Special Review Use Questionnaire
1. Explain, in detail, the proposed use of the property.
Polar Gas Front Range LLC (Polar Gas) is proposing a propane storage facility within the Agricultural
Zone District. They are currently under contract to purchase the property identified as Lot C of RE -
4081 for the purpose of locating a propane gas storage satellite substation on the property. The
intent of the facility is to supply propane to oil and gas companies for support of their drilling
operations within the area. The storage facility would supply regional Polar Gas delivery trucks with
propane that is then delivered to drilling sites as well as other customers in the area. This site is
currently vacant land and is located north of the intersection of Highway 14 and CR77/Highway 392
(refer to attached vicinity map).
Polar Gas is proposing to install one 30,000 gallon propane storage tank and two 10,000 gallon
storage tanks, with the potential to install one additional 30,000 gallon tank in the future. The
30,000 gallon tank is approximately 66' long by 10' wide and the 10,000 gallon tanks are each 16'
long by 3.3' wide. The tanks would be placed a minimum of five feet apart according to the
guidelines established in National Fire Protection Association standards for propane storage. Polar
Gas will also seek approval from the State of Colorado, Division of Oil and Public Safety.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22
of the Comprehensive Plan.
This proposal is consistent with the following goals and policies in the Weld County
Comprehensive Plan:
• G. A.Goal 7. County land use regulations should protect the individual property owner's
right to request a land use change.
• A.Policy 7.1. County land use regulations should support commercial and industrial uses
that are directly related to, or dependent upon, agriculture, to locate within the
agricultural areas, when the impact to surrounding properties is minimal, or can be
mitigated, and where adequate services are currently available or reasonably
obtainable.
• A.Policy 2.2. Allow commercial and industrial uses, which are directly related to or
dependent upon agriculture, to locate within agricultural areas when the impact to
surrounding properties is minimal or mitigated and where adequate services and
infrastructure are currently available or reasonably obtainable. These commercial and
industrial uses should be encouraged to locate in areas that minimize the removal of
agricultural land from production.
The proposed propane storage tanks will enable Polar Gas to expand their propane business,
which provides an important service to the oil and gas industry in Weld County. Because the
property will be merely used to store propane tanks, no services are necessary and the impact
on surrounding properties is negligible. In addition, the proposed tanks will be located in an
area that does not contain productive agricultural land.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.

The intent of the A (Agricultural) Zone District is "to provide areas for the conduct of agricultural
activities and activities related to agriculture and agricultural production without the
interference of other, incompatible land uses [and]...to provide areas for the conduct of uses by
Special Review which have been determined to be more intense or to have a potentially greater
impact than uses Allowed by Right." Installing and utilizing propane storage tanks is an
appropriate use in an agricultural area. In fact, many of the farms and ranches in the area rely
on propane. It could be argued that this proposed use will have less of an impact on the
surrounding area than the oil and gas operations and agricultural uses in the area because this
use will typically generate less noise, dust, traffic and waste.
4. What type of uses surround the site (explain how the proposed use is consistent and
compatible with surrounding land uses).
The proposed use is consistent and compatible with the surrounding land uses, which are
primarily agricultural in nature. There are also numerous oil and gas facilities in the area, which
would have relatively similar traffic to the proposed propane tanks.
5. Describe, in detail, the following:
a. Number of people who will use this site
The only time someone will be on the site is to fill the fuel tanks or to pick up fuel for
delivery. Refer to the response to question 5.f. below for details.
b. Number of employees proposed to be employed at this site
No employees are proposed at the site.
c. Hours of operation
Due to the uncertainty of oil and gas production requirements, the applicant is proposing to be
operational 24 hours a day, 7 days a week. The majority of activities will take place during
daylight hours. However, propane is in highest demand during the winter, when the sun can
set around 4:00 p.m. Also, during periods of peak demand, propane may need to be purchased
from neighboring states. The proposed hours of operation are 24/7 in order to have the
flexibility to access the tanks around the clock.
d. Type and number of structures to be erected (built) on this site
Polar Gas proposes a small, approximately 8'x16' mobile office to be located on site.
e. Type and number of animals, if any, to be on this site
Not applicable.
f. Kind of vehicles (type, size, weight) that will access this site and how often
Traffic at the site will be nominal. Most of the propane that will be stored in the 30,000 gallon
tanks will be delivered in 10,000 gallon trucks from Fort Lupton and Greeley. These vehicles
are typically 60 -feet long, semi -trucks (approximately 80,000 pounds). On average each
storage tank would be filled every other day and once per day at most. Sixty to seventy
percent of Polar Gas' business occurs from November through February. During this

timeframe, it is anticipated that there will be four delivery vehicles (54,000 pound gross vehicle
weight rating) obtaining propane per tank per day.
g.
Who will provide fire protection to the site
The Briggsdale Fire Protection District (BFPD) serves this property. Polar Gas has been
coordinating with BFPD and will ensure that the tanks are installed in accordance with
National Fire Protection Association standards for propane storage.
h. Water source on the property (both domestic and irrigation)
The proposed water source for the property will be bottled water as allowed under
Environmental Health Policy 2.2.K. Drivers will be on site for less than 2 consecutive hours a
day.
i. Sewage disposal system on the property (existing and proposed)
The use of portable toilets is proposed for the sewage disposal system on site as allowed under
Environmental Health Policy 2.2.K. Drivers will be on site for less than 2 consecutive hours a
day.
j. If storage or warehousing is proposed, what type of items will be stored
Propane gas will be stored on the property.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted
as a landscape plan map as part of the application submittal.
No landscaping is proposed. Polar Gas will install an 8' tall chain link fence around the tank
storage area. Refer to the Site Plan (USR Plat Sheet 2 of 2) for the location of the proposed
fence.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
If the propane storage tanks were no longer needed, the tanks and their foundations would be
removed and the site would be seeded if necessary.
8. Explain how the storm water drainage will be handled on the site.
A water quality area is proposed on the site to handle and treat minor storm events. Refer to
the attached USR Site Plan for the location of the proposed water quality area and general site
topography.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Construction of the gravel access drive, circulation aisles, and parking area is anticipated to
begin in May of 2013 and will last less than 1 month.
10. Explain where storage and/or stockpile of wastes will occur on this site.

The purpose of this Use by Special Review Permit Application is to enable Polar Gas Front
Range, LLC to operate a propane storage facility on their agriculturally zoned property. The site
is currently vacant agricultural land and no buildings are associated with the property. The
proposed facility will require no on -site employees and propane truck drivers will only be on -
site to unload and load propane, which should not typically take more than 2 hours. As a result,
there is no need for permanent water supply or a sewage disposal system.
A portable toilet will be located on -site at all times while the facility is operational. Toilet
holding tanks will be pumped bi-weekly or as needed, and their contents will be fully disposed
of at proper municipal treatment facility(s).

An 8' x 16' portable office trailer will be provided on site where drivers may warm up during
colder months. Potential wastes to be generated on -site are expected to be comprised of
household -type wastes and human waste/sewage only. A dumpster will be located on the
property and will be utilized for all household waste. Trash will be contained within this fully
enclosed container 24 hours a day, and will not be burned on -site.
No chemicals are anticipated to be stored at this site.

Drainage - Water Quality Narrative
To whom it may concern:
During the Weld County USR Pre -Application Meeting, it was determined that Permontes Group was
required to provide only Water Quality stormwater management for the developed site. This letter
outlines the historic and developed drainage conditions on the site and describes the methods used to
treat minor rainfall events for Water Quality.
Polar Gas Front Range, LLC is proposing to construct and operate a propane storage facility to support
regional oil and gas operations. The 1 acre facility is located approximately 1 mile north of the Town of
Briggsdale, CO, accessed off of County Road 77 (Highway 392). The site is located on a 4.99 acre parcel
in the Southwest 1/4 of Section 21, Township 8 North, Range 62 West of the 6th P.M.
Please see Figure 1 for the location of the parcel.
The subject property (identified as drainage sub -basin H1) is situated in the Weld County Agricultural
Zone and is currently vacant rangeland with 100% of the site covered with native grasses and cactus.
There are no major open channels which flow through the property. The area is not subject to any 100
year floodways or any other floodways, nor is the site located within an area covered by a Weld County
Master Drainage Plan.
Soil information was derived from the National Resource Conservation Service, Web Soil Survey of Weld
County, Colorado. The underlying soils are very well drained and consist mostly of Cascajo gravelly sand
loam, which is classified as hydraulic soil group (HSG) A and makes up 77% of the soil on the lot. The
remaining soil type on the property is Olney fine sandy loam, which is classified as HSG B and makes up
23% of the soil on the lot. (See attached Soils information).
The site slopes gently at 3 to 5% from east to west to a 36" RCP culvert with flared end section that flows
under County Road 77, which is the only storm water discharge point on the property. The culvert
empties into a shallow drainage ditch on the west side of County Road 77, eventually flowing to Crow
Creek, approximately 1,500ft to the west of the site. Drainage from the site is characterized as overland
sheet flow. Historic runoff for the minor 2-yr and major 100-yr storm events are 0.0 cfs and 10.81 cfs
respectively.
The developed site (identified as sub -basin D1) contains approximately 0.79± acres of entirely HSG A soil,
which includes the 24 foot wide gravel access drive, gravel drive aisles, parking area and the propane
storage site, which will remain as native vegetation. In general, drainage from this site and the

surrounding areas will maintain the historic pattern and continue to sheet flow west to the 36" RCP
culvert, which is noted as Discharge Point 1 (DP1). See Figure 2 for the Developed Drainage Plan.
The storage facility and surrounding circulation drive will sheet flow over 3 to 5% slopes towards a 250.0
foot long, 2.0 foot wide water quality swale for treatment and minor attenuation of the peak flows. This
water quality swale is sloped at 2% to a low point where a 10' wide weir will allow infrequent storm
events to overtop the swale and continue 115 feet west to the RCP culvert.
The remaining area of the parcel - area outside of the proposed facility - contains 4.2 acres, most of
which will remain undisturbed by this development. About 0.14 acres of the area will contain the paved
and gravel drive to access the facility of which could not be collected by the proposed water quality
swale. Storm water will continue to sheet flow northerly from these semi -impervious surfaces for
approximately 350 feet to the RCP culvert. This distance is considered adequate for a vegetated buffer to
treat the storm water prior to leaving the site. Soil Information, calculations and the drainage plan are
included as attachments to this memo.
The intent of this Water Quality Drainage Memo is to describe the historic and developed drainage
conditions for the property, as required by the County. The majority of the proposed facility will be
treated for water quality prior to leaving the site. The development should not have any adverse effects
on adjacent properties and the historic drainage patterns will be maintained.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (ND, BID, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential. soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
natural condition are in group D are assigned to dual classes.
