SUBJECT: PREPARATION AND PRESENTATION OF CHARTER RECOMMENDATIONS
* * * MEMO * * *
The drafting of the Home Rule Charter is tentatively scheduled to begin
March 13th, and as per our previous memo, which is herein enclosed, it is readily
apparent that all Committee Chairmen must schedule their respective coordinating
meetings immediately.
We are also enclosing a copy of the study guide that was prepared by the
Rules Committee for your reference. Please review this guide and coordinate your
efforts with its suggestions, as well as other areas you consider necessary to
complete your recommendations.
Committee Chairmen will be responsible for scheduling their coordinating
meetings with other committees, however, it is suggested that the following
Committees or a representative of these Committees inform each other of their
intentions.

1. Safety - Health - Social Services
2. Public Works - County Relations - Public Utilities
3. Public Services - Personnel
4. Finance & Taxation - County Governance - these two committees
will coordinate with all other committees.
The Charter Commission has also decided that it will submit recommendations
to the public that will involve functional aspects of its study, as well as Charter
recommendations. It should be needless to remind you that these recommendations
should also be coordinated between committees. Let us not find ourselves
submitting recommendations to the public or to the Charter that are in conflict.
It will facilitate our endeavor greatly, if conflicts were resolved by the
submission of majority reports and minority reports, that will be acted on by
the whole Commission.
All recommendations will be submitted in writing for review and debate by
the Commission. If you wish to have our staff secretary prepare your recommendations,
please submit them for typing and copying a day before the Commission meeting.
We cannot continue to request her services immediately preceeding or during the
meeting, as her normal duties will take precedence.

We would prefer however, that all Committee Chairmen or those members of
Committees who wish to submit minority reports, also utilize our staff secretary
in the preparation of these reports, in order that we might attain some degree
of uniformity in their construction.
You should consider the following outline as an example,._in the preparation
of your recommendations to the Charter Commission: PLEASE BE PRECISE' ' ' ' ' ' '
(In other words, refine your recommendations for clarity and save your reasons
and explanations for the following debate. )

Minority reports will be submitted in the same form except for authorship
and endorsement. Any one or more Committee members may submit a minority report.
Your recommendations of a functional nature to the public can be handled as
you see fit, they should however, meet the test of majority or minority and be
boiled down into a clear and concise form with explanations.
TIME IS OF THE ESSENCE' 1 '
We have no way of knowing now, just how much time the Commission will take to
debate each recommendation; yet it is necessary that we set a tentative schedule
for each Committees presentation.

SUBJECT: Drafting of Charter
You are undoubtedly aware that we will begin accepting recommendations from Committees
on March 13. The preliminary reports have been rather broad in nature and the Committees
have not made specific recommendations and we are trying to set the method in which the
Commission may receive these recommendations and draft them into the Charter in an orderly
manner.
Specifically, we can not take all of these recommendations on the first meeting night.
Therefore, we will set the following method for acceptance and referral to our Drafting
Committee: Please bear in mind that the functions of various committees overlap and
these committees must coordinate their efforts prior to the submission of their proposals.
Committee members who find themselves in disagreement may submit a minority report for
consideration by the Commission. Committees who are in disagreement with other committees
may also submit alternate proposals to the Commission. However, please have your minority
reports and/or alternative proposals prepared for consideration by the Commission in the
same manner that the majority reports and recommendations will be filed.
It will undoubtedly be necessary for us to schedule additional meetings, in order that
we might cover all of our recommendations and proposals within the alloted five weeks.
Your first recommendations from your committee, upon receipt and acceptance by the Commission
will constitute its first reading and will be in a rough draft form. In other words,
these recommendations will be introduced as an idea concept rather than as specific words
for the Charter. The recommendations will then be offered to the Drafting Committee for
refinement and specific wording. The Drafting Committee will return the proposal to the
Charter Commission for debate and revision and its acceptance will constitute the
proposals second reading. The proposals inclusion into the Charter as a whole will
constitute its third and final reading.
Minority reports will be received and voted upon by the Commission as a whole on
the first or original presentation. Minority reports will not apply thereafter.
Please do your homework and schedule all coordinating meetings prior to March 13.
