Signs warning the public that the site is a wastewater treatment facility shall be placed on all sides of the facility. One iden- tification sign shall be placed on the southerly side of the facility. The maximum area of the identification sign shall be 15 square feet. All warning signs shall be of sufficient size to be read at a distance of 200 feet. 10. Fencing around the perimeter of the site presently exists. Up- grading of the present fence shall be done if so required by the State of Colorado, Health Department. 11 . All design and construction shall conform to applicable local , state and national codes. 12. Operation and maintenance of the proposed facility shall be per- formed by an individual licensed by the State of Colorado to perform said work. The individual hired to perform said work will be on a part-time basis and will be required to make daily inspec- tions of the facility. 13. Proposed time schedule for upgrading of the facility is: Commence construction -- March 1 , 1977 Complete construction -- September 1 , 1977 Operational status attained -- November 1 , 1977 Schedule is subject to availability of financing. 14. Financing of proposed improvements is to be by means of a grant from the Environmental Protection Agency in the amount of 80 percent of the total cost of the project. The balance of the project cost is to be paid for by the Hudson Sanitation District. 2 of 2 J Factors in Considering the Special Use Permit Request for Upgrading of Existing Wastewater Treatment Facilities of the Hudson Sanitation District 1 . The facility presently exists. No expansion of the present facility is proposed; only upgrading of the existing facility. The surrounding area is presently in agriculture use. The proposed facility will not encroach on any agricultural use and may prove beneficial to downstream water users. 2. Upgrading of this facility is required in order to comply with national wastewater effluent standards. 3. The proposed facility will enable development to occur within the sanitation district. Whether or not growth within the District will occur, the quality of development and the rate that growth may occur is not a function of the District. The District was formed to provide the service of treating waste water. The existing facility does not meet existing and proposed effluent standards. Capacity will be built into the facility to provide for an estimated amount of growth within the District. 4. The facility existed prior to formation of the comprehensive master plan and is a part of the master plan. Any development which may occur adjacent to this site will in all probability take into con- sideration this facility. 5. The proposed upgrading of this facility will have little or no effect on the existing streets and utilities in the area. All existing streets and utilities are adequate for use with the upgraded facility. Improvement of the existing system is necessary in order for the district to consistently comply with the state standards and their National Pollutant Discharge Elimination System Permit. A preliminary evaluation of the existing wastewater treatment facility has been completed (refer to attached report) . Recommendations for up- grading the existing waste stabilization lagoon system includes modi- fying the existing facility to a two stage aerated treatment facility and the installation of filtration and chlorination facilities. The Hudson Sanitation District will be applying to the Division of Local Government to obtain financial assistance for completing the proposed modifications. No major industries are currently served. Domestic wastewater discharged to the Hudson Sanitation District's sanitary sewer collection system flows by gravity to a three (3) cell waste stabili- zation lagoon treatment facility. Two of the cells which are only operated in parallel provide primary treatment. Flow from both of the primary cells discharge to the third cell for additional treatment with final discharge to the Beebe Seep Canal . Chlorination of the final effluent is not currently being accomplished. The elevation differential between the primary cells and the gravity sewer line is not sufficient to allow the latter portion of the collection system to properly drain. Wastewater from the primary cells periodically backs up approximately 1100 lineal feet of sewer line, thus resulting in additional operational and maintenance problems for the plant operator. Since the existing treat- ment facility is a two-stage wastewater stabilization lagoon system, the maximum design capacity of the system, in terms of pounds of 5-day biochemical oxygen demand per day (lbs. BOD5/Day) and in terms of population equivalence, can be determined by using the organic loading of 60.0 lbs. BOD5 per acre of primary cell water surface and a per capita discharge loading of 0.20 lbs. BOD5 per day. Based upon this design criteria, the treatment facility can theoretically treat approximately 133 lbs. of BOD5 per day which is equivalent to a population of 663 persons. Therefore, the present treatment facility is currently operating close to maximum capacity. According to the current policies of the Colorado State Department of Health, plans should be under development for expanding the present facility. Properly designed and operated waste stabilization lagoons have previously provided an acceptable degree of treatment for many communities. The degree of treatment has fluctuated seasonally with the highest degree obtained during the winter months. Although the abundant algae growths occurring in thelagoons during the summer result in supersaturated levels of oxygen, the discharge of the algae growths in the lagoon effluent in- crease the color and suspended solids concentration of the effluent. With the adoption, June 1973, of stricter effluent standards by the Colorado Water Quality Control Commission, and the issuance of the NPDES Discharge Permits, additional treatment facilities must be added to waste stabili- zation lagoon systems in order for communities to be in compliance with the new effluent limitations. 2 NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT NUMBER CO-0029581 According to the permit section of the Colorado State Department of Health, the district's National Pollutant Discharge Elimination System (NPDES) Permit Number CO-0029581 , issued August 13, 1975, has established effluent limitations to be effective June 1 , 1976. The field investigation consisted of twelve test borings taken to a depth of 10 feet to determine critical soils properties and groundwater proximity. A complete log of the boring operations including visual classification of each soil , location of soil changes, and water table measurements is included within the attached report. The subsurface soils encountered were considered to be fairly uniform consisting of more than 10 feet of sandy clay to clayey sand. The per- centage of sand encountered was variable with no distinct stratification. The depth of groundwater varied in the test holes from 4.0 feet to 8.5 feet below the ground surface. 5 ALTERNATIVES FOR UPGRADING WASTEWATER TREATMENT FACILITY In accordance with our preliminary evaluation of the existing wastewater treatment facility, we have concluded that the existing facility is operating close to design capacity and is not capable of continually complying with the June 1 , 1976 effluent limitations. Compliance with the June 1 , 1976 effluent limitations could be obtained by either replacing the existing treatment facility with a mechanical type system or by modifying the existing treatment facility. However, mechanical treatment facilities such as oxidation ditches, extended aeration and/or contact stabilization systems for the Hudson Sanitation District are not considered as viable alternatives for improving the quality of the final effluent and for providing increased treatment capacity for the following reasons: 1 . The district currently has an initial investment within the wastewater stabilization lagoon system which would be lost if the system was abandoned for a mechanical treatment facility. 2. Wastewater stabilization lagoon systems can be upgraded to comply with the current most stringent effluent limitations being enforced by the Colorado State Department of Health. 3. Aerated wastewater stabilization lagoon systems require less maintenance, supervision and operation than mechanical treat- ment facilities. 4. Aerated wastewater stabilization lagoon facilities are usually less expensive to operate and maintain than mechanical treat- ment facilities. 6 5. Equivalent-sized mechanical treatment facilities are usually required by the Colorado State Department of Health to be supervised by a certified operator with a higher level of certification than aerated wastewater stabilization lagoon systems. Modification of the existing two-cell wastewater stabilization lagoon system to a multiple stage (two, three, or four stage) aeration treatment facility with filtration and chlorination facilities would provide the following: 1 . Upgrade the quality of the present final effluent to comply with the June 1 , 1976 effluent limitations. 2. Increase the capacity of the existing treatment facility. The degree of increase will depend upon the number of stages developed within the existing facility. 3. Provide for additional expansion if only the two or three stage aeration system is initially constructed. Modification of the existing treatment facility to a four (4) stage aeration system was not specifically evaluated within this report due to the excdssive expansion capacity that would be provided and the additional earth costs which would be required to divide cell number three (3) into two cells. However, modification of the existing facility to a three (3) stage aeration treatment system could be accomplished as follows to provide an estimated maximum design capacity of approximately 4,470 population equivalent: 1 . Install lift station ahead of cells number 1 and 2 to provide adequate drainage of the existing collection system and to pump wastewater from the wet well to either cell number 1 or 2. 7 2. Establish the normal flow through pattern as follows (refer to Appendix) : lift station, cell number. 1 , cell number 2, cell number 3, rock filter, chlorination facility, flow measuring facility and final discharge to the Beebe Seep Drain. 3. As a result of the subsurface soil investigation, raise the existing elevation of all berms one (1 ) foot to obtain a five (5) foot water depth in each cell in lieu of excavating each cell one (1 ) foot. 4. Replace the existing eight (8) inch equalizer pipe between cell number 1 and cell number 2 with a larger equalizer pipe. 5. Install equalizer pipe between cell number 2, the rock filter, and cell number 3. 6. Construct rock filter, chlorination, and flow measuring facilities. 7. Install aeration equipment within each cell . As an alternative, modification of the existing facility to a two (2) stage aeration treatment system with filtration and chlorination facilities may be completed to provide an estimated treatment capacity of approximately 1970 population equivalent. The modifications required would be as follows: 1 . Install lift station ahead of cells number 1 and number 2 to provide adequate drainage of the existing collection system and to pump wastewater from the wet well to either cell number 1 or number 2. 2. Establish the normal flow through pattern as follows (refer to Appendix) : lift station, cell number 1 , cell number 2, rock filter, 8 chlorination facility, flow measuring facility, and final discharge to the Beebe Seep Drain. 3. Utilize cell number 3 for storage of final discharge until needed for future expansion. 4. Raise the existing elevation of all berms one (1 ) foot in order to provide for a five (5) foot water depth in each cell . 5. Replace the existing eight (8) inch equalizer pipe between cell number 1 and cell number 2 with a larger equalizer pipe. 6. Install equalizer pipe between cell number 2, the rock filter, and cell number 3. 7. Construct rock filter, chlorination and flow measuring facilities. 8. Install aeration equipment within each cell (number 1 and number 2) . For the district's review and comparison, a cost analysis of the proposed alternatives has been provided in the following section. 9 FINANCIAL ANALYSIS OF PROPOSED MODIFICATIONS ' The following cost figures are estimated values based upon the preliminary investigation. These values, reflecting current construction costs, may change during the final design. All other engineering costs were estimated on an hourly rate. Financial assistance is available from the State of Colorado. Municipalities under 5,000 population may submit an "Application for State Grant for Sewer- age Works for Jurisdiction of 5,000 Population or Less" to the Division of 11 Local Government, Denver, Colorado. This new program, effective July 1 , 1974, was designed to provide financial assistance to small communities for upgrading their wastewater treatment facilities to comply with the Colorado Department of Health's and the Environmental Protection Agency's effluent limitations. Prior to this new program, any community within the State of Colorado could obtain a state grant of 25% of the cost of an eligible wastewater treatment facility project. However, this assistance was not sufficient to allow smaller communities to upgrade their wastewater treatment facilities. Under this new grant program, the Division of Local Government can authorize a grant greater than 25% based on the fiscal needs of the community. The portion of the proposed project to be financed by the Hudson Sanitation District cannot be determined until the grant application to the Division of Local Government or the Colorado Department of Health has been reviewed by the said agency. 12 CONCLUSIONS AND RECOMMENDATIONS The existing wastewater treatment facility was sufficiently serving the Hudson Sanitation District until the revision of the State's "Effluent Standards", June 1973, and the Environmental Protection Agency's "Authorization to Discharge Under the National Pollutant Discharge Elimination System", issued August 1975. As discussed within the previous sections , several alternatives available for complying with the June 1 , 1976 effluent limitations and for in- creasing the treatment capacity of the existing system are: 1 . Replace the existing treatment system with a mechanical treatment facility, or; 2. Modify the existing wastewater treatment facility to a multiple stage aeration treatment system and add filtration and chlorination facilities. The evaluation of both alternatives supports our recommendation that the board should proceed with the modification of the existing treatment . system to a multiple stage aeration system with filtration and chlor- ination facilities in lieu of replacing the existing system with a mechanical treatment facility. Since the modification of the existing system to either a three (3) or four (4) stage aeration system would provide an excessive capacity beyond normal growth for the next fifteen (15) to twenty (20) years, recommend that the Hudson Sanitation District proceed to upgrade the existing system to a two (2) stage aeration system with filtration and chlorination facilities. This improvement would increase the existing capacity from a population equivalent of 600 to a population equivalent of 1970 and 13 would upgrade the quality of the final effluent to comply with the June 1 , 1976 effluent limitations. The purpose of this investigation was to obtain soils property and water table data necessary for the design and construction of improvements to the existing sewage disposal lagoons. The conclusions and recommendations presented in this report are based upon analysis of field data and experience with similiar soils in the general vicinity. FIELD INVESTIGATION The field investigation consisted of twelve test borings taken to a depth of 10 feet to determine critical soils properties and ground water proximity. All borings were advanced with a 3-inch power auger. A complete log of the boring operation is shown on the attached plate and includes visual classification of each soil , location of soil changes, and water table measurements. Water table measurements were taken 1 July. 1975. LABORATORY TESTING Extensive laboratory testing was not undertaken. Tests included those necessary to verify visual classification of soils from the test borings. SUBSURFACE SOIL CONDITIONS The subsurface soils encountered were considered to be fairly uniform consisting of more than 10 feet of sandy clay to clayey sand. The per- centage of sand encountered was variable with no distinct stratification. The soils encountered in the test borings in the lagoon embankments were very similiar to the soils encountered in undisturbed strata. The soil 1 encountered in test boring 12 was fill over sewage lagoon abandoned during construction of State Highway 52. Due to the location of the site and the nature of the soils encountered, we would expect some seasonal fluctuation in ground water elevation. The quantity of water in the lagoons and irrigation east of the site will be contributing factors to the ground water elevation. Following is the water table elevation in the test borings on 1 July 1975: Test Depth to Water Test Depth to Water 1 8.5' 7 6.5' 2 7' 8 4.5' 3 6.3' 9 1 .6' 4 5' 10 5' 5 4.2' 11 4.7' 6 4' 12 5' Some of the soil encountered in test borings 2, 7, 10, and 12, was stained from septic wastes percolating through the area. CONCLUSIONS AND RECOMMENDATIONS The sandy clay encountered on the site is suitable for the construction of compacted embankments for sewage lagoons. The embankments should be compacted at optimum moisture or above to 95% of maximum density as deter- mined by A. S. T. M. Standard Test D698. (See Appendix A. ) Because of the high permeability of the soils, it may be necessary to line the ponds with an impermeable zone or membrane. The lining should be designed to prevent infiltration from the high ground water as well as seepage from the lagoons. Further testing will be necessary to determine the permeability of the existing lagoons, and the permeability of the undisturbed soils. The high ground water may cause some difficulties during construction. It may be necessary to de-water the site during construction. 2 In the course of preparing this report, every effort was made to determine the subsurface soil conditions at the site. It is, of course, necessary to interpolate between test borings. Since soil conditions have been known to change radically within short distances, we recommend that a soils engineer inspect the site frequently during construction. APPENDIX A Suggested Specifications for Placement of Compacted Earth Fills and/or Backfills. GENERAL A soils engineer shall be the owner's representative to supervise and control all compacted fill and/or compacted backfill placed on the project. The soils engineer shall approve all earth materials prior to their use, the methods of placing, and the degree of compaction obtained. A certificate of approval from the soils engineer will be required prior to the owner's final acceptance of the filling operations. MATERIALS The soils used for compacted fill beneath interior floor slabs and backfill around foundation walls shall be impervious and non-swelling for the depth shown on the drawings. No material shall be placed in the fill having a maximum dimen- sion of six inches or greater. All materials used in either compacted fill or compacted backfill shall be subject to the approval of the soils engineer. PREPARATION OF SUBGRADE All topsoil and vegetation shall be removed to a depth satisfactory to the soils engineer before beginning preparation of the subgrade. The subgrade surface of the area to be filled shall be scarified to a minimum depth of six inches , moistened as necessary, and compacted in a manner specified below for the sub- sequent layers of fill . Fill shall not be placed on frozen or muddy ground. PLACING FILL No sod, brush , frozen material or other deleterious or unsuitable material shall be placed in the fill . Distribution of material in the fill shall be such as to preclude the formation of lenses of material differing from the surrounding material . The materials shall be delivered to and spread on the fill surface in such a manner as will result in a uniformly compacted fill . Prior to compacting, each layer shall have a maximum thickness of eight inches ; and its upper surface shall be approximately horizontal . MOISTURE CONTROL The fill material in each layer, while being compacted, shall as nearly as practi- cal contain the amount of moisture required for optimum compaction; and the moisture shall be uniform throughout the fill . The contractor may be required to add necessary moisture to the backfill material in the excavation if, in the opinion of the soils engineer, it is not possible to obtain uniform moisture content by adding water on the fill surface. If, in the opinion of the soils engineer, the material proposed for use in the compacted fill is too wet to permit adequate compaction , it shall be dried in an acceptable manner prior to placement and compaction. I COMPACTION When an acceptable, uniform moisture content is obtained, each layer shall be compacted by a method acceptable to the soils engineer and as specified in the foregoing report as determined by the standard Proctor test (ASTM D698) . Compaction shall be performed by rolling with approved tamping rollers , pneumatic tired rollers , three-wheel power rollers , or other approved equipment well-suited to the soil being compacted. If a sheeps-foot roller is used, i.t shall be provided with cleaner bars so attached as to prevent the accumulation of material between the tamper feet. The rollers should be so designed that the effective weight can be increased. MOISTURE - DENS I T Y DETERMINATION Samples of representative fill materials to be placed shall be furnished by-the contractor to the soils engineer for determination of maximum density and optimum moisture for these materials. Tests for this determination will be made using methods conforming to requirements of ASTM D698. Copies of the results of these tests will be furnished to the contractor. These test results shall be the basis ; of control for compaction effort. DENSITY TESTS The density and moisture content of each layer of compacted fill will be determined by the soils engineer in accordance with ASTM D1556 or D2167. Any material found to not comply with the minimum specified density shall be recompacted until the required density is obtained.
