Regards, Nineteenth Judicial District Local Security Team Nineteenth Judicial District Local Security Team 2013 Grant Request for Calendar Year 2014 The Nineteenth Judicial District has an organized a Local Security Team that meets four to seven times per year. It is comprised of members representing the Nineteenth Judicial District Courts and Probation, District Attorney's Office, Weld County Government and Weld County Sheriff's Office. The LST agreed to have the state conduct a security assessment of the Court Complex in March 2009. Based upon this initial review and emerging security concerns, the LST collaboration develops and prioritizes responses and requests to address legitimate security needs. The following request outlines, in order of priority, the equipment requested by the Nineteenth Judicial District LST in the 2013 Grant request. Steps LST has implemented: Since the inception of the Weld County LST, its cooperating groups collectively have implemented varying strategies to heighten security. The following is a summary of some of the more significant changes specific to the LST activities: • Emergency evacuation procedures have been developed. Employees have received mandatory training on evacuation procedures. • An emergency evacuation drill was conducted within the last year. • Every division participates in scenario training specific to that division. Security screening station protocols have been enhanced. Training and communication with security guards has been significantly improved. • Upgrades and enhancements to panic buttons have been installed. • Communication within entities housed in the Court Complex has significantly improved. • Video recordings at the security posts have been utilized in criminal investigations. • The Court Security Training has enhanced security awareness and significantly reduced resistance to requests for additional security in courtrooms. Security tips and refresher memos are distributed to staff two to four times per year. Mandatory Security awareness training is given to all all new court employees. Off campus evacuation locations have been secured. An MOU has been developed with the Greeley Police Department for providing inter -agency protection in emergency situations. Objectives, anticipated results and timeline for implementation should requested items be approved: The primary objective is to continue to enhance security in the courts and probation six -building complex. That remains our priority for this year's request. The following are our anticipated results. All enhancements would be purchased as soon as the funds were made available. Installation of video conferencing upgrades would greatly reduce security risks, and save money and time currently spent on transporting inmates, Currently our system only connects the jail to the courthouse. Additional panic buttons in critical areas would be installed linked into the Complex's master control system. Currently our surveillance cameras are not interlinked to the video screens in Courts Holding and the building security system. The upgrade would allow both locations to view all cameras The obsolete courts holding master door control panel (located in the basement of Plaza West) would be replaced. Priority No. 2: Courts Holding Area Control Panel Make & Model Total Courts Holding Area Control Panel $35,699 Total $35,699 Vendor: Sierra Detention Systems Equipment details: Sierra Detention Systems would replace the existing touch bolt control panel with a 10.4" touch screen monitor/ computer w/protective screen cover. A total of eight (8) doors and sixteen (16) intercoms would be programmed into the touchscreen and interfaced to new PLC control points that reside on the sake network. The new PLC controls would take the place of the old touch bolt interface. The unit would be a desktop intercom master station activated by the new touchscreen. Including in the pricing is eight training. Justification: 3 Current control panel is outdated, and continued functionality may be an issue. Timeline: Immediate implementation upon availability. Timeline: Immediate implementation upon availability. By having these wands readily available to all security staff in the building will help to increase the efficiency of security staff. The current wands are in need of replacement. Timeline: Immediate implementation upon availability of funds. By emphasizing the importance of increased security, and providing the resources necessary to train staff, the grant funding has allowed the district to educate more staff and provide them with the tools necessary to be effective in their jobs. We hope to continue to raise the level of awareness and education through our continuing efforts to provide training opportunities to staff. Due to technology updates over the past years, service enhancements requests, and hardware failure the current systems are unable to meet the needs of the client base. This proposal will support the recommended solution for all Aethra devices to be replaced along with the purchase of a Video Border Gateway (VBG) for municipal court access via the internet. Benefits and Features: New supported hardware by a leading manufacturer Minimize hardware failure Provide equipment that will function with the state system (Same manufacturer) Provide access via the VBG for municipal court access Current State: Weld County B&G and IT support the entire system. This includes the older hardware that is no longer supported and provided by a manufacturer that is no longer in business. The network was replaced last year and can now efficiently manage the traffic and requirements for expansion in a reliable manner. The current Aethra end points and monitors are all aged and we have experienced multiple failures this year including a unit that remains down at the North Jail. The wall mounts and rolling units appears to all be in good working conditions and may be utilized if new units are procured. Recommendation: It is our recommendation to replace all older Aethra units with Polycom 8000 units. This is the same manufacturer and end point model that the state deploys. The state has confirmed in the attached document their intentions to remain on Polycom. Targeted Approach to innovation: Increase efficiency by allowing access for remote hearings. Implementation Strategy and Project Timeline: The planned implementation strategy will be broken down into multiple steps. Step one is to replace the 4 units at the North Jail facility in phase one. Wall mounts and monitors would remain in place with only the conferencing end point replacement. This is estimated to take one week with 20 hours of work by IT staff and 8 hours by SO staff. Single units would be replaced individually with testing prior to beginning work on the next unit. This process would remain for all units throughout the project. Scheduling is very important as work wilt need to be scheduled around court hearings. Step two would be to install the VBG at the Centennial facility and perform remote testing via the internet. This connection would be a new service provided to the Municipal courts and therefore would not affect hearings. Step three is to replace the 6 units at the Courts West facility. The process that was used in step one will be replicated. 2 [Page Video Arraignment Polycom Proposal Step four is to work with the state to test connections to other Judicial Districts via the state Aruba connection. Step five is to retrain train staff to connect to Municipal Courts and other Judicial District court sessions. Measurable Results: - Immediate improvement in hardware stability - Long term focus on agency access Successful Implementation: Minimize downtime of the current system and internal Judicial District hearings Successful access from the internet via the VBG to video end points in the North Jail facility. The capabilities for the HDX600 are 720P resolution, an eagle eye III camera and content capable. This would be a great system for something like the jail. Additional Municipal court requirements: Each Municipal Court desiring access will be required to communicate with IT. After this initial discussion, hardware and configuration guidelines will be understood by both parties. It is highly recommended that each Municipal Court hire use an IT professional for the installation and configuration. Weld IT will assist where possible, but will focus on the connection between the Municipal Court and the VBG located at Weld County for a video conference. Each Municipal court will be required to have a compatible Video End Point purchased by that entity, high speed (< 3MB) Internet connection, and staff to install and configure their own Video End Point unit. This proposal is based on our visit and verbal instructions from the facility. Due to the highly variable cost of materials this quotation is valid for 90 days. SCOPE OF WORK • Sierra Detention Systems shall replace the existing touch bolt control panel with a 10.4" touch screen monitor/ computer w/protective screen cover. The touchscreen shall reside in a desktop console that will house the unit. A total of eight (8) doors and sixteen (16) intercoms shall be programmed into the touchscreen and interfaced to new PLC control points that reside on the same network. The unit will be a desktop intercom master station and shall be activated by the new touchscreen. Sierra will provide panel drawings and schematics for future additions and troubleshooting. All existing devices not used for the new interface will be removed from the system. The new PLC shall be mounted in the existing enclosures. Including in the pricing is 8 training. Phase 1: Sierra will conduct an on -site assessment during normal business hours to research the existing wire runs and equipment inside the control room. We will take this information back to the Brighton office and proceed to develop a plan of action to complete installation. Our objective will be made to make this as seamless as possible to convert to the new system. Phase 2: Once we have our plan of action we will then proceed to convert all the intercom stations over to the new touchscreen system. The dispatch officer may need to work with the new and old system during the transition. Communication and coordination with the police department will be a paramount in ensuring a smooth transition. The time frame is 2 days. Phase 3: Next the doors will be converted over to the new touchscreen system. All doors will be thoroughly tested for operability. Phase 4: Demolition of old equipment, final red line drawings will be submitted, and final walk through including training will be accomplished.
