BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
OCTOBER 14, 2013
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, October 14, 2013, at the hour of 9:00 a.m.
a ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner William F. Garcia, Chair
Commissioner Douglas Rademacher, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Susan Brown
Director of Finance and Administration, Monica Mika
El MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of October 9, 10, and 11, 2013, as printed. Commissioner Freeman seconded
the motion, and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as
printed. Commissioner Conway seconded the motion, and it carried unanimously.
a PUBLIC INPUT: No public input was given.
BIDS:
le 1) PRESENT BID #B1200176, TAX NOTICES AND ENVELOPES - TREASURER'S OFFICE:
Marcia Walters, Purchasing Department, reported there are five vendors and this item will be brought
before the Board with a staff recommendation for approval on October 28, 2013. In response to
Commissioner Conway, Ms. Walters said some of the vendors apparently did not understand that
postage was supposed to be included in the bid, so those totals will be corrected.
NEW BUSINESS:
le 1) CONSIDER THREE-YEAR PLAN FOR CORE SERVICES PROGRAM AND AUTHORIZE
CHAIR TO SIGN: Judy Griego, Director of Human Services, stated the allocation is $2,219,288.00 and
this year the plan will cover some of the costs for parent education staff, in addition to home -based

intervention, intensive family therapy, sex -abuse treatment, day treatment, life skills, special economic
assistance, mental health treatment, and substance abuse treatment services to children and families
covered under the child -welfare system. In response to Commissioner Kirkmeyer, Ms. Griego said the
allocation is the same as last year, with no increase, and over this three-year period, if there are over -
expenditures, the department can pull funds from the child welfare allocation. She noted that last year
there were unexpended funds, so this year those were reallocated to the parent education program.
Commissioner Kirkmeyer moved to approve said plan and authorize the Chair to sign. The motion was
seconded by Commissioner Rademacher, and it carried unanimously.
lE 2) FINAL READING OF CODE ORDINANCE #2013-8, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 10 SOCIAL SERVICES, OF THE WELD COUNTY
CODE: Bob Choate, Assistant County Attorney, introduced the ordinance. Commissioner Rademacher
moved to read by title only. The motion was seconded by Commissioner Conway, and it carried
unanimously. Bruce Barker read the title for the record, and reported no changes since the last
reading. Commissioner Kirkmeyer moved to approve said code ordinance on final reading. Seconded
by Commissioner Conway, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2013-8 was approved on second reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
