing of vehicles and equipment will occur on site the applicant
shall ensure that any vehicle and equipment washing area(s) shall capture all
effluent and prevent discharges from the washing vehicles and equipment in
accordance with the Rules and Regulations of the Water Quality Control
Commission, and the Environmental Protection Agency. Vehicle and equipment
washing areas should be designated on the plat.
3. The applicant shall submit an updated waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The waste handling plan shall include procedures for
cleanup and disposal of spilled paints, solvents and other hazardous materials.
Include storage, removal and disposal or recycling of any scrap metal or scrap
equipment parts, along with the waste handlers and disposal or recycling
facilities for scrap metal and scrap parts.
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to the issuance of the Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations.
2. The septic system is required to be designed by a Colorado Registered
Professional Engineer according to the Weld County Individual Sewage Disposal
Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.

2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a
solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions. The applicant shall operate in accordance with
the approved "waste handling plan", at all times.
4. Any vehicle and equipment washing area(s) shall capture all effluent and
prevent discharges from washing of vehicles and equipment in accordance with
the Rules and Regulations of the Water Quality Control Commission, and the
Environmental Protection Agency.
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in
the Commercial Zone as delineated in Section 14-9-30 of the Weld County
Code.
7. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times.
8. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County
Code, pertaining to Individual Sewage Disposal Systems.
9. In the event the facility's water system serves more than 25 persons on a daily
basis the water system shall comply with the Colorado Primary Drinking Water
Regulations (5 CCR 1003-1). Evidence shall be provided to the Weld County
Department of Public Health and Environment that the system complies with
the Regulations.
10. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling and in a manner that minimizes the release of
hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All
chemicals must be stored secure, on an impervious surface, and in accordance
with manufacturer's recommendations.
11. The operation shall comply with the Occupational Safety and Health Act.
(OSHA)

12. The operation shall comply with all applicable rules and regulations of State
and Federal agencies and the Weld County Code.
13. This application is proposing a well(s) as its source of water. The applicant
should be made aware that groundwater may not meet all drinking water
standards as defined by the Colorado Department of Public Health and
Environment. We strongly encourage the applicant to test their drinking water
prior to consumption and periodically test it over time.

After reviewing the application and documents submitted the Building Department has the following comments:
Any buildings associated with the light manufacturing or compost facility structures proposed to have
changes uses will require commercial building permit for change of use. A code analysis, floor plan an
complete set of plans for any alteration and a structural analysis may be required by a professional
engineer will be required.
A building permit will be required for any new construction, alteration, or addition to any buildings or
structures on the property. It is required that a code analysis be done on the project by a design
professional with experience in this area. A building permit application must be completed and two
complete sets of engineered plans including engineered foundation plans bearing the wet stamp of a
Colorado registered architect or engineer must be submitted for review. A geotechnical engineering report
performed by a registered State of Colorado engineer shall be required or a open hole inspection..
Buildings and structures shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2006 International Building
Code; 2006 International Mechanical Code; 2006 International Plumbing Code: 2006 International Energy
Code; 2006 International Fuel Gas Code; 2011 National Electrical Code; 2003 ANSI 117.1 Accessibility
Code and Chapter 29 of the Weld County Code.
A plan review shall be approved and a permit must be issued prior to the start of construction.
