RE: APPROVE SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR TO SIGN - ROCKY
MOUNTAIN WILDLIFE CONSERVATION CENTER, INC., DBA WILD ANIMAL
SANCTUARY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Wild Animal Sanctuary presented to the Board of County Commissioners of
Weld County, Colorado, an application for a Special Events Permit for the sale of malt, vinous and
spirituous liquors for consumption by the drink on the premises only, *and/or* 3.2% fermented
malt beverages for consumption by the drink on the premises only, and
WHEREAS, said applicant has paid the sum of ONE HUNDRED DOLLARS ($100.00) to
Weld County, Colorado, pursuant to the laws providing therefore in payment for a County Retail
Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the
premises only, for an event scheduled for 10:00 AM until 9:00 PM, on the 22nd and 29th of June,
and 20th of July, 2013, and on the 17th of August, 2013, outside the corporate limits of any town
or city in the County of Weld at the location described as follows:
Rocky Mountain Wildlife Conservation Center, Inc.,
dba Wild Animal Sanctuary, 1946 WCR 53,
Keenesburg, Colorado, 80643; being further
described as 1946 County Road 53, Keenesburg,
Colorado 80643; being more fully described as Lot B
of Recorded Exemption #2344, being part of the
N1/2NW1/4 of Section 28, Township 1 North, Range
64, West of the 6th P.M., Weld County, Colorado
WHEREAS, said applicant has also paid the sum of TWENTY-FIVE DOLLARS ($25.00)
to the Colorado Department of Revenue and has exhibited a State Special Events Permit for the
sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, having examined said application and the other qualifications of the
applicant, does hereby grant Special Events Permit Number 2013-09 to said applicant to sell malt,
vinous and spirituous liquors for consumption by the drink on the premises only, only at retail at
said location; and the Board does hereby authorize and direct the issuance of said permit by the
Chair of the Board of County Commissioners, attested to by the Clerk to the Board of Weld
County, Colorado, which permit shall be effective from 8:00 AM until 9:00 PM, on the 22nd and
29th of June, the 20th of July, and on the 17th of August, 2013, providing that said place where
the permitee is authorized to sell malt, vinous and spirituous liquors for consumption by the drink
on the premises only, shall be conducted in strict conformity to all of the laws of the State of
Colorado and the rules and regulations relating thereto, heretofore passed by the Board of County
Commissioners of Weld County, Colorado, and any violations thereof shall be cause for
revocation of the permit.

Articles 46 and 47 of this title, which has been incorporated under the laws of this state for the purpose of a social, fraternal,
patriotic, political or athletic nature, and not for pecuniary gain or which is a regularly chartered branch, lodge or chapter
of a national organization or society organized for such purposes and being non profit in nature, or which is a regularly
established religious or philanthropic institution, and to any political candidate who has filed the necessary reports and
statements with the Secretary of State pursuant to Article 45 of Title 1, C.R.S. A Special Event permit may be issued to
any municipality owning arts facilities at which productions or performances of an artistic or cultural nature are presented
for use at such facilities.
If an event is cancelled, the application fees and the day(s) are forfeited.

RE: Rocky Mountain Wildlife Conservation Center Inc., DBA The Wild Animal Sanctuary
Dear Commissioners,
I have researched and found no reported calls for service to 1946 WCR 53, Keenesburg,
CO 80643 for the Calendar year of 2012 to present day.
The Wild Animal Sanctuary will not be contracting with the Weld County Sheriffs Office for
security personal. The Wild Animal Sanctuary will have approximately 115 volunteer staff
available for the four events planned to provide security.
A request has also been made to provide the Weld County Board of Commissioners a copy of the
food license from the party providing food service.
I find no grounds for disapproval for the Temporary Assembly Permit.

Concert Series
In response to your request, Environmental Health Services has reviewed the Temporary
Assembly Permit for The Wild Animal Sanctuary Summer Concert Series, located at 1946
CR 53, in Keenesburg, Colorado.
After reviewing the application, and discussing operations with Bob Grand, the following
are the recommendations made by this Department:
1) Food shall be provided through two means:
a. Licensed concessions trucks will be provided (license information to be
provided to the health department).
b. Ice cream sales from the concession stands shall be licensed (license
application packet sent to the facility by email on Tuesday May 14, 2013).
2) Temporary hand washing stations should be located outside the portable toilets. We
recommend that there be one hand washing station for every two portable toilets
(provided the toilets are in close proximity to one another). If the portable toilets are
spread throughout the facility we recommend one hand washing facility per toilet.
Note: Item 18 of the Application for Temporary Assembly states that UNC will be
providing food service operations. This is true for the Wild Animal Sanctuary summer
safari dinners. However, as a point of clarification, UNC will not be providing food
operations for the summer concert series.

Brad, a couple of items on the Animal Sanctuary permit; They do not have ambulance services identified at this time,
they provided a contract with the Sheriffs Office for Security but the Sheriffs Office does not have a signed contract. At
this time the Sheriff's office is not planning on doing security, Mr. Craig stated they will provide the security with their
volunteers. I confirmed with Hudson Fire Chief they will have two EMT's on site for each event (not sure if this meets
what they need). I talked to Brianna this morning at the Sanctuary, she is going to talk with Mr. Craig about the Medical
capability of the trailer they will have on site, the ambulance service and clarify the security for the event.
The 5k run will take place on CR53 and they are working with Janet regarding a traffic plan.

Bethany pointed out that the special event permit lists 5,000 people expected to be at the event and the temp assembly
application lists 3,000 people to be allowed at the assembly at any one time. Can you clarify with the applicant
regarding the apparent discrepancy? Is it that that admission to the event will be cut off when 3,000 attendees are

present at any one time, but with the outflow and inflow throughout the day, 5,000 total people are expected to

Southeast Weld Fire Protection District, agrees to provide two EMT's and a Transport
Ambulance for stand-by purposes, in accordance with Weld County Code. We will tone an
additional ambulance if necessary if the need arises and make every attempt to remain on -site for
stand-by medical care treatment to the Wild Animal Sanctuary for the following dates at a rate of
$65 per hour:

Southeast Weld Fire Protection as the service. I believe Breanne (from my office) has (or will) send you the

Yes, please change it as needed. Also, we are having great difficulty with the required ambulance transport
requirements — as it seems the ambulance and paramedics in our fire district (Hudson) are not the right kind
and we have to contract out of district. This upset the local Fire Chief and seems ridiculous to us, is this really
necessary — as the Hudson unit is perfectly fine?

Hi Tammy,
We changed the beginning times to an earlier timeframe due to the one event being a run/walk event that
starts first thing in the morning — and we didn't want to make it confusing about which event started at which
time (especially since there wasn't room to elaborate on the application. We just figured it was easier to list
the entire day — rather than the 8AM to 2PM for the Run/Walk — and 3PM to 9PM for the concerts. If it's OK
to list the entire day for all the events — you have our permission to amend the application.
The same goes for the number of attendees, as we believe we'll have 3,000 for the concerts... but the
numbers will vary — like the run/walk will probably have 600... and the worst -case scenario for the concerts
might reach 5,000. We were trying to list the maximum in both situations (the times and number of people) —
so I apologize for the confusion there as well. You can amend them as needed too.
The sales tax item I'm checking with our accountant, as I believe we have a license (besides the 98 number),
and I'm waiting to hear back from her. Either way, we will obtain the license and get it to you...

Hope you had a nice weekend. We are going through your application and found a couple of items that we need
clarification on. Your temporary assembly application states hours each day of 8 am —9 pm, the special event states 10
am — 9 pm. Should these hours be the same and if so what hours would you like listed on the applications? Do I have
your permission to modify the applications to reflect the revised hours?
Next the State requires a Sales Tax ID number. A tax exempt number is not sufficient per their requirements when you
are actually making a sale. Here is the response from the state regarding this:
• With regard to Special Events and Sales Tax Licenses: We do continue to require, as
we have in the past, that the non -profits acquire a sales tax license. If they have just
the number beginning with 98-, this will not be sufficient. The applicants can apply on
line through Colorado Business Express on the Department of Revenue website. I am
told it is a fairly quick process and the cost is $8.00. I spoke with the sales tax
supervisor in order to get additional information and he explained that the applicants
can contact sales tax and get their accounts set up to where they only have to file
periodically, even to the extent that, if they only have one event a year, they will only
have to file for that month and not worry about filing zero returns the rest of the year.
This should make things easier.
