COMMISSIONERS
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter, Monday, April 15, 2013, at the Weld County Administration Building, Greeley,
CO.
ROLL CALL: The meeting was called to order by Councilman Don Mueller and on roll call the
following members were present, constituting a quorum of members thereof:
Councilman Don Mueller
Councilwoman Marge Klein -Excused
Councilman Brett Abernathy
Councilman Bernard C. Kinnick
Councilman Jeffrey Hare
Also present: Weld County Assessor Christopher M. Woodruff and Karleen Watson, Council
Secretary.
APPROVAL OF AGENDA: Councilman Kinnick made a motion to approve the April 15, 2013
minutes. The motion was seconded by Councilman Hare and carried.
APPROVAL OF MINUTES: Councilman Hare made a motion to approve the March 18, 2013
minutes. The motion was seconded by Councilman Abernathy and carried.
APPROVAL OF DOCUMENTATION: Councilman Kinnick made a motion to approve the
2013 1st Quarter Report to the People. The motion was seconded by Councilman Abernathy
and carried.
REIVEW PROGRAM: Christopher Woodruff advised the Council that 2013 is a year of
reappraisal which is done in odd years. Mr. Woodruff described that the Assessor's job is to
fairly estimate property taxes. Mr. Woodruff provided the basic property tax formula which is
the actual value multiplied by the assessment rate equals the Assessed Value. That number is
then multiplied by aggregate mills which equal the tax: Mr. Woodruff stated the assessment
rates for the following:
Vacant Land
Residential
Commercial
Industrial
Oil & Gas
SA

Mr. Woodruff provided the 2013 Reappraisal Forecasts for 2014 Collections/Budgets:
Vacant Land down
Commercial/ Industrial values flat to slightly up
Residential generally flat
Ag Land up
Oil & Gas (expect increase)
Overall County Values Up (depends on O&G).
Mr. Woodruff stated that overall county values are up.
Coming up next for the Assessor's office for 2013 are the following:
May 1, 2013 Real Property NOV's
May 1 -June 1 Protest Period
June 15, 2013 O&G and PP NOV's
July 10 -Aug 5 CBOE Appeals
August 25, 2013 Preliminary Certification of Values
Mr. Woodruff provided the 2012 tax revenue percentages per district as follows:
Schools - 40.01%
County - 24.15%
Special - 9.76%
Soil - 18%
Water - 2.55%
Fire - 8.91%
Junior College - 7.66%
Cities 6.78% (most districts)
Other Districts: (over 300 taxing authorities)

PUBLIC COMMENT: None at this time.
OLD BUSINESS: Following is a motion made after discussion of term limitations of elected
officials:
A motion was made by Councilman Abernathy to request President Mueller to prepare a letter
to the Board of County Commissioners requesting that the Commissioners begin to address
the "fourth term" eligibility issue of John Cooke and Steve Moreno for the 2014 primary and
general elections. The motion was seconded by Councilman Hare. Councilman Abernathy
then amended the motion to include that the letter would be circulated within Council for input
and be presented to the Commissioners by Monday April 22nd
The amendment was seconded by Councilman Kinnick and then carried. The amended motion
was then unanimously approved.
