PART I PAST AND CURRENT SITUATION
(1 ) Describe past history and current situation pertinent to this application.
Include data and analysis of data to establish what the existing conditions
are. (Baseline data against which project effectiveness will be measured. )
(2) State why this particular present situation is undesirable.
(3) What are the causes of this undesirable situation.
(4) Identify existing conditions which need to be changed to resolve the
identified problems.
(1) This is essentially a grant for completion of the video portion of the
total project initially started under project number 03-78 . Under this
project, DHS agreed to fund equipment and supplies necessary to supple-
ment C.C.T.V. equipment then scheduled to be installed in the new County
Sheriff's Complex. The Complex is to perform as a centralized D.U.I
processing center for the 14 law enforcement agencies in the area,
utilizing C.C.T.V. video-recording and chemical testing equipment. The
video recording via C.C.T.V. was based on the best performance estimates
provided at the time of construction. However, resolution is not suf-
ficient from the current C.C.T.V. camera and a camera of better quality
with an appropriate lens will be needed. Further, the 03-78 project
did not provide recording equipment with microphone to obtain an audio
track, title board, a stand for court use, and associated peripheral
equipment.
(2) The current C.C.T.V. video-recording capability will not produce tapes
of acceptable courtroom quality. Further, it requires the use of court
recording equipment for the dual purpose of recording at the County
Sheriff's Complex and courtroom playback which is very difficult to inte-
grate into the C.C.T.V. System as was finally installed into the facility.
(3) The basic causes of the undesirable situation are: the over-estimation
of the C.C.T.V. capability, lack of project continuity and planning of
the original grant which resulted from constant engineering modifications
of the new Sheriff's Complex and an administration change as a result
of the 1978 election process.
(4) In addition to those. problem areas already cited, Weld County has a
unique video-taping requirement of D.U.I. suspects because of difficulty
experiencedby the prosecutors in introducing B.A.C. test results in
court. The District Attorney, Robert Miller, has strongly recommended
the use of video tape to supplement B.A.C. results to facilitate pros-
ecution.

Objective: The objective(s) should state "what is to be accomplished (in
quantifiable terms) and when".
(1) To complete the video taping capability which was one of the services of
the D.U.I. processing center, and which was stated as an objective in the
previous grant, 03-78. Target date October 31 , 1979.
(2) Equipment Installation by Weld County. Target date October 31, 1979.
(3) While it is understood that the Sheriff's Office cannot directly influ-
ence the D.U.I. arrest activity of the law enforcement agencies in Weld
County, it is anticipated that this improvement in the D.U.I. processing
center will result in increased D.U.I. arrests and successful prosecutions.

PART IV EVALUATION AND MONITORING

(1) Was the video equipment installed and the system operational by October 31,
1979?
(2) Did the establishment of the video taping capability result in increased
arrests by 03-31-80?
(3) Did the inclusion of video tape as evidence increase the rate of success-
ful prosecutions by 03-31-80?

(1) The Board of County Commissioners will hold the Sheriff responsible.
(2) The Sheriff will monitor:
a) the timetables relating to equipment purchase and installation.
b) overall activity of the Central D.U.I. Testing Center.
c) the progress in the form of statistical reports generated to
measure performance related to project objectives.
d) the distribution of said reports to all agencies involved in the
program.

I. In Weld County, we have fourteen police agencies with each working alcohol
driving offences with no centralized testing facility for such offences.
A. Weld County is in the pr wess of building a new Administration and Correc-
tional Facility and have incorporated into this Facility a closed circuit
T.V. system to visually monitor the testing of alcohol driving offenders
during the jail booking process and has committed itself to having and
monitoring a breath simulator which will speed up the arrest process and
allow for immediate evaluation.
B. Officers, due to this advanced process will be less reluctant to arrest
for D.U.I.
C. The blood alcohol testing process, due to its time consuming nature, has
brought about this reluctance. This, coupled with the need for the asso-
iated technical staff, has burdened the arrest process.
II. It is of great interest to all concerned law enforcement officers that the
need for centralized testing be instituted so as to bring up to an acceptable
level this particular area of traffic enforcement.
(At this point in time, we have no baseline information as there is no centralized
records system. This will, however, be accomplished through this program and
such records will exist in the future for comparison purposes) .

I. To establish a centralized D.U.I. Testing Center in the soon to be completed
Weld County Sheriff's Complex by June 1, 1978.
II. To provide one (1 ) chemical tester to determine Blood Alcohol content with
associated equipment and supplies for use in the centralized D.U.I. Testing
Facility by April 1, 1978.
III. To provide one (1) V.T.R. Playback Unit with monitor to be used in County
Court System by April 1 , 1978. (To be compatable with C.C.T.V. System in new
Complex.)
IV. To provide associated supplies for the video taping of D.U.I. Testing com—
patable with the C.C.T.V. that will exist in the new Complex by April 1 , 1978.
V. To obtain certification of equipment by Colorado Department of Health by May
1, 1978.
VI. To provide training to all officers in the area to standardized procedures
as required for the processing of offenders by June 1, 1978.

Yes, owned by the Colorado State Patrol in Greeley. This centralization will
allow them to move it to another office and thereby establishing an improved
system in another office.
