BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
FEBRUARY 13, 2013
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, February 13, 2013, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner William F. Garcia, Chair
Commissioner Douglas Rademacher, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer

e MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of February 11, 2013, as printed. Commissioner Rademacher seconded the
motion, and it carried unanimously.
L AMENDMENTS TO AGENDA: There were no amendments to the agenda.
10 PUBLIC INPUT: Doug Meyer, County resident, spoke regarding his opposition the Colorado
legislature's current stance on gun rights, and the Colorado Oil and Gas Conservation Commission's
recent ruling. Commissioner Conway spoke to both of these issues.
ri CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as
printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
ID PRESENTATIONS:
RECOGNITION OF SERVICES, NORTH COLORADO MEDICAL CENTER BOARD OF TRUSTEES —
DR. RYAN MAYEDA: Chair Garcia read the certificate into the record, and thanked Dr. Mayeda for his
services. Commissioner Conway described Dr. Mayeda's extensive community involvement and
expressed appreciation for his service to Weld County.
▪ COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer met last Thursday with
with a group of citizens in Kersey (Platte Valley) who are looking to create a recreational district and
build a recreational facility with Conservation Trust Fund dollars. She also attended the Child Welfare
Allocation Committee meeting yesterday, and spent time with Reggie Bicha, Executive Director of the

Department of Human Services; the Governor had press conference announcing his 2.0 plan -
proposing legislation that includes a statewide hotline (which the Commissioners should be involved in)
and implementation of the 4E waiver which may have some impact to Weld County. Commissioner
Kirkmeyer reported that the Home Nurse Visitor Program was also discussed, and another program
called Safe Kids (a prevention program with additional funds). Commissioner Conway reported that the
North Front Range Metropolitan Planning Organization (NFRMPO) and they thanked the board for their
long-term commitment to improvements on Weld County Road 49, also got an update from Johnny
Olsen regarding CRs 392 and 23 and he has assured us that he will try to expedite requirements still
pending and that the remaining issues to be resolved by CDOT will not impact Weld COunty.
El BIDS:
APPROVE BID #B1300032, ROAD BASE SUPPLY - CLASS 6 - DEPARTMENT OF PUBLIC WORKS:
Trevor Jiricek, Director of General Services, reported that staff recommended the bid be awarded to
three different vendors: J-2 Contracting Company, Martin Marietta Materials, and L.G. Everist, Inc.,
which made more fiscal sense because the proximity of sites to vendors substantially reduced
transportation costs. Josh Holbrook, Department of Public Works, was present to answer questions
from the Board. Commissioner Rademacher moved to approve the bids. Commissioner Conway
seconded the motion, and it carried unanimously.
PRESENT BID #6130035, 2013 DUST PALLIATIVE SUPPLY - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek said a work session would be scheduled to discuss the two bids. Representative
Tim Pike, of Envirotek Services, Inc., presented to the Board the potential benefits of choosing his
company even though their bid was somewhat higher (including savings due to SW corner proximity)
and also mentioned his company's 23 years of involvement in the County. This bid will be brought back
before the Board for approval on February 27, 2013.
El OLD BUSINESS:
CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES AND AUTHORIZE CHAIR TO SIGN -
SUSAN BJORLAND: Judy Griego, Director of the Department of Human Services, reviewed the terms
of the agreement and explained the scope of Ms. Bjorland's services in 'human capital management'
for 2013. Chair Garcia clarified that the County is not entering additional liability as far as worker's
compensation. Commissioner Rademacher moved to approve the agreement. Commissioner Conway
seconded the motion, and it carried unanimously.
CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES AND AUTHORIZE CHAIR TO
SIGN - MARILYN MARRS: Ms. Griego reviewed the terms of the agreement and informed the Board
that Ms. Marrs provides consultation and support in training, specifically issues that arise in the area of
communication between supervisors and employees. Commissioner Conway moved to approve the
agreement. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
