Re: Allocation Letter #5 SFY 2013-2014 for Community Corrections Services
and Administration
Pursuant to Contract #2234 between the Colorado Department of Public Safety, Division of
Criminal Justice and this Board for the period of July 1, 2009 through June 30, 2014, the
enclosed allocation letter itemizes anticipated payment for the delivery of local community
corrections services at the facility and for county administration for the final year of this contract.
Please see enclosure.
Here is a breakdown of funds:
$1,482,411.00 for Residential Diversion placements (105 beds, increase of 10 beds)
$691,791.80 for Residential Transition placements (49 beds, decrease of 1 bed)
$197,654.80 for Residential Condition of Parole placements (14 beds, decrease of 2 beds)
Subtotal Residential Placements = 168 beds, increase of 7 beds
$65,152.50 for Non -Residential Diversion placements (34 slots, decrease of 20 slots)
Up to $100,000 for offender Treatment Support services ($25,000 increase)
Up to $29,389.40 for new Subsistence Forgiveness Program (estimate of 57 offenders)
$102,655.98 for Community Corrections Board and Administration (percent of total contract
funds retained by Weld County)
Total allocation is $2,669,055.48.
No further action is recommended; staff shall coordinate with Accounting to update all budget
line items accordingly. Thank you.

Pursuant to the contract between the Colorado Department of Public Safety, Division of
Criminal Justice (DCJ) and Board of County Commissioners of Weld County, on behalf
of the Community Corrections Board in conformity with Contract #2234, DCJ hereby
notifies you of the following funding allocations for Fiscal Year 2013-2014.
Pursuant to the said Contract, for the period July 1, 2009 through June 30, 2014, payment
will be made as earned, in whole or in part, from available State funds encumbered in an
amount not to exceed the total sum of $2,669,055.48 to be allocated as follows:
$1,482,411.00 for Residential Diversion services for community corrections
offenders, payable at a daily community rate of $38.68 per
offender; and,
$ 691,791.80 for Residential Transition services for community corrections
offenders, payable at a daily community corrections rate of
$38.68 per offender; and,
$ 197,654.80 for Residential Parole services for community corrections
offenders, payable at a daily community corrections rate of
$38.68 per offender; and,
$ 65,152.50 for Non -Residential Diversion services for offenders at no
more than $248.00 per month per offender, not to exceed an
average of $5.25 per day per offender; and,
$ 102,655.98 for Community Corrections Board Administration by the
Contractor; and,
$ 100,000.00 for Treatment Support services; and,
$ 29,389.40 for Subsistence Forgiveness.

1. Financial obligations of the State of Colorado payable after the current fiscal year are
contingent upon funds for that purpose being appropriated, budgeted and otherwise
made available.
2. Funds allocated in this Allocation Letter are for services rendered during the current
contract period, and cannot be used to pay for community corrections services
provided in prior or future fiscal years.
3. Any unexpended funds allocated or advanced to the Contractor by the Allocation
Letter shall be reverted to the State no later than September 30, 2014.
4. This allocation is intended to be effective July 1, 2013, but in no event shall this
allocation be deemed valid until it has been approved by the State Controller or his
designee.

ALL CONTRACTS MUST BE APPROVED BY THE STATE CONTROLLER
CRS §24-30-202 requires that the State Controller approve all state contracts. This
contract is not valid until the State Controller, or such assistant as he may he may
delegate, has signed it. The contractor is not authorized to begin performance until the
contract is signed and dated below. If performance begins prior to the date below, the
State of Colorado may not be obligated to pay for goods and/or services provided.
