BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JUNE 17, 2013
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, June 17, 2013, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County
Commissioners meeting of June 12, 2013, as printed. Commissioner Conway seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
PRESENTATIONS:
1) RECOGNITION OF SERVICES, WORKFORCE DEVELOPMENT BOARD — ROBERT ENDYK:
Chair Garcia read the certificate into the record and thanked him for his voluntary services to the
citizens of Weld County and Commissioner Conway stated Mr. Endyk has been a valuable member of
this board.
PUBLIC INPUT: Lou Beard, County resident, spoke on the issue of subsidized mental health care in
Colorado. He said that during the meeting on June 10, 2013, Commissioner Conway erroneously
stated that the Colorado General Assembly did not increase funding for mental health; however the
governor just signed SB13-266 — Coordinated Behavioral Health Crisis Response — and H813-1296
— Civil Commitments Task Force — sponsored by Representatives Tracy Kraft -Tharp and Dave Young
and Senator Jeanne Nicholson, which will provide $20 million dollars in mental health funding. Mr.
Beard said he believes the Commissioners tend to have a negative view of the General Assembly no

matter what they do. Commissioner Conway said he had a meeting with Representative Young and
was informed that this bill had passed, but was not previously aware of it. He said they applaud
Representative Young, but wonder how much of those funds will reach Weld County. He also noted
that he asked Representative Young about the current mental health budget and how much of an
increase this was and was told that Representative Young would get back to him with that information.
Commissioner Conway shared that at the recent Colorado Counties, Inc. (CCI) meeting, he and
Commissioner Kirkmeyer stood and applauded Democratic State Senator Mary Hodge for her hard
work on the Budget Committee and support for oil and gas issues. Commissioner Conway stated, "We
are not here as 'us versus them,' anyone who works for the betterment of our community is respected
and honored. On the other hand, we will not remain silent on issues we feel are important."
Commissioner Conway invited Mr. Beard to attend a proposed upcoming meeting with Representative
Young. Mr. Beard said that he agreed with many of the Board of Commissioner's stands on issues, but
feels truth and factual accuracy are very important, because some of the people who were "in this room
that day are now misinformed". Commissioner Conway thanked Mr. Beard for his comments.
NEW BUSINESS:
1) CONSIDER STATEMENT OF GRANT AWARD FOR THE JUVENILE DIVERSION PROGRAM
AND AUTHORIZE CHAIR TO SIGN: Kirsta Britton, Director of Juvenile Diversion, District Attorney's
Office, reported that the full amount requested was not awarded due to statewide funding limitations;
therefore, the certification of match needs to be amended to reflect the lesser amount. She anticipates
a difference of $2,800, which will be covered by the new program fee. In response to Commissioner
Conway, Ms. Britton confirmed the legislature has not increased funding for juvenile diversion in several
years. Referring back to public comment, Commissioner Conway noted that this is a highly successful
program addressing mental health issues. Commissioner Conway moved to approve said statement of
grant award and authorize the Chair to sign. The motion was seconded by Commissioner Freeman,
and it carried unanimously. Commissioner Conway thanked the District Attorney's Office, stating the
program, which started in 2005, goes to the heart of the issue of reaching troubled youth.
2) ESTABLISH CHANGE FUND FOR JUVENILE DIVERSION PROGRAM: Ms. Britton explained this
request is for a petty cash fund to make change for the $50 program fee. Commissioner Rademacher
moved to correct the resolution (to name the District Attorney's Office in place of the Sheriff's Office).
Seconded by Commissioner Freeman, the motion carried unanimously. Commissioner Rademacher
moved to approve establishing said change fund, as amended. Seconded by Commissioner Freeman,
the motion carried unanimously.
3) CONSIDER TEMPORARY CLOSURE OF CR 19 BETWEEN CRS 4 AND 6: Janet Carter,
Department of Public Works, reviewed the temporary road closure for a bridge re -deck. She said staff
will be using message boards for the detour route and mag chloride for dust abatement. In response to
Commissioner Conway, Ms. Carter said that she would send Commissioner Kirkmeyer an email so she
can keep her constiuents informed. Commissioner Rademacher moved to approve said temporary
road closure. Seconded by Commissioner Conway, the motion carried unanimously.
4) CONSIDER TEMPORARY CLOSURE OF CR 88 BETWEEN CRS 43 AND 45: Ms. Carter reviewed
the temporary road closure for a culvert replacement. Commissioner Freeman moved to approve said
temporary road closure. Seconded by Commissioner Conway, the motion carried unanimously.

5) CONSIDER TEMPORARY CLOSURE OF CR 63 BETWEEN CRS 8 AND 10: Ms. Carter reviewed
the temporary road closure for two culvert replacements. Commissioner Conway moved to approve
said temporary road closure. Seconded by Commissioner Freeman, the motion carried unanimously.
Commissioners Freeman and Conway noted they have received complaints about traffic on CR 27 and
CR 25 because of the CDOT bridge closure on SH 14. Ms. Carter said her staff is consulting with
CDOT to make adjusts to that detour route and are monitoring those issues. Commissioner Freeman
and Conway noted that they had made a trip in District 1 and that there is a safety issue on CR 390
because it is a rough road. The also reported that for activities and sporting events the School District
goes 22 miles out of their way to avoid this roadway. Commissioner Conway concurred this is
something that needs to be examined due to high usage, although it probably only trips the triggers on
activity days. Ms. Carter said that this is a key topic and her staff has discussed getting a piece of
CR 390 done every year, because different areas are popular at different times, but it is not high -use
along the entire route.
6) CONSIDER PROFESSIONAL SERVICE AGREEMENT AND AUTHORIZE CHAIR TO SIGN — ERIC
MELVIN AND ANGELYNE THE AMAZING DEAF CATTLE DOG: Brad Yatabe, Assistant County
Attorney, reviewed this professional service agreement for the 2013 Weld County Fair. He explained
that the deaf dog responds to hand signals and the performance conveys a positive message about
overcoming adversity. Commissioner Conway moved to approve said agreement and authorize the
Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously.
7) CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION OF
PAY FOR MAY, 2013, AND AUTHORIZE CHAIR TO SIGN: Toby Taylor, Director of the Department of
Buildings and Grounds, reviewed the report. Commissioner Conway moved to approve said monthly
report and certification of pay and authorize the Chair to sign. The motion, which was seconded by
Commissioner Freeman, carried unanimously.
PLANNING:
1) CONSIDER VACATION OF USE BY SPECIAL REVIEW PERMIT USR-1069 — JOHN WARDLAW:
Bruce Barker, County Attorney, reviewed the letter from Mr. Wardlaw and recommended approval or
continuation. Commissioner Conway moved to approve said vacation of Use by Special Review Permit,
USR-1069. Seconded by Commissioner Rademacher, the motion carried unanimously.
BIDS:
1) PRESENT BID #B1300123, ROOF REPLACEMENT - 1400-1402 N. 17TH AVENUE BUILDINGS -
DEPARTMENT OF BUILDINGS AND GROUNDS: Trevor Jiricek, Director of General Services,
presented the bid, with eight vendors, to be brought back before the Board on July 1, 2013.
Commissioner Rademacher noted the disparity between the high and low bids.
2) APPROVE BID #61300109, ARCHITECTURAL SERVICES - SOUTH ANNEX/918 10TH ST. -
DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Jiricek said staff recommended the low bid from
Bley and Associates, which meets specifications. Mr. Taylor explained staff compared the low bid with
a hypothetical budget. He also committed to update the bid tabulation to include the additional
information requested. Commissioner Rademacher moved to approve said bid as recommended by
staff. The motion was seconded by Commissioner Conway, and it carried unanimously.
3) APPROVE BID #B1300112, HOUSING REHABILITATION/5 HOUSES IN FORT LUPTON -
DEPARTMENT OF FINANCE: Mr. Jiricek said that staff recommended accepting the low bid from
Steamway, LLC, for all five houses. Commissioner Conway moved to approve said bid, as
recommended by staff. The motion was seconded by Commissioner Freeman, and it carried
unanimously.

4) APPROVE BID #B1300120, 12' SNOW PLOW BLADES/BLADE INSERTS - DEPARTMENT OF
PUBLIC WORKS: Mr. Jiricek said that staff recommended the sole bid from Valk Manufacturing for a
total amount of $33,369.60. Commissioner Rademacher moved to approve said bid, as recommended
by staff. The motion was seconded by Commissioner Freeman, and it carried unanimously.
5) APPROVE BID #B1300127, EMULSION DUST CONTROL AGENT - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek said that staff recommended the sole bid from Cobitco, Inc., in the amount of
$59,892. This emulsion is to be used on 2013 HRP Construction Projects. Commissioner Rademacher
moved to approve said bid, as recommended by staff. The motion was seconded by Commissioner
Conway, and it carried unanimously. Mr. Jiricek noted there are four vendors in the area, but only one
bid was received.
6) APPROVE BID #B13000016, SUVS - 4X4/4 DOOR (QTY. 2) - SHERIFF'S OFFICE
(COMMANDERS): Mr. Jiricek said staff recommended the sole bid from John Elway Chevrolet in the
amount of $90,296. He noted it was necessary to solicit this bid. Commissioner Freeman moved to
approve said bid, as recommended by staff. The motion was seconded by Commissioner Conway, and
it carried unanimously.
7) APPROVE BID #61300022, 1/2 TON 4X4 EXT CAB PICKUPS (CNG) (QTY. 3) - DEPARTMENT
OF PUBLIC WORKS (ENGINEERING, GRADER & PAVEMENT MANAGEMENT DIVISIONS):
Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford in the amount of $106,962.
Mr. Jiricek noted, as relevant to all of these bids, that staff invested a significant amount of time to
examine every state bid that was available, and Elizabeth Relford, Department of Public Works,
confirmed. Commissioner Freeman moved to approve said bid, as recommended by staff. The motion
was seconded by Commissioner Conway, and it carried unanimously.
8) APPROVE BID #B1300023, LNG TRUCK TRACTORS (QTY. 2) - DEPARTMENT OF PUBLIC
WORKS (GRADER AND ROAD AND BRIDGE DIVISIONS): Mr. Jiricek said that staff recommended
the low bid from MHC — Kenworth in the amount of $442,500. This project received CMAQ funds.
Commissioner Rademacher moved to approve said bid as recommended by staff. The motion was
seconded by Commissioner Freeman, and it carried unanimously.
9) APPROVE BID #B1300024, LNG TRUCK TRACTORS (QTY. 2) - DEPARTMENT OF PUBLIC
WORKS (TRUCKING DIVISION): Mr. Jiricek said staff recommended the sole bid from MHC —
Kenworth for a total amount of $424,540. This project received CMAQ funds. Commissioner
Rademacher moved to approve said bid as recommended by staff. The motion was seconded by
Commissioner Conway, and it carried unanimously.
10) APPROVE BID #B1300026, VANS - 11 PASSENGER (QTY. 2) - DEPARTMENT OF HUMAN
SERVICES (AMERICORPS): Mr. Jiricek said staff recommended the low bid from Weld County
Garage, in the amount of $74,826. This project received CMAQ funds. Commissioner Rademacher
moved to approve said bid as recommended by staff. The motion was seconded by Commissioner
Freeman, and it carried unanimously.
11) APPROVE BID #61300084, 1 TON 4X4 STANDARD CAB DUAL WHEEL TRUCK (CNG) — TOWN
OF PIERCE: Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford in the amount of
$54,429. This project received CMAQ funds. In response to Chair Garcia, Ms. Relford confirmed that
CMAQ grant funds apply to all of these bids/vehicles at approximately 83%, and the remainder is a
local match share from the communities/districts, who take possession of their vehicle upon payment.
In response to Commissioner Conway, Ms. Relford confirmed these are a mixture of Upper and North

Front Range funds. Commissioner Conway moved to approve said bid as recommended by staff. The
motion was seconded by Commissioner Rademacher, and it carried unanimously.
12) APPROVE BID #B1300085, 1/2 TON 2X4 EXTEND CAB SHORT BOX PICKUP (CNG) (QTY. 2) —
TOWN OF PIERCE: Mr. Jiricek said staff recommended the low bid from Spradley Barr Ford in the
amount of $61,254. This project received CMAQ funds. Commissioner Freeman moved to approve
said bid as recommended by staff. The motion was seconded by Commissioner Rademacher, and it
carried unanimously.
13) APPROVE BID #B1300086, 3/4 TON 4X4 EXTEND CAB PICKUP (CNG) - TOWN OF KERSEY:
Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford. This project received CMAQ
funds, in the amount of $39,885. He noted that staff double-checked the state bid, which did not meet
specifications. Commissioner Rademacher moved to approve said bid as recommended by staff. The
motion was seconded by Commissioner Conway, and it carried unanimously.
14) APPROVE BID #61300087, 3/4 TON 4X4 CREW CAB PICKUPS (CNG) (QTY. 2) -
PLATTEVILLE-GILCREST FIRE PROTECTION DISTRICT: Mr. Jiricek said staff recommended the
low bid from Weld County Garage for a total amount of $85,257. This project received CMAQ funds.
Commissioner Rademacher moved to approve said bid as recommended by staff. The motion was
seconded by Commissioner Conway, and it carried unanimously.
15) APPROVE BID #B1300088, 1 TON 4X4 CREW CAB WHEEL SHORT BASE TRUCK (CNG) -
AULT-PIERCE FIRE PROTECTION DISTRICT: Mr. Jiricek said that staff recommended the low bid
from Weld County Garage, with all options, for a grand total of $52,837. This project received CMAQ
funds. Commissioner Conway moved to approve said bid. The motion was seconded by Commissioner
Rademacher, and it carried unanimously.
16) APPROVE BID #B1300089, SUV-LARGE 4X4 VEHICLE (CNG) - PLATTE VALLEY FIRE
PROTECTION DISTRICT: Mr. Jiricek said staff requested that this bid be continued until Wednesday,
June 19, 2013, as Ms. Relford is still soliciting bids for this vehicle. Ms. Relford explained these are
'pull vehicles' and if the dealers don't claim them immediately, they could be sold to someone else;
however, it takes time for the fire district to review the available vehicles. She noted that the vehicle
currently available is higher -end, and staff will try to determine in the next couple days if it is approved.
Commissioner Conway moved to continue the matter to Monday, June 24, 2013, but noted the bid may
be addressed on Wednesday if that is more expedient. Seconded by Commissioner Rademacher, the

17) APPROVE BID #61300090, 3/4 TON CREW CAB PICKUP (CNG) - DEPARTMENT OF PUBLIC
WORKS (MAINTENANCE DIVISION): Mr. Jiricek said staff recommended the low bid from Spradley
Barr Ford in the amount of $44,349. This project received CMAQ funds. Commissioner Conway
moved to approve said bid as recommended by staff. The motion was seconded by Commissioner
Rademacher, and it carried unanimously.
18) APPROVE BID #B1300091, 1 TON 4X4 STANDARD CAB DUAL WHEEL TRUCK - (CNG) -
TOWN OF KEENESBURG: Mr. Jiricek said staff recommended the lowest qualifying bid which met all
specifications from Spradley Barr Ford in the amount of $53,963. This project received CMAQ funds.
He noted that the bid from Weld County Garage did not meet specifications due to the gross vehicle
weight rating (GVWR). Commissioner Conway moved to approve said bid as recommended by staff
and the Town. The motion was seconded by Commissioner Freeman, and it carried unanimously.

19) APPROVE BID #B1300092, 3/4 TON 4X4 EXTEND CAB LONG BED PICKUP - (CNG) - TOWN
OF KEENESBURG: Mr. Jiricek said the Town of Keenesburg recommended the sole bid from
Spradley Barr Ford in the amount of $50,571. This project received CMAQ funds. Commissioner
Freeman moved to approve said bid as recommended by staff and the Town. The motion was
seconded by Commissioner Rademacher, and it carried unanimously.
20) APPROVE BID #B1300093, 3/4 TON 4X4 EXTEND CAB PICKUP (CNG) - TOWN OF HUDSON:
Mr. Jiricek said staff recommended the low bid from Spradley Barr Ford in the amount of $43,867. This
project received CMAQ funds. Commissioner Rademacher moved to approve said bid as
recommended by staff. The motion was seconded by Commissioner Conway, and it carried
unanimously.
21) APPROVE BID #B1300094, 1/2 TON 4X4 CREW CAB PICKUP (CNG) - TOWN OF HUDSON:
Mr. Jiricek said staff recommended the low bid from Spradley Barr Ford in the amount of $39,227. This
project received CMAQ funds. Commissioner Conway moved to approve said bid. The motion was
seconded by Commissioner Freeman, and it carried unanimously.
22) APPROVE BID #61300095, 1 TON 4X4 STANDARD CAB REAR WHEEL TRUCK - (CNG) —
TOWN OF PLATTEVILLE: Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford in
the amount of $56,539. This project received CMAQ funds. Commissioner Conway moved to approve
said bid as recommended by staff. The motion was seconded by Commissioner Freeman, and it
carried unanimously.
23) APPROVE BID #B1300096, 1/2 TON 4X4 EXTEND CAB PICKUP (CNG) — TOWN OF
PLATTEVILLE: Mr. Jiricek said staff recommended the low bid from Spradley Barr Ford in the amount
of $36,061. This project received CMAQ funds. Commissioner Freeman moved to approve said bid as
recommended by staff. The motion was seconded by Commissioner Rademacher, and it carried
unanimously.
24) APPROVE BID #61300097, 3/4 TON 4X4 EXTEND UTILITY BED PICKUP- (CNG) - TOWN
OF GILCREST: Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford in the amount
of $43,356. This project received CMAQ funds. A motion was made to approve said bid as
recommended by staff. The motion was seconded, and it carried unanimously.
25) APPROVE BID #B1300098, LIQUEFIED NATURAL GAS (LNG) — A & W WATER: Mr. Jiricek
said A&W Water Service, Inc., recommended the second low bid from MHC — Kenworth, in the amount
of $238,300, noting that the low bid from Rush Truck Center of Colorado did not meet specifications
due to the rear wheel suspension. Commissioner Rademacher moved to approve said bid as
recommended by staff for the reason stated. The motion was seconded by Commissioner Conway,
and it carried unanimously.
26) APPROVE BID #B1300099, SUV/FULL SIZED - EVANS FIRE PROTECTION DISTRICT:
Mr. Jiricek said staff requested a continuation of this bid to Monday, June 24, 2013. Commissioner
Conway moved to grant the continuance as requested. The motion was seconded by Commissioner
Rademacher, and it carried unanimously.
27) APPROVE BID #B1300100, 1/2 TON 4X4 EXT CAB SHORT BOX PICKUP - TOWN OF
LASALLE: Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford, in the amount of
$35,975. This project received CMAQ funds. Commissioner Conway moved to approve said bid. The
motion was seconded by Commissioner Freeman, and it carried unanimously.

28) APPROVE BID #B1300101, SUV - FULL SIZED - MOUNTAIN VIEW FIRE PROTECTION
DISTRICT: Mr. Jiricek said staff was requesting a continuance until Monday, June 24, 2013.
Commissioner Conway moved to approve the continuance as recommended by staff. The motion was
seconded by Commissioner Rademacher, and it carried unanimously.
29) APPROVE BID #B1300102, 1/2 TON 4X4 EXT CAB LONG BOX PICKUP (QTY. 3) - TOWN OF
MILLIKEN: Mr. Jiricek said staff recommended the sole bid from Spradley Barr Ford. This project
received CMAQ funds in the amount of $108,609. Commissioner Rademacher moved to approve said
bid as recommended by staff. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
30) APPROVE BID #B1300103, VAN - 7 PASSENGER - TOWN OF MILLIKEN: Mr. Jiricek said staff
recommended accepting the sole bid from Weld County Garage in the amount of $37,423. This project
received CMAQ funds. Commissioner Freeman moved to approve said bid as recommended by staff.
The motion was seconded by Commissioner Conway, and it carried unanimously.
31) APPROVE BID #B1300104, 1/2 TON 4X4 - 4 DOOR CREW CAB SHORT BOX PICKUP -
DEPARTMENT OF PUBLIC WORKS (MOTOR POOL): Mr. Jiricek said staff recommended the sole
bid from Spradley Barr Ford, in the amount of $38,875. This project received CMAQ funds.
Commissioner Rademacher moved to approve said bid as recommended by staff. The motion was
seconded by Commissioner Conway, and it carried unanimously.
32) APPROVE BID #61300105, 1/2 TON 4X4 EXT CAB SHORT BOX PICKUP - DEPARTMENT OF
PUBLIC WORKS (ROAD AND BRIDGE DIVISION): Mr. Jiricek said staff recommended the sole bid
from Spradley Barr Ford in the amount of $35,893. This project received CMAQ funds. Commissioner
Freeman moved to approve said bid as recommended by staff. The motion was seconded by
Commissioner Conway, and it carried unanimously.
33) APPROVE BID #B1300106, LNG TRUCK TRACTOR — A & W WATER: Mr. Jiricek said A&W
Water Service, Inc., recommended accepting the sole bid from MHC — Kenworth, in the amount of
$238,830. This project received CMAQ funds. Commissioner Conway moved to approve said bid as
recommended by staff. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
34) APPROVE BID #B1300107, LNG TRUCK TRACTOR - DAIRY FARMERS OF AMERICA:
Mr. Jiricek said staff recommended accepting the sole bid from MHC — Kenworth, in the amount of
$227,035. This project received CMAQ funds. Commissioner Freeman moved to approve said bid as
recommended by staff. The motion was seconded by Commissioner Conway, and it carried
unanimously.
35) APPROVE BID #61300108, LNG TRUCK TRACTOR - NORTHERN PLAINS TRUCKING:
Mr. Jiricek said staff recommended accepting the sole bid from MHC — Kenworth, in the amount of
$238,830. This project received CMAQ funds. Commissioner Freeman moved to approve said bid as
recommended by staff. The motion was seconded by Commissioner Conway, and it carried
unanimously.
Commissioner Conway thanked Ms. Relford, Mr. Jiricek and Barbara Connolly, Controller, for their hard
working getting a fair price on these vehicles for the benefit of Weld County taxpayers.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
